Second, the concept of governance should be clear. At this time, we should pay special attention to the leading role of culture. Giving full play to citizens' subjective creativity and attaching importance to the induction, shaping and positioning of urban cultural character will play an irreplaceable role in enhancing the city image and the sustainable development of economy and society. Paying attention to cultivating the city's learning ability and combining the creation of a harmonious city with the creation of a learning community and a learning city will play an inherent role in cultivating the cultural quality of citizens and enhancing the cultural character of the city.
