Article 1 In order to strengthen safety management, prevent and reduce safety accidents, safeguard personal and property safety, and promote economic development and social harmony and stability, these Regulations are formulated in accordance with the provisions of relevant laws and regulations and combined with the actual situation of this Municipality.

Article 2 These Regulations shall apply to the production and operation within the administrative area of this Municipality and the safety management of public places. Where the relevant laws and regulations have other provisions on fire protection, road traffic, railway traffic, water traffic, civil aviation, nuclear power and other safety management, those provisions shall prevail.

Article 3 Safety management should be people-oriented, implement the policy of safety first, prevention first and comprehensive management, and establish a working mechanism of unified leadership by the government, supervision by departments according to law, personal responsibility by units, public participation in supervision and broad social support.

Article 4 The municipal and district people's governments (hereinafter referred to as municipal and district governments) shall formulate special safety management plans and incorporate them into the national economic and social development plans.

The municipal and district governments shall incorporate safety management funds into the fiscal budget at the corresponding level, and encourage and guide the whole society to increase safety investment.

Article 5 The municipal government shall, in accordance with relevant regulations, draw a certain amount from the industrial injury insurance fund for the prevention of industrial accidents. The specific measures shall be formulated separately by the municipal government.

Article 6 The municipal and district governments shall carry out publicity and education on safety management to raise the safety awareness of the whole people.

The municipal and district governments shall disclose the safety management information, and timely announce to the public the units with major safety accidents and the safety accidents with significant influence.

Seventh newspapers, radio and television, Internet and other media have the obligation to carry out safety management publicity and education, and should cooperate with the safety production supervision and management departments and relevant departments to carry out safety management publicity and education; Arrange safety management publicity and education content in public service advertisements. Have the right to conduct supervision by public opinion on violations of safety management laws and regulations.

Eighth city, district government and relevant administrative departments to implement the administrative responsibility system of safety management.

The main person in charge of the municipal, district government and its relevant administrative departments is the first responsible person, who is fully responsible for the safety management of the local area and the department respectively; The person in charge of safety is the person who is directly responsible and bears direct leadership responsibility for safety management; Other responsible persons are directly responsible for the safety management within their business scope.

Ninth municipal and district governments should regard the safety management of various departments as an important part of performance appraisal, and the assessment should be announced to the public.

The municipal and district governments shall commend and reward the units and individuals that have made remarkable achievements in safety management; Units and individuals that fail to meet the specified requirements shall be given informed criticism or corresponding administrative sanctions.

Article 10 Trade unions shall organize employees to participate in the democratic management of production safety, exercise democratic supervision over the implementation of laws and regulations on production safety by production and business units, participate in the investigation and handling of industrial accidents and other occupational hazards according to law, and safeguard the legitimate rights and interests of employees in production safety. Article 11 The municipal and district governments shall set up safety management committees to organize, coordinate and comprehensively manage the safety work within their respective administrative areas on behalf of the governments at the corresponding levels.

The Safety Management Committee has an office as its daily office.

Article 12 The safety management committee shall, according to the safety management situation in its area, organize relevant departments to formulate safety inspection plans and schemes, inspect the safety situation of industries, production and business units and public places prone to safety accidents, and announce the inspection situation to the public; If potential safety hazards are found, the relevant administrative departments shall be instructed to deal with them in a timely manner according to law, and the results shall be supervised and inspected.

Thirteenth municipal and district government safety production supervision and management departments in accordance with laws, regulations and the provisions of this Ordinance, responsible for the safety supervision and management of production and business activities.

Other relevant administrative departments shall, within the scope of their respective duties, do a good job in safety supervision and management according to law.

Sub-district offices shall do a good job in the safety supervision and management of this area within the scope of their duties, and report the safety management to the relevant departments in a timely manner.

Fourteenth relevant administrative departments shall formulate safety supervision and inspection work plans and programs, check the safety management of production and operation and public places according to law, and announce the results to the public.

Safety supervision and inspection can be carried out by means of joint inspection, special inspection, key inspection and spot check.

Production and operation safety inspection focuses on the implementation of the responsibility system for production safety, the establishment of safety production management institutions or the staffing of full-time and part-time safety production management personnel, the setting of safety signs, the use of safety equipment and facilities, the formulation and implementation of emergency plans, the safety education and training of employees, the certificates of special operations personnel and the investigation and rectification of hidden dangers of accidents.

The focus of safety inspection in public places is the configuration and use of safety equipment and facilities, the formulation and implementation of emergency plans, the setting of safety evacuation signs and danger warning signs, the smooth flow of evacuation passages and safety exits, and the investigation and rectification of hidden dangers.

Fifteenth safety supervision and inspection personnel shall make a written record of the time, place, content, problems found and their handling, and shall be signed by the inspectors and the person in charge of the inspected unit; If the existing safety problems are found to be handled by other relevant departments, the department where they are located shall transfer them in time and form records for future reference. The department that accepts the transfer shall handle it in time.

Safety supervision and inspection personnel are responsible for supervising the implementation of the decision; If a party fails to perform the decision within the time limit, it shall put forward opinions on handling it.

Sixteenth relevant administrative departments in the inspection found that there are illegal acts or security risks, it should be ordered to make rectification within a time limit, and can be ordered to suspend production and business for rectification according to law; Facilities, equipment and equipment that do not meet the safety production standards shall be detained and sealed up according to law.

If the relevant units refuse to make rectification or rectification does not meet the safety requirements, the relevant administrative departments shall take measures such as demolition and destruction according to law.

If it is found that major accidents, personal injuries or heavy property losses may occur at any time, the relevant administrative departments shall immediately take emergency measures to prohibit or restrict the use of relevant equipment and facilities, close or restrict the use of relevant places, stop crowd gathering activities, and issue safety warnings in areas that may be affected.

Seventeenth belongs to the management matters of comprehensive law enforcement of urban management, urban management comprehensive law enforcement organs shall check the safety status of production and business units and public places within their respective jurisdictions according to law, and shall be punished according to law if they find violations of relevant laws, regulations and the provisions of this Ordinance; The relevant administrative departments shall guide and assist the comprehensive law enforcement organs of urban management to perform their duties according to law.

Eighteenth city and district safety management committees shall establish and improve the public information platform for safety management, provide information services for relevant administrative departments, and accept social supervision; Information related to safety management of relevant management departments is shared by Unicom. The specific measures shall be formulated separately by the municipal government.

Nineteenth city and district safety management committees and relevant administrative departments shall give warning education to the accident units and their responsible persons who have all kinds of major casualty accidents or have great influence within their respective jurisdictions.

Twentieth supervisory organs shall regularly check the performance of safety supervision and management duties by the responsible persons of relevant administrative departments and relevant staff according to law, report the inspection to the government at the same level, and notify the relevant departments at the same time.

In the event of production safety accidents and other major safety accidents, the supervisory organ shall investigate and deal with the dereliction of duty, dereliction of duty and violations of law and discipline of the staff of the administrative organ and other personnel appointed by the administrative organ according to law; Anyone suspected of committing a crime shall be investigated for criminal responsibility according to law.

Supervisory organs and supervisors who fail to perform their duties in the preceding two paragraphs seriously shall be given administrative sanctions according to law; Anyone suspected of committing a crime shall be investigated for criminal responsibility according to law.

Twenty-first establish a social supervisor system for safety management. City, district government and subdistrict offices shall employ deputies to the National People's Congress, CPPCC members, representatives of relevant departments, representatives of community residents and representatives of news media as social supervisors of safety management, and supervise the compliance of production and business units and public place management units within their respective administrative areas with safety production laws and regulations and safety supervision and management of relevant administrative departments.

Social supervisors of safety management have the right to report potential safety hazards and illegal acts to relevant administrative departments. The department that accepts the report shall investigate and handle the case according to its authority, and send a copy of the results to the social supervisor of safety management.

Social supervisors of safety management can consult the safety inspection records of relevant administrative departments, participate in the investigation activities of relevant administrative departments in safety supervision and management, and attend relevant working meetings as nonvoting delegates. Except those that have an interest in the matters under investigation. Twenty-second production and business units shall, in accordance with the provisions of the "People's Republic of China (PRC) production safety law", set up safety production management institutions or be equipped with full-time or part-time safety production management personnel.

Units that produce, manage and store mines and dangerous goods, or enterprises with more than 300 employees, shall set up safety production management institutions or be equipped with safety officers in accordance with regulations.

Industrial enterprises, transportation enterprises, port enterprises, shopping malls, bazaars and professional markets with less than 300 people shall be equipped with safety officers or entrust safety intermediary service agencies to provide safety production management services.

The allocation and assessment of the safety production management organization and safety management personnel of the construction unit shall be carried out in accordance with the provisions of relevant laws and regulations.

Article 23 Where a production and business operation entity entrusts an intermediary service agency for safety production to provide safety production management services, it shall still bear the responsibility for safety production management of the entity.

The production and business operation entity shall, within ten working days from the date of signing the entrustment agreement, inform the local district and county safety production supervision and management departments in writing of the entrustment.

The specific measures for entrusting safe production management services shall be formulated separately by the municipal government.

Twenty-fourth production and business units of the following personnel shall be qualified by the municipal safety production supervision and management department, before taking up their posts:

(a) the main person in charge of mining enterprises and dangerous goods production, management and storage units;

(two) the main person in charge of the safety production management institution;

(3) security officer.

The principal responsible persons of other production and business operation entities other than those specified in Item (1) of the preceding paragraph shall participate in special safety training, and have the knowledge of safety production and management ability suitable for their production and business operation activities.

The municipal safety production supervision and management department shall organize the assessment specified in the first paragraph of this article, and shall not charge any fees.

Twenty-fifth production and business units shall carry out safety education and training for the following personnel before taking up their posts:

(1) new employee;

(2) Employees who have left their posts for more than three months or changed their posts;

(three) the relevant operators after adopting new technologies, new processes, new materials or using new equipment.

Production and business units shall regularly conduct safety education and training for employees.

Employees who have not received safety education and training are not allowed to work at their posts.

Twenty-sixth special operations personnel of production and business units shall receive special safety training in accordance with the relevant provisions of the state and obtain the qualification certificate for special operations before they can take up their posts.

Article 27 The production and business operation entities in mining, transportation, construction, dangerous chemicals and other industries shall extract safety expenses according to the standards stipulated by the state and Guangdong Province, and store them in special accounts to be used exclusively for safety production.

Twenty-eighth production safety accidents (including acute industrial poisoning), the accident unit shall conduct a special self-assessment of the safety production situation of the unit.

The following units shall entrust an intermediary service agency for safety production with corresponding qualifications to conduct safety evaluation:

(a) a transport enterprise that has suffered a road traffic accident with three or more deaths and is mainly responsible for it;

(two) other production and business units have production safety accidents, and there have been more than 5 serious injuries (including acute industrial poisoning) or 1 more serious injuries (including acute industrial poisoning) within one year.

The accident unit shall publicize the safety evaluation results in the unit, and report to the relevant competent department in charge of accident investigation in writing, and take corresponding safety precautions according to the evaluation results.

Article 29 The production and business operation entity is the main body responsible for production safety, and shall establish and improve the system of investigation, management and prevention of hidden accidents, conduct regular safety inspections, formulate rectification plans and emergency plans for existing hidden accidents, and eliminate them in time.

If the hidden dangers of accidents not caused by the unit cannot be eliminated in time or are difficult to eliminate, necessary safety measures shall be taken and reported to the local district safety production supervision and management department or other relevant administrative departments in time.

Thirtieth production and business units shall not use workshops, warehouses and kitchens as staff quarters. Workshops, shops and warehouses that produce, operate, use and store inflammable and explosive dangerous goods shall not be in the same building as the staff dormitory, and keep a safe distance from the staff dormitory.

Article 31 The stamping, shearing, pressing and cutting equipment and wood processing machinery used by production and business units shall be equipped with relevant safety protection devices that meet the national standards.

Production and business operation entities shall formulate corresponding safety operation rules, and guide and supervise operators to operate in strict accordance with the requirements of safety operation rules.

Article 32 When conducting the following dangerous operations, a production and business operation entity shall formulate a management system for dangerous operations, and assign a special person to be responsible for on-site safety management, so as to ensure compliance with operating rules and implement safety measures:

(1) Blasting and hoisting;

(2) Demolition of construction projects;

(three) maintenance and installation, external wall cleaning and other high-altitude operations;

(4) Working near high-voltage transmission lines and gas pipelines;

(5) Working in a limited space.

Where a unit with professional qualifications is entrusted to carry out the operations mentioned in the preceding paragraph, an agreement on safety production management shall be signed with the unit, and the safety production responsibilities of both parties shall be clearly defined in the agreement.

Article 33 Whoever engages in dangerous operations such as exterior wall cleaning, outdoor maintenance and installation of high-rise buildings shall be equipped with corresponding safety technicians, equipment and facilities, and meet other conditions stipulated by the municipal government. Only after approval by the relevant administrative departments can he engage in such business activities. The specific measures shall be formulated separately by the municipal government. Thirty-fourth units responsible for the management of public places shall perform the following safety management duties:

(a) to establish and improve the safety management system;

(two) regularly check the implementation of various safety precautions in this unit, eliminate hidden dangers of accidents in time, and record the inspection and elimination;

(three) to ensure that the actual number of people in the place does not exceed the designed maximum capacity;

(four) set up safety evacuation signs and emergency lighting facilities in line with state regulations;

(5) Keep evacuation routes and safety exits unblocked;

(six) to formulate emergency evacuation plans and take safety precautions.

The public places mentioned in the preceding paragraph include theaters, dance halls, cultural palaces, Internet cafes, stadiums, libraries and other cultural and entertainment places and tourist attractions; Hotels, restaurants, shopping malls and other commercial places; Transportation hubs such as airports, stations and docks; Subway, bus and other public transport and other places open to the public and where people gather.

Article 35 To hold the following large-scale activities in parks, tourist attractions, squares, public roads, stadiums, venues and exhibition halls with an estimated number of participants of more than 1000, the undertaker shall submit a written application to the public security organ in accordance with the relevant provisions of the state, and it can only be held after being approved by the public security organ, and the public security organ shall make a decision within seven working days:

(a) sports competitions, folk sports and other sports activities;

(2) Concerts, concerts and other cultural performances;

(three) product exhibitions, commodity exhibitions and other activities;

(four) traditional folk activities such as garden, lantern festival, temple fair, flower show and fireworks party;

(5) Celebrations, celebrations, job fairs and other activities;

(6) publicity activities such as celebrity signatures;

(seven) lottery issuance activities on the spot;

(8) Other large-scale activities.

The provisions of the preceding paragraph shall not apply to activities held within the scope of daily business such as theaters, concert halls, parks and entertainment places.

Thirty-sixth large-scale event organizers should implement various safety measures; Ensure the safe operation of equipment and facilities in the activity place; Sufficient staff shall be provided to maintain order at the site, and control and evacuation measures shall be taken to ensure that the number of people participating in the activities is within the scope permitted by safety conditions.

Article 37 Organizers of large-scale activities are encouraged to buy personal accident insurance for the public participating in the activities.

Thirty-eighth public security organs are responsible for the safety management and supervision of large-scale activities. Before a large-scale event is held, an on-the-spot inspection shall be conducted on the event site, and if potential safety hazards are found, the organizer shall be notified in writing for rectification. If the rectification fails before the event is held, it shall be ordered to suspend the event; Those who refuse to make rectification shall be ordered to stop holding activities. In large-scale activities, public security and traffic order around the activity site should be maintained; Handling emergencies that may lead to safety accidents or endanger public safety according to law.

Article 39 Fireworks and firecrackers and the use of guns are prohibited in cultural, sports and entertainment places. Except those approved by the municipal government.

Fortieth fireworks and other large-scale fireworks activities, the organizer shall apply to the municipal public security organ.

Fireworks parties and other large-scale fireworks and firecrackers discharge operation units and workers shall conduct discharge operations in accordance with the safety regulations for fireworks and firecrackers discharge and the approved discharge operation plan.

The public security organ shall strengthen the supervision and inspection of fireworks shows and other large-scale fireworks and firecrackers with high risk level.

Forty-first urban road authorities shall perform the following safety management duties for urban roads and bridges:

(a) the establishment of inspection system, formulate emergency plans;

(two) establish and improve the responsibility mechanism of road and bridge maintenance, eliminate potential safety hazards in time or take other safety measures;

(three) in the maintenance work site set up obvious signs and take safety measures.

When the damage of urban roads and bridges affects traffic safety, the competent department of urban roads shall immediately set up warning signs and inform the public security traffic management department; When traffic safety is seriously affected, the competent department of urban roads shall take measures to close roads and bridges, and the public security traffic management department shall cooperate with them.

Forty-second prohibit theft, destruction, illegal sale or illegal purchase of various manhole covers, ditch covers, traffic signs and other municipal facilities on urban roads.

Where the manhole cover and ditch cover are damaged, displaced or lost, the property right unit shall set up warning signs immediately after it is known, and replace, fill a vacancy or correct it in time.

Forty-third units responsible for the management of swimming pools, seaside swimming pools and other swimming places shall perform the following safety management duties:

(a) establish and improve the safety management system, equipped with corresponding lifesaving personnel;

(two) to ensure that the water quality meets the standards prescribed by the state;

(3) A bulletin board with monitoring (command) stations, communication and broadcasting facilities, management systems and other necessary matters;

(four) equipped with life-saving equipment and equipment suitable for swimming places;

(5) Beachfront swimming pools shall be equipped with signs indicating dangerous areas and safety nets.

Forty-fourth large-scale amusement facilities operating units should choose amusement facilities and their supporting facilities that meet the national safety standards, and select units with corresponding qualifications for installation, maintenance and transformation.

Large amusement facilities operating units shall regularly conduct safety inspections on amusement facilities. Without safety inspection or unqualified inspection, it shall not be put into use.

Forty-fifth outdoor advertising facilities property units shall set up advertisements in accordance with the building standards stipulated by the state and the technical specifications of outdoor advertising in this Municipality to ensure the safe use of outdoor advertisements.

The property unit of outdoor advertising facilities shall establish a safety inspection and maintenance system to ensure the safe use of outdoor advertising facilities; In case of typhoon, flood season and other specific climatic conditions, corresponding safety precautions should be taken in advance.

Urban management departments should strengthen the supervision and management of outdoor advertising safety according to the needs of outdoor advertising safety management.

Forty-sixth property service units should strengthen the publicity of relevant safety management laws and regulations; Establish a patrol system in the property management area, supervise and discourage the behavior of changing the load-bearing structure of the house, or report to the relevant administrative departments; Do a good job in preventing falling objects and other safety precautions in the property management area. Forty-seventh municipal and district governments should take corresponding emergency measures according to the nature, characteristics and degree of harm of safety accidents.

In the event of a safety accident, priority should be given to rescuing and treating the victims, and evacuation, evacuation and proper placement of threatened personnel.

Article 48 The municipal, district governments and subdistrict offices shall organize the establishment of emergency prevention and rescue systems for unit self-help, regional mutual rescue and government rescue, organize necessary emergency drills, and improve the emergency rescue capability for sudden major accidents.

Production and business units and units responsible for the management of public places shall carry out necessary emergency drills in light of the actual situation.

Forty-ninth mines, construction enterprises and dangerous goods production, management and storage units shall formulate emergency plans for accidents, equip with emergency rescue equipment and equipment, set up special emergency rescue teams, and conduct regular emergency plan drills.

Other production and business units and public service units shall formulate emergency plans for accidents, designate full-time and part-time emergency rescue personnel, or sign emergency rescue agreements with surrounding emergency rescue organizations to be responsible for the implementation of emergency plans.

Fiftieth municipal and district safety production management committees shall organize the formulation of emergency rescue plans for major safety accidents within their respective administrative areas; The relevant administrative departments shall organize the formulation of emergency rescue plans for professional safety accidents.

The emergency rescue plan for professional safety accidents formulated by the relevant administrative departments shall be reported to the safety management committee at the corresponding level for the record.

Fifty-first municipal and district governments shall organize emergency rescue teams according to the needs of emergency rescue, and be equipped with medical and health rescue teams with perfect functions.

The relevant administrative departments shall, according to the needs of the industry, guide the units providing public services such as water supply, power supply and gas supply to establish corresponding emergency rescue teams.

Fifty-second after the safety accident, the relevant units should immediately start the corresponding emergency rescue plan, unified mobilization and command of emergency rescue personnel, funds and materials. Fifty-third production and business units have one of the following acts, the safety production supervision and management department shall order it to make corrections within a time limit; If no correction is made within the time limit, it shall be ordered to suspend production and business for rectification, and a fine of not less than 5,000 yuan but not more than 20,000 yuan shall be imposed:

(a) in violation of the provisions of the provisions of article twenty-second, not equipped with security officers or not commissioned by the safety intermediary service agencies to provide safety production management services;

(two) in violation of the provisions of article thirty-first, the relevant safety protection devices are not installed;

(three) in violation of the provisions of article forty-ninth, no emergency plan.

Article 54 Where a production and business operation entity violates the provisions of Article 26 of these regulations, and the special operators have not received special safety operation training and obtained the qualification certificate for special operations, the safety production supervision and management department or other relevant administrative departments shall order them to make corrections within a time limit within their respective functions and powers; If no correction is made within the time limit, a fine of 5,000 yuan shall be imposed on each undocumented person, but the total fine shall not exceed 20,000 yuan.

Fifty-fifth production and business units in violation of the provisions of Article 32 and Article 33 of these regulations to carry out dangerous operations, the relevant administrative departments shall order them to make corrections within a time limit; If no correction is made within the time limit, it shall be ordered to suspend production and business for rectification, and a fine of 20,000 yuan to 50,000 yuan shall be imposed.

Fifty-sixth in violation of the provisions of article thirty-fourth, did not perform the duties of safety management, by the public security organs shall be given a warning and ordered to make corrections within a time limit; If no correction is made within the time limit, a fine of not less than three thousand yuan but not more than ten thousand yuan shall be imposed; If the circumstances are serious, it shall be ordered to suspend production and business for rectification, and a fine of 1 10,000 yuan but not more than 20,000 yuan shall be imposed.

Fifty-seventh in violation of the provisions of article thirty-ninth, fireworks, firecrackers or the use of artillery, the public security organs shall be ordered to stop the discharge and use, and impose a fine of more than one hundred yuan to five hundred yuan; Those who cause serious consequences and are suspected of committing a crime shall be investigated for criminal responsibility according to law.

Article 58 Whoever, in violation of the provisions of the first paragraph of Article 42 of these regulations, destroys various manhole covers, ditch covers, traffic signs and other municipal facilities on urban roads shall be fined between 2,000 yuan and 5,000 yuan by the relevant administrative departments; Illegal sales of the above items, by the relevant administrative departments for enterprises at more than ten thousand yuan to thirty thousand yuan fine, for individuals at more than two thousand yuan to five thousand yuan fine; Theft and illegal acquisition of the above items shall be punished by the public security department in accordance with the provisions of relevant laws and regulations; Anyone suspected of committing a crime shall be investigated for criminal responsibility according to law.

In violation of the provisions of the second paragraph of Article 42 of these regulations, failing to timely replace, fill a vacancy or locate various manhole covers and ditch covers, a fine of 1,000 yuan shall be imposed; If damage is caused, civil liability shall be borne according to law.

Fifty-ninth in violation of the provisions of article forty-third, the relevant administrative departments shall be ordered to make corrections within a time limit; If it fails to make corrections within the time limit, it shall be ordered to stop using it and be fined ten thousand yuan.

Sixtieth in violation of the provisions of article forty-fourth, the special equipment safety supervision and management department shall order it to make corrections within a time limit; If it fails to make corrections within the time limit, it shall be ordered to stop using or suspend production and business for rectification, and a fine of 1 10,000 yuan but not more than 50,000 yuan shall be imposed.

Sixty-first in violation of the provisions of article forty-fifth, the city management department shall order it to make corrections within a time limit; If no correction is made within the time limit, a fine of more than 1,000 yuan and less than 5,000 yuan shall be imposed.

Article 62 If the responsible person of an enterprise appointed by the government, a wholly state-owned enterprise or a state-holding enterprise has a major safety accident during his term of office, and it is confirmed through investigation that he has leadership responsibility, his appointment and removal unit shall give him demotion or dismissal.

Article 63 If the personnel of the municipal, district government and its relevant departments who have leadership responsibilities fail to perform or fail to fully perform their safety management duties, and a safety accident occurs within their jurisdiction, they shall be given informed criticism or corresponding administrative sanctions according to the circumstances and the level of the accident.

Article 64 If the staff of the supervision and administration department of production safety and the relevant administrative departments abuse their powers, neglect their duties or engage in malpractices for selfish ends, they shall be given administrative sanctions by their administrative departments or supervisory organs; Those who do not perform their duties of safety supervision and inspection correctly and cause damage to the inspected units shall be liable for compensation according to law; Anyone suspected of committing a crime shall be investigated for criminal responsibility according to law. Sixty-fifth the provisions of this Ordinance by the municipal government to formulate specific measures, the municipal government shall formulate within six months from the date of implementation of this Ordinance.

Sixty-sixth the provisions of this Ordinance, the municipal administrative punishment organ shall formulate specific punishment measures, and these Regulations shall be implemented at the same time.

Article 67 These Regulations shall come into force as of August 6, 2009.
