1. Paragraph 3 of Article 14 of the Regulations on the Administration of Domestic Waterway Transportation: Waterway Transportation Operators shall file with the Waterway Transportation Administration Department of the Municipal People's Government with districts within 15 working days after the ship starts.

Article 18 In case of any of the following circumstances, the waterway transport operator shall file a written record with the original licensing authority within 15 working days, and provide relevant certification materials:

(1) Change of legal representative or major shareholder;

(2) The fixed office space has changed;

(three) the maritime and maintenance management personnel have changed;

(four) the proportion of senior crew members who have directly entered into a labor contract for more than one year has changed;

(five) a major safety accident occurred on the ship;

(6) Entrusting the ship management enterprise to change or entrusting the management agreement to change.

Thirtieth shipping agency, waterway passenger transport agency business operators shall, within 5 working days from the date of registration of enterprise establishment, file with the competent department of waterway transport management of the municipal people's government with districts.

3. Article 10 of the Regulations on the Administration of Domestic Waterway Transportation Auxiliary Industry: In any of the following circumstances, the ship management business operator shall file a written record with the original licensing authority within 15 working days and provide relevant certification materials:

(1) Change of legal representative or major shareholder;

(2) The fixed office space has changed;

(three) the maritime and maintenance management personnel have changed;

(four) the ship management has more than a major safety accident;

(five) the management of the ship or the entrusted management agreement has changed.

Article 12 Anyone who engages in shipping agency, waterway passenger transport agency and waterway cargo transport agency business shall, within five working days from the date of approval of the establishment registration by the administrative department for industry and commerce, go through the filing formalities with the waterway transport management department of the municipal people's government located in the district, and submit the following materials:

(1) An application form for filing;

(2) A copy of the business license of the enterprise as a legal person;

(3) the identification materials of the legal representative.

The administrative department of waterway transportation of the Municipal People's Government with districts shall establish archives, and announce the record to the public in a timely manner.

Article 13 Where the name, fixed office, contact information, legal representative and business scope of the operators engaged in shipping agency, waterway passenger transport agency and waterway cargo transport agency are changed or terminated, the change shall be filed within 15 working days from the date of change or termination.

Sixteenth ship management operators shall sign a written agreement with the entrusting party to clarify the rights and obligations of both parties when accepting the entrustment to provide ship management services.

The ship management operator shall report the ship management agreement to the waterway transportation management department of the people's government at or above the county level where the ship is located and the port of registry is located for the record.

4. Paragraph 2 of Article 7 of the Regulations on the Standardization Administration of Inland Waterway Transport Vessels: If the capacity of a newly-built or rebuilt inland general cargo ship is increased, it shall be filed with the waterway transport management department of the municipal people's government where the ship is located within 15 working days after the ship is started.

5. Item (1) of Article 13 of the Regulations on the Administration of Old Transport Ships: When buying a foreign ship or leasing it by bareboat charter and changing it into a waterway transport ship registered in China, the buyer and lessee shall know the age and technical condition of the ship and go through the relevant formalities according to the following procedures: (1) Before buying or bareboat charter a foreign ship of Class I, II and III, they shall, in accordance with the relevant provisions of the state, manage the waterway transport to the municipal people's government with districts. Purchase or bareboat charter of foreign ships of Class IV and Class V shall be filed with the waterway transportation management department of the municipal people's government with districts within 15 working days after signing the intention of purchase or bareboat charter;

Article 16 The Ministry of Transport and the administrative department of waterway transportation shall examine the application for operating waterway transportation according to the relevant provisions of the state on waterway transportation management and these Regulations, and issue a ship operation certificate or an international ship registration certificate to those who meet the requirements. ?
