Concept, Attribute and General Framework of Geological Culture

Geological culture is the spiritual home of all geologists and an important part of advanced socialist culture. The fundamental goal of strengthening the construction of geological culture is to serve the national geological work, promote the development of security, the harmonious development between man and nature, and improve the ability and level of geological prospecting industry to support the construction and development of socialist culture. Geological culture has the attributes of industry, science and popularization, and it is a cultural system composed of a series of elements such as industry spirit, scientific thought, scientific method and scientific spirit. On the basis of in-depth investigation, the basic framework of geological culture construction is constructed, and the working ideas of career leading, industry follow-up, key breakthrough and all-round development are put forward, so as to provide reference for geological culture construction and innovative development in China.

Culture is an important source of national cohesion and creativity, a key factor in the competition of comprehensive national strength and an important support for economic and social development. The Sixth Plenary Session of the Seventeenth Central Committee of the Communist Party of China put forward the great goal of building a socialist cultural power from a strategic and overall perspective. The report of the 18th National Congress of the Communist Party of China pointed out that the key to building a socialist cultural power is to enhance the cultural creativity of the whole nation. Geological culture is the spiritual home of geological people and an important support for promoting the construction of ecological civilization and realizing the beautiful Chinese dream. Strengthening the construction of geological culture is of great significance for serving the national geological cause, ensuring the development of the industry, promoting the harmony between man and nature and supporting economic and social development. From the perspective of macro-strategy, the author studies and expounds the concept, attributes and development ideas of geological culture, and puts forward the basic framework of geological culture construction.

1 Concept and characteristics of geological culture

Judging from the comprehensive definition and evolution history of culture, the word "culture" contains many contents and can be divided in many ways. Culture in a broad sense refers to the sum of material wealth and spiritual wealth created by human beings in long-term historical practice, while culture in a narrow sense refers to spiritual products including knowledge, beliefs, moral laws, customs, art and all ideologies. In recent years, the use frequency of geological culture construction is getting higher and higher, but its connotation has not been clearly understood. To interpret the concept of geological culture construction, we should follow the path of "geology+culture → geological culture → geological culture construction". Corresponding to the concept of culture, geological culture can be divided into broad sense and narrow sense. The broad sense should include the spiritual level, the system (behavior mode) level and the material level, while the narrow sense only includes the spiritual level. It is very important to accurately understand the connotation and connotation of geological culture. If you understand it too widely, you will be irrelevant and lose focus. The understanding is too narrow, and the function of geological culture can not be fully exerted.

The author thinks that geological culture is a cultural form with distinctive industry characteristics, times characteristics and practice characteristics, based on national geological work, geological science as its connotation, focusing on national geological exploration workers and the masses, spreading to the whole public, promoting the development of geological exploration industry, and cultivating the value concept of harmonious development between man and nature. It is always accompanied by the development of the national geological cause, closely related to the public's social life and an important part of the advanced socialist culture. The basic attributes of geological culture include the following three aspects (Figure 1):

1. 1 industry attribute of geological culture

Geological culture belongs to the industry culture, and it is the values, spiritual strength, moral norms, behavior patterns and other contents produced, condensed, accumulated and formed in the long-term development practice of geological prospecting industry. Geological prospecting workers are not only the creators and participants of geological culture, but also the inheritors and enjoyers of geological culture. Focusing on the construction of service industry, geological industry culture plays an important role in unifying goals, rallying strength, restraining behavior, stimulating energy and beautifying image. The spirit of "Three Honors" and the spirit of "Four Specialties" of being able to endure hardship, fight, endure and contribute are the core and essence of traditional geological culture. With this kind of spiritual support, China's geological cause can keep its vitality forever.

1.2 scientific attributes of geological culture

Geology is a knowledge system about the material composition, internal structure, external characteristics, interlayer interaction and evolution history of the earth. Geological culture is a geological scientific cultural system composed of a series of scientific ideas, scientific methods, scientific spirit and scientific knowledge formed in the process of studying the earth and adjusting the relationship between man and land. Scientific spirit is the general name of * * * consistent beliefs, value standards and behavior norms formed by people in long-term scientific practice activities. Scientific thought is the generalization and promotion of scientific knowledge and methods. Scientific methods are various ways and means that people follow or use in understanding and transforming the world, which conform to the general principles of science, including ideas, procedures, rules, skills and models adopted in the process of scientific activities such as theoretical research, applied research, development and popularization. Inheriting and carrying forward the scientific attributes of geological culture is the spiritual power and intellectual support for the innovative development of geological science.

1.3 Popular attributes of geological culture

Mass culture is a social mass cultural form characterized by cultural industry, with modern scientific and technological media as the means, guided by market economy and facing the public. With the development of economy and society, geological work has been expanded from serving mainly for mine construction and infrastructure construction such as energy, transportation and water conservancy to serving simultaneously for geological disaster prevention, ecological environment protection, urbanization, agriculture and tourism development. The public is also paying more and more attention to geoscience knowledge and information related to living environment, geological disasters, resources and national conditions. Therefore, the basic supporting function of geological work is not only reflected in geological prospecting, but also permeates all aspects of economic and social development. At present, learning and understanding geological culture knowledge has become an increasingly urgent demand of the public, which has also created conditions for the popularization and dissemination of geological culture. Throughout the world, the wave of creation and creativity of geological cultural products and cultural works with geological science connotation is surging, and the cultural and creative industries have achieved great success and achieved great social and economic benefits. Geological culture has become the "side culture" of the public, and its popularity is becoming more and more obvious.

1.4 dialectical relationship between geological culture and other cultures

Strengthening the construction of geological culture and correctly defining the relationship with other cultures is the premise, which is related to the direction, goal and effect of geological culture construction. Geological culture is closely related to land and resources culture and earth science culture, and there are also differences in connotation and extension. Land resources culture and geological culture are professional, scientific and popular, but their coverage is different, which reflects the dialectical relationship between the whole and the part. Geological culture is a part of land and resources culture. The earth science culture is only scientific and popular, and does not have the characteristics of industry culture, but its connotation and extension are greater than geological culture and land and resources culture (Figure 2).

2 the basic framework of geological culture

2. 1 Basic framework of geological and cultural construction

In recent years, there are many research results about geological culture, but most of them stay at the level of theoretical exploration, and the research on the basic framework of geological culture construction is rarely put forward. According to the three basic attributes of quality culture: professionalism, scientificity and popularity, this paper tries to put forward the basic framework of geological culture construction. However, because cultural construction is a long-term, complex and huge systematic project, and it is limited by many factors, it is difficult to put forward specific implementation details in this paper, and only a basic framework can be put forward, as shown in Figure 3.

2.2 Core elements of geological and cultural construction

2.2. 1 geological and cultural resources

Cultural resources are the premise for people to engage in cultural production and life. With the close combination of geological work and economic society, geological and cultural resources gradually extend to various fields of geological science, human geography and economic society. Geological cultural resources generally refer to the sum of natural factors and any other factors that people can or have the potential to use in the creation of geological cultural works, the production of cultural products, the development of cultural industries, the popularization and dissemination of culture, and thus produce economic, social and environmental benefits. Generally speaking, it can be divided into two forms: spiritual resources and material resources. Geological and cultural resources have the characteristics of global, industrial and sustainable utilization, and occupy a basic position in geological and cultural construction.

2.2.2 The carrier of geological culture

The carrier of geological culture refers to the media and communication tools that carry and spread geological culture in various materialized and spiritual forms. It is an important way and means for the formation and dissemination of geological culture, which mainly includes the following aspects: ① Organizational carriers refer to internal and external organizations, formal or informal organizations, laborers and relevant public; (2) The internal environment carrier refers to the external and internal environment of each unit in the industry, such as the production office environment and interpersonal atmosphere; ③ Cultural facilities refer to educational facilities, cultural venues and sports and entertainment facilities; ④ Cultural activities refer to entertainment, sports, competitions, informative and interesting activities; ⑤ Cultural media refers to various cultural products, works, logos, etc. Both the development of geological cultural undertakings and the innovative cultivation of geological cultural industries are inseparable from the support of geological cultural carriers. However, due to the different production purposes, sources of funds, institutional nature and operating mechanism, the carrier construction has both * * * parts and different emphases.

Geological culture team

Geological cultural team refers to full-time and part-time personnel engaged in the construction of geological cultural resources, the education and training of cultural team, the creation and production of geological cultural products, the organization of cultural management and the operation of the market, and is the creator, producer, disseminator and receiver of geological culture. At present, the total number of geological and cultural teams in China is insufficient, the structure needs to be improved, and the ability of innovation needs to be improved. Cultivating a full-time or part-time geological culture team with excellent moral character, exquisite business, reasonable structure and innovative spirit, which can meet the needs of different management processes of geological culture construction, is the fundamental guarantee for the innovative development of geological culture construction.

Geological and cultural mechanism

Geological culture mechanism is the organic connection and effective operation of system, working procedure and rules, which runs through all links of geological culture construction and mainly includes the following aspects: ① Organization and leadership, including the connection and organization and coordination among industry management departments, various societies and associations; (2) Mechanism construction, including the formulation and implementation of development plan, commendation and reward mechanism, geological culture construction evaluation mechanism, geological culture entrepreneurship and support mechanism; (3) Capital investment, government investment and social capital investment channels. Without a scientific and effective system and mechanism for geological and cultural construction, it is difficult for geological and cultural construction to form an overall synergy.

3 the general idea of geological culture construction

To strengthen the construction of geological culture, we should adhere to the strategic measures of industry overall planning, resources first, career leading, industrial upgrading, key breakthroughs and all-round development, and gradually build an institutional mechanism for the innovative development of geological culture in China.

3. 1 industry guidance

In recent years, the CPC Central Committee and the State Council made important decisions and arrangements to strengthen cultural construction, and issued a series of policies and systems from the central to local governments, which laid a solid foundation for cultural construction. With the maturity of the external development environment, the internal geological prospecting industry is playing an increasingly important role in the construction of geological culture. As industry management departments, the Ministry of Land and Resources and China Geological Survey have always attached great importance to cultural construction. Under the new situation, we should make full use of administrative management, project deployment, business contact, technical guidance and other means to scientifically and effectively guide the geological prospecting industry to strengthen the construction of geological culture and create a situation of coordinated interaction and integrated development. ① Strengthen organizational leadership. It is suggested that the Ministry of Land and Resources clarify the centralized management department of cultural construction, coordinate and guide the national geological and cultural construction, and make suggestions; ② Implement policy guidance. Focus on improving policies and measures to strengthen the integration of geological and cultural resources and the education and training of cultural teams, consolidate the foundation of upstream cultural development, and create conditions for the development of downstream cultural industries; ③ Project arrangement and deployment. Relying on the planning and deployment of cultural projects, guide the rational layout of geological and cultural construction in the country and lead the development direction of geological and cultural construction; (4) Organize the summarization and conciseness of issues such as industry spirit and core values, and enhance the social image of the industry. Organize theoretical research on geological culture construction to provide guidance for geological culture practice.

3.2 Resources first

Geological cultural resources are the main object of geological cultural construction and research, and also an important carrier of geological cultural construction and development. Without the accumulation and enrichment of geological cultural resources, the creation and production of geological cultural works and cultural products would be out of the question, and the construction of geological culture would become "water without a source, a tree without a root". China is a big country with geological and cultural resources. To strengthen the construction of geological culture, we must adhere to the principle of resources first. Only by enriching cultural resources first can we better transform the advantages of cultural resources into the advantages of cultural development. First, it is necessary to strengthen the professional investigation and study of geological and cultural resources, so as to make them the forerunner of major geological and cultural construction projects; The second is to strengthen the excavation and integration of geological and cultural resources, build a special database of geological and cultural resources, and provide a basic information platform for the development of cultural products; The third is to excavate the cultural elements of refining geological achievements, and strive to do a good job of refining technological achievements into geological and cultural resources.

3.3 Professional Leadership

Cultural undertakings serve the formulation and implementation of national politics, economy, principles and policies, have basic characteristics, and are the vanguard culture that leads the whole cultural progress. Since the founding of New China, the development of cultural undertakings has always been an important part of the task of socialist construction and an important part of building Socialism with Chinese characteristics in an all-round way. The leading role of geological and cultural undertakings is mainly reflected in the following aspects: First, to protect the basic cultural rights and interests of the public. Providing basic cultural services to the public in accordance with the principles of public welfare, basicity, equality and convenience; The second is to lead the development direction of geological culture, focus on hot areas, and play a special role in carrying forward and leading the main theme; The third is to give play to the basic and leading role of cultural development and provide resource base, team guarantee, direction guidance, technical support and spiritual motivation for the development of downstream cultural industries.

3.4 Industrial upgrading

Cultural industry is an internally related industry or industrial cluster with innovation, creation and creation as the fundamental means, cultural content and creative achievements as the core value, and the realization and consumption of intellectual property rights as the characteristics, which provides the public with unique cultural experience. It is closely related to high-tech, emerging and modern production and lifestyle, and is an important part of modern service industry. Developing cultural industry is a new bright spot to accelerate the transformation of economic development mode, a fundamental way to improve national quality and continuously meet people's spiritual and cultural needs, and it can introduce competition mechanism to enhance the vitality and vitality of cultural development. First, improve the scientific connotation and content of cultural products and form a batch of original ecological geological and cultural products as soon as possible; Second, strengthen the market-oriented operation and promotion of cultural products, and promote the cultural industry to become a pillar industry of the national economy and an important support for transforming the mode of economic development; The third is to improve the attractiveness of cultural products, constantly meet the diverse spiritual and cultural needs of the public, and accelerate the popularization and dissemination of geological culture.

3.5 Key Breakthrough

The first is a breakthrough in the spiritual culture of the industry. Concise the industry spirit and core values, give new connotations to the spirit of "three honors" and "four specialties" under the new situation, and enhance the cohesion, centripetal force and pride of the geological prospecting industry; The second is a breakthrough in the industrialization of geological culture. It is necessary to creatively create a number of geological and cultural products with high technical content, profound connotation and great social and economic benefits around the major geological problems related to the production and life of the industry and the geological phenomena of general concern to the public; The third is the breakthrough of theoretical achievements. Significant achievements have been made in the theoretical study of geological culture, which has guided the new practice of geological culture construction with scientific theory and provided theoretical support for geological culture construction.

3.6 All-round development

By continuously strengthening the construction of geological and cultural resources, team building, carrier platform construction and management system construction, we will create a good environment for the internal and external development of geological and cultural construction, mobilize and guide cadres and workers in the national geological prospecting industry and the public to care about, pay attention to and actively participate in the creation and dissemination of geological culture, especially through the promotion of cultural industry capabilities and breakthroughs in key fields, and promote the all-round development of geological and cultural construction, making it an important support for economic and social development and a spiritual home for cadres and workers in the national geological prospecting industry.
