Regulations of Ordos Municipality on Pension Services
The term "aged care service" as mentioned in these Regulations refers to the services provided by the government and society for the elderly, such as life care, medical care, rehabilitation care, leisure and entertainment, spiritual comfort, emergency assistance and hospice care, based on the obligations of family members to support, assist and protect. Article 3 Old-age care services shall adhere to the principles of government leading, social participation, market operation, basic guarantee and moderate universal benefits, and establish and improve the old-age care service system combining home community institutions with medical and health care. Article 4 The municipal and banner people's governments shall incorporate the development of the aged care service industry into the national economic and social development plan, and establish a funding guarantee mechanism that is compatible with the level of economic and social development, the aging population and the demand for aged care services, and the required funds shall be included in the fiscal budget at the same level. Article 5 The municipal and banner people's governments shall lead the work of providing aged care services within their respective administrative areas in a unified way.
The civil affairs department of the people's government of the city or banner area is in charge of the old-age service within its administrative area; The health department is responsible for the combination of medical care and health services for the elderly; Development and reform, finance, natural resources, housing and urban and rural construction, emergency management, market supervision and management, medical security and other departments shall, in accordance with their respective responsibilities, do a good job in the related work of old-age services.
Sumu Township People's governments and sub-district offices shall organize the implementation of pension services within their respective jurisdictions.
Gacha villagers' committees and residents' committees should play the role of grassroots mass autonomous organizations and do a good job in ensuring services for the elderly. Article 6 People's organizations such as trade unions, the Communist Youth League, women's federations and disabled persons' federations, and social organizations such as pension service industry associations, charities and voluntary services shall actively participate in social pension services.
Encourage citizens, legal persons and other organizations to provide, participate in or support pension services in various ways. Article 7 The news media such as radio, television, newspapers, and the Internet should strengthen the public welfare propaganda of old-age care services, carry forward the traditional virtues of providing for the elderly, showing filial piety and respecting the elderly, and form a social fashion of respecting, caring for and helping the elderly. Chapter II Planning and Construction Article 8 The civil affairs departments of the municipal and banner people's governments shall, jointly with the natural resources departments, prepare a special plan for old-age service facilities, which shall be incorporated into the detailed land and space planning at the same level after being approved by the people's government at the same level and announced to the public.
The people's governments of cities and flag areas shall plan and set up pension service facilities at different levels according to the per capita land area of not less than 0. 1.5 square meters.
Without legal procedures, the land use of pension service facilities shall not be changed. Ninth new residential areas should be in accordance with the standard of not less than 30 square meters per 100 households, planning and supporting the construction of old-age service facilities, and synchronous planning, synchronous construction, synchronous acceptance and synchronous delivery with residential projects.
If there are no old-age service facilities in the built residential areas or the existing old-age service facilities do not meet the requirements of the planning and construction indicators, the municipal and flag district people's governments shall formulate plans and annual plans, and set them up by means of new construction, renovation, purchase, replacement and lease according to the standard of not less than 15 square meters per 100 households. Article 10 Old-age facilities shall be built in accordance with the standards and design specifications of public facilities and old-age facilities, and meet the requirements of environmental protection, barrier-free facilities, traffic space, emergency evacuation, emergency rescue and fire safety. Article 11 Municipal and Banner District People's governments shall formulate plans for the renovation of barrier-free facilities, and carry out aging renovation of public entrances and exits, ramps, walkways, stairs, toilets and other service facilities in completed residential areas.

Chapter III Home Community Care for the Aged Article 13 The people's governments of the municipal and flag districts shall improve the home community care service and basic public service system, strengthen the construction of home community care service facilities, increase the content of home community care for the aged, and expand the scope of services.
The people's governments of counties and districts shall set up home community pension service facilities in different regions, covering urban and rural communities in a balanced way.
Home community pension service facilities are managed by Sumu Township People's Government and sub-district offices, and can also be managed by professional organizations and institutions through entrusted management. Article 14 The civil affairs departments of the municipal and banner people's governments shall, through the government's purchase of services, arrange short-term stay in old-age care institutions for the mentally disabled elderly who need long-term home care, or provide temporary or short-term home care services by old-age care institutions.
