The State Department of Internet and Information Technology is responsible for coordinating cybersecurity work and related supervision and management work. The industry and information technology and public security departments of the State Council and other relevant departments are responsible for network security protection and supervision and management within their respective areas of responsibility in accordance with the provisions of this Law and relevant laws and administrative regulations. The network security protection and supervision and management responsibilities of the relevant departments of the local people's governments at or above the county level are determined in accordance with the relevant provisions of the State.

Construction, operation of the network or through the network to provide services, should be in accordance with the provisions of laws and regulations and national standards, industry standards of mandatory requirements, to take technical measures and other necessary measures to ensure network security, stable operation, effective response to network security incidents, to prevent illegal and criminal activities, and to maintain the integrity of network data, confidentiality and availability.

Network-related industry organizations, in accordance with the statute, to strengthen industry self-discipline, develop a code of conduct for network security, guide members to strengthen network security protection in accordance with the law, to improve the level of network security protection, and promote the healthy development of the industry.

The state protects the rights of citizens, legal persons and other organizations to use the network in accordance with the law, promotes the popularization of network access, improves the level of network services, provides safe and convenient network services for the community, and guarantees the free flow of network information in an orderly manner in accordance with the law.

Any individual or organization using the network shall abide by the Constitution and the law, abide by the public **** order, respect for social morality, shall not endanger network security, shall not use the network to engage in activities that endanger national security, promote terrorism and extremism, promote national hatred and ethnic discrimination, disseminate obscene and pornographic information, insults and defamation of others, disrupt the social order, harm the interests of the public ****, infringing on the intellectual property rights and other legitimate rights and interests. intellectual property rights and other legitimate rights and interests, and other activities.

Any individual or organization has the right to report to the net letter, industry and information technology, public security and other departments of the act of endangering network security.
