The ruminant dog is a dog tied with grass during ancient sacrifices. The meaning of this sentence is that the sage has no standard of what he considers to be benevolence or righteousness, and there is no such thing as unkindness or righteousness, and everything is governed by the laws of heaven and earth. Therefore, the sage treats people equally for the sake of affairs, and treats the common people in the same manner as he does his best, and uses them to the fullest extent.

The last sentence says that the saint has no good and no evil, and that the saints should do as they please, because the so-called "good and bad" have their place, so there is no abandonment; and that they should do their best for all things, so there is no abandonment.
