Protection and Development Countermeasures of Traditional Arts and Crafts in Fujian Province

Chapter I General Provisions Article 1 In order to strengthen the protection of traditional arts and crafts and promote the prosperity and development of traditional arts and crafts, these measures are formulated in accordance with relevant laws and regulations and in light of the actual situation of this province. Article 2 These Measures shall apply to the identification, protection and inheritance, development promotion, supervision and management of traditional arts and crafts within the administrative area of this province.

The term "traditional arts and crafts" as mentioned in these Measures refers to the handicraft varieties and skills that are created and produced by using traditional techniques and production techniques, mainly using natural or traditional raw materials, with distinctive national styles and local characteristics, and are well-known at home and abroad for their long history, exquisite skills and handed down from generation to generation. Article 3 People's governments at or above the county level shall strengthen their leadership over the protection and development of traditional arts and crafts, incorporate the development of traditional arts and crafts into the national economic and social development plan of their respective administrative regions, take effective measures to promote the prosperity and development of traditional arts and crafts, and include the required funds into the fiscal budget at the corresponding level. Article 4 The industrial and information management department of the provincial people's government is the competent department of traditional arts and crafts of the provincial people's government, and is responsible for the coordination, guidance, supervision and management of the protection and development of traditional arts and crafts in the province. The department responsible for the management of traditional arts and crafts (hereinafter referred to as the competent department of traditional arts and crafts) determined by the people's governments of cities and counties (cities, districts) with districts shall be responsible for the coordination, guidance, supervision and management of the protection and development of traditional arts and crafts within their respective administrative areas.

Other relevant departments of the people's governments at or above the county level shall do a good job in the protection and development of traditional arts and crafts in accordance with their respective responsibilities. Fifth traditional arts and crafts related industry associations, societies, scientific research institutions and intermediary service institutions to assist the competent departments of traditional arts and crafts in the protection and development of traditional arts and crafts. Article 6 Organizations and individuals engaged in the protection and development of traditional arts and crafts should inherit the excellent Chinese traditional culture, carry forward the socialist core values, promote the construction of spiritual civilization and improve the cultural literacy of the public.

Organizations and individuals that have made outstanding contributions to the protection and development of traditional arts and crafts shall be commended and rewarded by the people's governments at or above the county level in accordance with regulations. Chapter II Appraisal Article 7 The appraisal and appraisal system shall be implemented for varieties and skills of traditional arts and crafts, treasures of arts and crafts, masters of arts and crafts and celebrities of arts and crafts. The accreditation work is organized once every 4 years, and the competent department of traditional arts and crafts of the provincial people's government determines the relevant arts and crafts industry associations, societies or other organizations as accreditation bodies to undertake accreditation work. Other social organizations shall not carry out relevant examination and determination work without authorization.

The accreditation body shall formulate accreditation management rules, establish an accreditation expert database, and carry out accreditation with the consent of the competent department of traditional arts and crafts of the provincial people's government. The competent department of traditional arts and crafts of the provincial people's government shall strengthen the supervision and management of the identification work. Eighth accreditation bodies set up the Provincial Traditional Arts and Crafts Accreditation Committee to organize the accreditation work. The members of the accreditation working committee are composed of experts of traditional arts and crafts, persons recommended by relevant industry authorities and social organizations related to arts and crafts. The members of the review committee shall be an odd number of 9 or more, of which the proportion of traditional arts and crafts experts in the expert database shall not be less than 2/3. Ninth organizations or individuals engaged in traditional arts and crafts related activities may apply to the accreditation body for the accreditation of the varieties and skills of traditional arts and crafts and the treasures of arts and crafts in this province.

Individuals engaged in the production of traditional arts and crafts may apply to the accreditation bodies for accreditation of provincial arts and crafts masters and celebrities. Tenth to apply for the identification of the varieties and skills of traditional arts and crafts in the province, the following conditions shall be met:

(a) a long history, passed down from generation to generation;

(two) the use of traditional crafts and production technology for creation;

(3) It is mainly made of natural or traditional raw materials;

(four) with distinctive national style and local characteristics;

(5) Enjoy a good reputation at home and abroad. Eleventh traditional arts and crafts in the province are novel and exquisite, and can apply for recognition as provincial arts and crafts treasures. Article 12 An applicant who applies for the recognition of a master of arts and crafts in Fujian Province shall meet the following conditions:

(a) engaged in the design and production of traditional arts and crafts for a long time, with exquisite skills and outstanding achievements;

(2) Having good professional ethics;

(3) Having a good reputation at home and abroad;

(4) Obtained the title of celebrity of arts and crafts in Fujian Province or the title of senior arts and crafts artist or was recognized as the representative inheritor of provincial intangible cultural heritage in Fujian Province. Thirteenth to apply for the identification of Fujian province arts and crafts celebrities, should meet the following conditions:

(1) Having rich practical experience in design and production and high artistic attainments;

(2) Having good professional ethics;

(3) Having been awarded the title of Master of Arts and Crafts by a city divided into districts, or having the title of Master of Arts and Crafts or above, or having the national first-class professional qualification of arts and crafts. Fourteenth to apply for the varieties and techniques of traditional arts and crafts in this province, it shall submit the formation history, artistic style, main raw materials, technological process and technical characteristics of the varieties and techniques.

To apply for provincial-level arts and crafts treasures, physical photos, material descriptions, creative ideas and artistic values of the works shall be submitted.

To apply for a master of arts and crafts at the provincial level or a celebrity of arts and crafts at the provincial level, the applicant shall submit materials such as arts and crafts experience, representative works, descriptions of technical characteristics, etc.
