The Chinese People's **** and State Energy Conservation Law

Article 4 Conservation of resources is China's basic state policy. The State implements the strategy of energy development that emphasizes both conservation and development and gives priority to conservation.

Article 7 The State implements industrial policies conducive to energy conservation and environmental protection, restricts the development of high-energy-consuming and high-polluting industries, and develops energy-saving and environmentally friendly industries. The State Council and the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall strengthen the work of energy conservation, rationally adjust the industrial structure, enterprise structure, product structure and energy consumption structure, and promote enterprises to reduce the energy consumption per unit of output and per unit of product, eliminate backward production capacity, and improve the development, processing, conversion, transmission, storage and supply of energy, and improve the efficiency of energy utilization. The State encourages and supports the development and utilization of new and renewable energy sources.

Article 8 The State encourages and supports the research, development, demonstration and popularization of energy-saving science and technology, and promotes the innovation and progress of energy-saving technology. The state carries out publicity and education on energy conservation, incorporates knowledge of energy conservation into the national education and training system, popularizes scientific knowledge of energy conservation, enhances the awareness of energy conservation among all people, and advocates a conservation-oriented way of consumption.
