Article 1 In order to develop school physical education and promote the healthy growth of students' body and mind, these Measures are formulated in accordance with the Regulations of the State Council on School Physical Education and relevant laws and regulations, combined with the actual situation of this autonomous region. Article 2 These Measures shall apply to the sports work of primary and secondary schools, secondary specialized schools and ordinary colleges and universities within the administrative area of the autonomous region. Article 3 The administrative department of education of the people's governments at or above the county level shall be responsible for coordinating, guiding, supervising and managing the school physical education within their respective administrative areas.

The school specifically organizes and implements school physical education. Article 4 Education administrative departments at all levels shall establish and improve sports organization and management systems, and strengthen the guidance and supervision of school sports work.

Teaching and research institutions at all levels should be equipped with full-time sports teaching and research staff, establish sports center teaching and research groups, carry out sports teaching and research, and organize sports backbone teachers in various schools to carry out sports teaching and research activities. Fifth education administrative departments at all levels should implement and constantly improve the school sports target management responsibility system, and take the implementation of school sports target management as the main content of assessing schools and their responsible persons. Sixth primary and secondary schools, secondary specialized schools and colleges and universities should set up physical education class in the first and second grades. Colleges and universities offer physical education elective courses for students above grade three. Seventh physical education class teaching should follow the following provisions:

(a) the implementation of the teaching plan, to ensure that classes in physical education class, shall not be suspended at will;

(2) Follow the law of students' physical and mental development;

Secondary specialized schools and institutions of higher learning should organize students to carry out regular extracurricular sports activities. Ninth schools can organize students to carry out hiking, camping and other sports activities in a planned way according to the conditions and seasonal characteristics.

Students above grade three in primary school should do long-distance running exercise in winter. Tenth schools should create conditions to carry out various forms of extracurricular sports training on the basis of teaching and extracurricular sports activities in physical education class.

Colleges and universities can establish sports teams to improve students' sports skills. Eleventh schools or schools can carry out single or multiple sports competitions according to the actual situation of the school.

The administrative department of education may, according to the actual situation of schools within its administrative area, organize single or multiple sports competitions.

For students who have made outstanding achievements in sports competitions and have potential for development, schools and sports administrative departments should cultivate them into outstanding sports reserve talents and recommend them to professional sports teams. Article 12 Schools shall arrange cultural study and strengthen ideological and moral education for students who take part in physical exercise. Education administrative departments and schools at all levels shall give preferential treatment to the entrance and further study of outstanding sports reserve talents. Thirteenth schools and education administrative departments shall, in accordance with the relevant provisions of the state and the autonomous region, hold school-wide or regional student sports meetings. Fourteenth people's governments at or above the county level shall, in accordance with the provisions of the state on the quota of land for school sports facilities, incorporate the construction of sports venues into urban and rural construction plans and implement preferential and preferential policies. Fifteenth the construction of school sports venues, should comply with the "Ningxia Hui Autonomous Region sports venues management measures" and the relevant provisions of the state. Sixteenth education administrative departments and schools should be equipped with sports equipment and equipment in accordance with the relevant provisions of the state and the autonomous region.

Advocate and encourage schools to make safe and practical sports equipment. Seventeenth education administrative departments and schools should maintain a certain proportion of education funds for school sports, and increase with the increase of education funds.

Encourage and support all walks of life and individuals to donate and sponsor school sports voluntarily, and advocate schools to jointly organize school sports activities with enterprises, institutions, social organizations and individual citizens. Eighteenth people's governments at all levels and their education administrative departments shall be equipped with PE teachers with corresponding qualifications in accordance with the following provisions:

(a) schools with more than five classes and more than 200 students should be equipped with full-time physical education teachers;

(two) less than five classes should be equipped with relatively stable part-time physical education teachers;

(3) In addition to primary schools, schools should be equipped with a certain proportion of female physical education teachers according to the number of girls in school;

(four) to undertake the task of cultivating outstanding sports reserve talents, the school should increase one or two physical education teachers. Nineteenth physical education teachers enjoy the rights conferred by the "People's Republic of China (PRC) Teachers Law" and perform the corresponding obligations. Twentieth schools should ensure that physical education teachers are treated equally with other teachers in terms of job appointment, wages and benefits, and ensure that physical education teachers need clothing and other supplies for their work. Twenty-first primary and secondary school sports work should be included in the supervision plan.
