How to declare the world cultural heritage;

(a) to declare the double heritage, natural heritage projects first review. According to the Implementation Guide of the World Heritage Convention (revised edition) adopted in February 2005, six evaluation criteria of cultural heritage and four evaluation criteria of natural heritage were merged into 10, that is, the integrity principle that was originally mainly applied to natural heritage is now applicable to cultural heritage, which increases the difficulty of applying for heritage.

According to the national preparatory list, if the application for heritage meets the criteria of dual heritage, it should be declared as natural heritage first, while the declaration requires that the heritage site belongs to the original object, original state and original environment, and its authenticity, integrity and standardization should be maintained permanently after the declaration is successful. ?

(two) to declare the double heritage should choose the docking standard. According to the preliminary confirmation of Mr. Rice, an expert on world heritage and an official of IUCN, Wutai Mountain meets at least three evaluation criteria of world heritage and is fully qualified to declare the World Double Heritage, namely:

1, cultural heritage evaluation criteria Article 2: It can have a significant impact on the development of architectural art, memorial art, town planning or landscape design in a certain period or in a certain cultural region of the world; ?

2. Article 4 of the Cultural Heritage Evaluation Standard: It can be used as an outstanding example of building or creating a group or landscape, showing an important stage (or stages) in human history; ?

3. Article 2 of the Natural Heritage Evaluation Standard: It constitutes an outstanding example representing important geological processes, biological evolution processes and the relationship between human beings and the natural environment; ?

4. In addition, it conforms to Article 5 of the Cultural Heritage Evaluation Standard (1/2): it can be used as an outstanding example of traditional human settlements or places of use, representing one (or several) cultures, especially under the influence of irreversible changes, and is easily destroyed. ?

Therefore, it is worth considering whether the second item of natural heritage evaluation criteria and the second and fourth items of cultural heritage evaluation criteria can complement each other and win-win.

(3) Eliminate misconceptions and try to avoid excessive greed. Writing the application text should highlight the strongest point and make it clear, that is, fully demonstrate when choosing a certain item, and make an intuitive analogy of the world's similar heritage through list comparison, analysis and demonstration. , thus highlighting the advantages. ?

(4) Continue to attach importance to the declaration of natural heritage. Mr. Rice pointed out that China's uniqueness in the world heritage is its dual heritage. At present, the distribution of world heritage is uneven, cultural heritage is more than natural heritage, and natural heritage declaration is relatively dominant. However, the declaration must be supported by a detailed, scientific and solid foundation, which requires full investigation and scientific evaluation. ?
