The development history of China National Silk Industry Corporation

The development of China National Silk Industry Corporation is mainly divided into three historical stages.

1946 to 1992.

During this period, the company's superior authorities, organizational structure and corporate name have undergone many changes. Its nature is a management enterprise under the planned economic system, and its main function is to coordinate and manage the silk industry authorized by the state.

In 1946, the Ministry of Agriculture and Forestry and the Ministry of Economic Affairs of the former Kuomintang government established the China Silk Company in Shanghai, which was responsible for the national silk production and sales, and managed the affiliated silkworm research institute, experimental nursery, silkworm breeding farm and silk factory.

In May 1949, after the liberation of Shanghai, the then East China Military and Administrative Committee took over the China Silk Company.

In November 1951, it was reorganized into the head office.

At the beginning of the founding of the People's Republic of China, the company assumed the management tasks of the national cocoon and silk industry, and operated the national cocoon and silk production and domestic and foreign sales business. The company's export volume increased rapidly.

In August 1952, China Silk Company came under the direct leadership of the Ministry of Foreign Trade.

In October 1953, China Silk Company was renamed "China Silk Company" and moved from Shanghai to the capital Beijing to take charge of the national cocoon and silk purchase, sale, import and export business.

In January 1961, in order to make the division of labor of various foreign trade companies more reasonable, the Ministry of Foreign Trade merged the cotton, linen, wool, clothing and other textile businesses operated by the original miscellaneous goods export company with the silk commodities operated by China Silk Company, and unified management

and operations.

In February 1982, the State Council decided that China Silk Company would be a pilot enterprise for the reform of the operating system. The silk import and export business formerly managed by the Ministry of Foreign Trade, silk production by the Ministry of Textile Industry, silkworm cocoon acquisition by the Supply and Marketing Cooperative, and domestic silk sales by the Ministry of Commerce

Businesses were all transferred to China Silk Company for unified management and management, and enterprises and institutions responsible for managing the silk system, including research institutions and related silk schools, etc., established an integration of production, supply, marketing, human resources, finance, material, import and export.

In October 1986, the State Council decided to disband China Silk Company.

Based on the silk import and export business and cocoon purchase work that were placed under the Ministry of Economy and Trade, the Ministry of Economy and Trade decided to establish the China Silk Import and Export Corporation to undertake various management and business operations of silk purchase and export nationwide. It was officially established in January 1987.

1992 to 1999.

As the country transitions from a planned economic system to a socialist market economic system, the company has also transformed from a management enterprise to an operation enterprise.

While managing the silk industry, the company regards the development of self-operated business as its central task and has successively established multiple secondary operating companies. Its overseas enterprises have also shifted their focus to developing self-operated business.

At this stage, the company's self-operated business has achieved considerable development.

From 1988 to 1999, silk and silk fabrics were included in the country's 16 particularly important export commodities, and unified and joint management was implemented. The China Silk Import and Export Corporation took the lead in establishing China Silk (Silk Fabrics) Import and Export Joint Venture Company to unify external affairs.

Responsible for the unified operation and management of the acquisition and export of silkworm cocoons, silk and silk fabrics across the country.

The joint venture has 32 members across the country, including silk enterprises at major import and export ports, and jointly undertakes the export tasks of silk and gray silk across the country.

In early 1999, China National Silk Import and Export Corporation was decoupled from the former Ministry of Foreign Trade and Economic Cooperation and placed under the leadership of the Central Enterprise Working Committee.

Since 2000, the company has transformed into a market competition entity that operates independently and is responsible for its own profits and losses.

The company no longer assumes management functions in the silk industry, but still undertakes some tasks assigned by the government.

In 2003, the company came under the supervision of the State-owned Enterprise Supervision and Administration Commission of the State Council.

On June 8, 2012, the State-owned Assets Supervision and Administration Commission of the State Council issued the Announcement No. 2 of 2012 on the renaming of China Silk Import and Export Corporation to China Silk Group Corporation. With the consent of the State-owned Assets Supervision and Administration Commission of the State Council and the State Administration for Industry and Commerce,

With the approval of the State Administration of Administration, China Silk Import and Export Corporation will be renamed China Silk Group Corporation from April 9, 2012, and the original name will be terminated.
