Decision of the Standing Committee of Zhejiang Provincial People's Congress on Promoting and Regulating Community Social Organizations to Participate in Grassroots Social Governance

1. The term "community social organization" as mentioned in this decision refers to a non-profit social organization which is based on the community, is composed of citizens, legal persons and other organizations voluntarily, and carries out activities such as serving the people, helping neighbors, charity, peaceful creation, recreation and sports in the community. Two, community social organizations to participate in grassroots social governance, should adhere to the people-centered development thinking, adhere to the party's leadership, government guidance, participation in accordance with the law, the principle of serving the masses. Three, community social organizations shall implement registration or filing management in accordance with the provisions.

The civil affairs department of the people's government at the county level shall take measures to reduce the entry threshold, support and encourage the development of community social organizations, and speed up the examination procedures and simplify the registration procedures for community social organizations that meet the registration conditions in accordance with the requirements of "running at most once". For large-scale community social organizations that do not meet the registration conditions, township people's governments and sub-district offices shall conduct record management and strengthen guidance.

Village (neighborhood) committees should strengthen the guidance and management of community mass activity groups with relatively small scale and loose organization. Four, community social organizations to carry out activities under the leadership of urban and rural community party organizations. In community social organizations, according to the provisions of the Articles of Association of China * * * Production Party, the grass-roots organization of China * * * Production Party was established.

Explore the establishment of a working mechanism for urban and rural community party organizations to lead community social organizations. Encourage community party member to be the head of community social organizations, and develop the qualified backbone of community social organizations into party member.

State organs, enterprises, institutions, people's organizations and other organizations shall encourage party member of their own systems and units to participate in community social organization activities in their communities. Five, community social organizations can participate in grassroots social governance in the following ways:

(a) to assist the village (neighborhood) committee to promote the orderly participation of the village (neighborhood) people in grass-roots autonomy and public affairs consultation, to participate in the formulation of autonomy regulations, residents' conventions and village rules and regulations, to carry forward the spirit of harmonious governance and mutual assistance, and to guide the village (neighborhood) people in self-management, self-education, self-service and self-supervision;

(II) to participate in joint prevention and control of public security, prevention and treatment by groups, assist in mediating various contradictions and disputes in the community, assist in education aid for correction targets, drug addicts and released prisoners, and assist in the daily prevention and emergency response of natural disasters, accidents and disasters, public health and social security;

(three) to provide services for the elderly, child care, disabled services, health promotion, environmental protection, legal services, legal publicity and other services for villagers (residents), and undertake related public services;

(four) to carry out cultural, educational, sports, entertainment and other activities, participate in the creation of civilized families, patriotic health campaigns, cultivate socialist core values, carry forward excellent traditional culture, enhance the sense of belonging of villagers (residents), and promote the construction of community governance. Six, encourage community social organizations to understand and reflect the demands of the village (neighborhood) people in carrying out activities, find signs of risk contradictions and tendencies, and report to the village (neighborhood) people's committee or the township people's government and the subdistrict office in a timely manner.

Encourage community social organizations to give full play to the advantages of being close to the grassroots level and familiar with social conditions and public opinion, and cooperate with the social contradictions and disputes mediation center to do a good job in resolving contradictions and disputes.

Encourage community social organizations to participate in the grid management of their communities, strengthen contact with grid workers, and provide convenience services.

Encourage community social organizations to use modern information technology according to law, participate in the digital governance of urban and rural communities, and provide convenient, efficient and accurate services for villagers (residents).

Community social organizations should accept the guidance and supervision of township people's governments, neighborhood offices and village (neighborhood) committees when participating in grassroots social governance. Seven, the occurrence of natural disasters, accidents, public health, social security and other emergencies, the need to quickly carry out rescue, the Township People's government, street offices should provide demand information, and guide community social organizations to carry out activities in a timely and orderly manner.

Community social organizations should obey the guidance and arrangement of the people's government and the village (neighborhood) committees when carrying out emergency response activities. Encourage community social organizations with professional knowledge and skills to participate in emergency prevention and emergency preparedness, carry out publicity and popularization of emergency knowledge and necessary emergency drills, and actively participate in emergency rescue work. Encourage all kinds of community social organizations to organize villagers (residents) to carry out self-help and mutual rescue in accordance with the unified deployment, and cooperate with the restoration of production, life, work and social order.

The relevant departments of the people's governments at or above the county level shall strengthen the guidance and training for community social organizations to participate in the prevention and disposal of natural disasters, accidents and disasters, public health and social security. Eight, the people's governments at all levels shall, according to the local economic and social development, formulate the objectives and measures for cultivating and developing community social organizations, promote the healthy and orderly development of community social organizations, and incorporate the participation of community social organizations in grassroots social governance into the grassroots safety assessment system.

The people's governments at the county level, the people's governments at townships and sub-district offices, in combination with the actual situation of urban and rural governance in the region, focus on the development of professional community social organizations that participate in grass-roots self-government, safe construction, public services and services for specific groups, and give priority to cultivating and supporting a number of community social organizations with strong participation in governance and good results.
