Chapter III Postal Services

Article 15 Postal enterprises shall provide universal postal services for letters, printed matter with a single weight not exceeding 5 kg, parcels with a single weight not exceeding 10 kg and postal remittance.

Postal enterprises shall handle confidential communications in accordance with the provisions of the state, issue newspapers and periodicals prescribed by the state, and deliver free letters from ordinary conscripts, books for the blind and relics of revolutionary martyrs and other special services.

Without the approval of the postal administration department, postal enterprises shall not stop or restrict the business specified in the preceding two paragraphs; If the handling is temporarily suspended or restricted due to force majeure or other special reasons, the postal enterprise shall make a timely announcement, take corresponding remedial measures and report to the postal administration department.

The universal postal service standard shall be formulated by the postal administration department of the State Council in conjunction with the relevant departments of the State Council; The specific measures for the supervision and management of universal postal service shall be formulated by the postal administration department of the State Council.

Except that letters are postal franchises, other universal services are not postal franchises.
