In addition, business owners do not have a strong awareness of environmental protection, and the phenomenon of stealing and leaking emissions occurs from time to time, causing certain pollution to the environment. However, the above-mentioned industries are indeed the pillar industries in the industrial economy of our region at present, and the contribution rate of industrial growth is extremely high. If we adopt a "one size fits all" approach and blindly restrict the development of high energy-consuming industries, it is not the best means to solve the current shortage of resources, especially coal and electricity supply.

In terms of power shortage, the effective way to solve this problem is to improve management and scientific dispatching, and do everything possible to tap the potential of power generation and power supply. Second, actively urge enterprises to adjust their products and industrial structure, strive to adopt new production equipment and new production technologies, and speed up product upgrading. In the long run, in order to fundamentally solve the problem of power shortage, we must pay attention to the problem of excessive proportion of high energy-consuming industries. Of course, necessary administrative measures can be taken to solve this problem, but it may be more effective to use the "hand" of the market. For example, enterprises with high energy consumption can ensure power supply and implement preferential electricity prices if they conform to the national industrial policy, have high industrial concentration, have economies of scale and meet the pollution control standards, otherwise they can increase electricity prices or even stop power supply. In addition, appropriate industry integration should be carried out, and high-energy enterprises such as ferroalloy should be encouraged to unite with electric power enterprises to form a new enterprise or enterprise group with large scale, low unit power consumption and high technology content through mutual equity participation. In this way, it can not only reduce the electricity cost of enterprises, enhance the market competitiveness of products, but also accelerate the development of electric power construction.

At this stage, our district will closely focus on the idea of "strengthening the processing industry, strengthening the metallurgical industry, activating the logistics industry, upgrading the service industry, consolidating the building materials industry and developing the real estate industry", further do a good job in enterprise work, gradually solve the problem that the proportion of high-energy-consuming enterprises is too large, adhere to the road of sustainable development, vigorously promote energy conservation and consumption reduction, and encourage enterprises to popularize new energy-saving mechanisms, apply new energy-saving technologies and increase environmental protection. Eliminate backward production equipment and methods in high energy-consuming industries such as cement, ferroalloy and calcium carbide (during the Eleventh Five-Year Plan period, the backward production capacity planned to be eliminated in the whole region is: ironmaking 1.7 million tons, cement 60,000 tons, coking 80,000 tons and ferroalloy 24,000 tons. ), actively promote high energy-consuming enterprises to continuously adopt advanced production technologies and equipment, carry out comprehensive treatment and utilization of "three wastes", promote enterprises to save energy and reduce consumption, speed up product upgrading of high energy-consuming enterprises, focus on extending industrial chains, and take the road of sustainable development of circular economy.
