There are two main ways to decrypt. One is self-decryption, that is, self-decryption of state secrets whose confidentiality period has expired. A state secret kept or used by an organ or unit has expired, and has not received a notice from the original organ or unit to extend the confidentiality period, which can be regarded as the state secret declassified by itself, and there is no need to continue to perform the corresponding confidentiality obligations.

The second is to review decryption. Organs and units shall regularly review the established state secrets, especially those whose confidentiality period is about to expire. After examination, if it is still within the confidentiality period but does not need to be kept confidential, it shall timely perform the procedures for decryption; If it is considered necessary to keep the confidentiality and extend the confidentiality period, the confidentiality period shall be re-determined before the expiration of the original confidentiality period.

Decryption must meet the legal conditions of "no need to keep secrets": First, the scope of confidential matters on which secrets are based has been adjusted, and this matter no longer belongs to state secrets.

Second, openness will not harm national security and interests.

Organs and units that have the right to decide to decrypt or extend the confidentiality period in advance, including the original secret-related organs and units and their higher authorities, shall notify the organs, units and personnel that were originally aware of the scope after making the decision.

If the scope of confidential matters clearly stipulates that the confidentiality period of a certain kind of matters is "long-term", if the original secrecy organ or unit thinks it is necessary to decrypt it, it shall report to the organ that stipulates the scope of confidential matters for approval, and shall not decide to decrypt it without authorization. State secrets not determined by this organ or unit.

If it is considered that it meets the conditions for decryption or needs to extend the confidentiality period, it may make suggestions to the original secrecy organ, unit or its superior organ, and shall not decide on its own. The decision to extend the confidentiality period shall be made before the expiration of the confidentiality period, and a notice shall be given in advance to prevent the organs, units and personnel within the scope from declassifying themselves knowing that they have not received the notice at the expiration of the confidentiality period.
