What principles must be adhered to in promoting the dual-carbon program

3, promote industrial optimization and upgrading

We must seize the opportunity of the new round of technological revolution and industrial change, promote the Internet, big data, artificial intelligence, fifth-generation mobile communications (5G) and other emerging technologies and the deep integration of green and low-carbon industries, build a green manufacturing system and service system, and increase the proportion of green and low-carbon industries in the total economy.

The carbon emission barrier for new projects should be strictly enforced, and the blind development of high-energy-consuming, high-emission and low-level projects should be resolutely curbed.

Great efforts should be made to promote the optimization and upgrading of traditional industries such as iron and steel, nonferrous metals, petrochemicals, chemicals and building materials, and to speed up low-carbon process innovation and digital transformation in the industrial sector.

We must increase the utilization of waste resources, vigorously develop the circular economy, and reduce the waste of energy and resources.

To promote the construction of a low-carbon transportation system in an integrated manner, and to improve the quality of green and low-carbon development of urban and rural construction.

It is necessary to promote the integrated protection and systematic management of mountains, water, forests, fields, lakes, grasses and sands, and to consolidate and enhance the capacity of ecosystems as carbon sinks.

To advocate a simple and moderate, green and low-carbon, civilized and healthy lifestyle, guide green and low-carbon consumption, encourage green travel, carry out the creation of green and low-carbon social action demonstrations, and enhance the awareness of the entire population to save, ecological and environmental protection awareness.

4, accelerate the green low-carbon scientific and technological revolution

5, improve the green low-carbon policy system
