According to Mongolian tradition, the new heir not only needs the life of the original Khan, but also needs the approval of the Mongolian aristocratic parliament, that is, the Kuritai parliament. However, due to the tight war at that time, the Curiti meeting could not be held. Under consideration, Genghis Khan asked Torre to supervise the state regency to help his brother Wokuotai.
However, Genghis Khan never imagined that Wokuotai was eventually separated, and the orthodox imperial power still belonged to the Torre Department.
