The main task of this meeting is to fully implement the spirit of the Sixth Plenary Session of the Seventeenth Central Committee of the Communist Party of China, the Sixth Party Congress of the city, the Twelfth Party Congress of the district and the provincial and municipal archives work conference, summarize the archives work in the whole region in 20xx, deploy the work tasks in 20xx, commend the advanced collectives and individuals emerging in the archives front of our region, encourage the majority of archivists to strive for Excellence and forge ahead, promote the scientific development of archives, and further play the unique role of archives work in the construction of Zhoushan Islands New District.

Next, I will talk about two aspects of my work last year and my working ideas this year:

I. Review of Archives Work in the Region in 20xx

The year of 20xx is the first year of the 12th Five-Year Plan of our region and the first year of the establishment of Zhoushan Islands New District. Archives departments and archivists at all levels in the whole region thoroughly implement Scientific Outlook on Development, focus on the development strategy of "two advances", scientifically plan the development of archives with the overall situation consciousness, speed up the process of archives work with innovative measures, and create a new situation in archives work.

(a) lay a solid foundation, implement the strategy, and register new progress in backup work.

Last year was a crucial year for the in-depth implementation of the strategy of registration and backup of documents and electronic documents. According to the work arrangement of the provincial and municipal archives bureaus, the whole region focuses on establishing a safety and disaster emergency recovery mechanism, pays close attention to the implementation of the work, and truly takes the implementation of the registration backup strategy as the main means of archives safety supervision.

? Registration and backup work have been strongly guaranteed. Implement various basic guarantees such as institutions, personnel and systems for file registration and backup. Set up a file registration and backup center, initially set up the software and hardware platform of the registration and backup center and put it into use, and hire more data platform service personnel. Set up a registration backup coordination group headed by the party and government leaders in charge, with the participation of the District Development and Reform Bureau, the District Economic and Information Bureau, the District Finance Bureau and other units, and clarify the division of responsibilities of relevant departments. Build a digital information platform, introduce and install Broadcom file registration and backup software as a business management system for registration and backup. Make specific provisions on computer room management, safety, equipment management and data management. , improve the management system related to registration and backup, clarify job responsibilities and straighten out work procedures.

The scope of registered backups continues to expand. * * * There are 5 1 units in the whole region to carry out the registration and backup of electronic documents and business data according to regulations, and the proportion of completed units has reached 6 1%, and the total amount of registered backup data has reached 6338MB, of which 29 units directly under the district government have all completed the registration and backup work. Continue to register and backup the electronic business data of five units: District Civil Affairs Bureau, District Health Bureau, District Education Bureau, District Social Security Center and District Disabled Persons' Federation. Complete the file registration and backup of a technical transformation project of Zhejiang Huaye Plastic Machinery Co., Ltd., and three projects, such as reclamation of Zixue Cave in Dongdatang, Dinghai District, are included in the file registration and backup list of key construction projects. With the maturity of this work, all units have deepened their understanding of registration and backup, and their work enthusiasm and initiative have been significantly improved.

? Establish a disaster emergency recovery mechanism. The Emergency Plan for Emergency Registration and Backup of Archives and Electronic Documents in Dinghai District of Zhoushan City was issued. In order to respond to the spirit of the symposium on emergency registration and backup of archives and electronic documents in the whole province, a joint emergency registration and backup exercise was carried out with the district health bureau to improve the ability of archives departments to deal with emergencies and disasters. Do a good job of inter-library backup, and set up remote backup centers for electronic files in the Municipal Archives Bureau and the Putuo District Archives Bureau respectively to ensure the absolute safety of archival information resources. Through the above measures, there was no file and electronic file safety accident in our district throughout the year.

? The driving effect of registered backup has initially appeared. Through the registration and backup of archives and electronic documents, we can grasp the distribution of archives resources in the whole region and effectively integrate archives information resources. Backing up the current electronic data is convenient for the data recovery and utilization of the transfer unit, and realizes the win-win cooperation between each unit and the archives department.

(B) Broaden channels, core memory, and achieve new results in the construction of archival culture.

Closely combined with the construction of a famous marine historical and cultural city, the strategy of archival culture construction is promoted, and the brand benefits of archival culture are increasingly prominent, and the social influence of archival culture is constantly expanding. In 20xx, Dinghai District Archives Bureau was rated as an advanced unit of archival culture construction in the city.

? Formulate a medium-term strategic plan for the construction of archival culture. Study and formulate the Action Plan for the Construction of Archives Culture in Dinghai District of Zhoushan City (20xx-20 16), clarify the basic principles, objectives, tasks and policy measures for the construction of archives culture in the whole region during the Twelfth Five-Year Plan period, make a systematic, complete and high-level planning of archives culture from a strategic perspective, and create a number of archives culture products and establish a number of archives culture through the implementation of a number of "Dinghai Memory" projects. Explore a series of safeguard measures and working mechanisms to promote the construction of archival culture, enhance the brand influence of archival culture and the cultural image of archival departments, and prosper archival culture in our region.

To commemorate the 90th anniversary of the founding of China * * * Production Party, we jointly organized a multi-department party history study day to learn about the history of the party, know the party's situation and follow the party, and sent the information of the history of the party to all walks of life through various forms, giving full play to the role of archival resources and publicizing the glorious course of * * *. Among them, the activity of presenting books on party history to women workers of Sensen Group has aroused widespread concern, and the information and pictures of the activity have also been quoted on the front page of Guangming Daily. Set up a "Red Seal" column on the archives website, and hold a photo exhibition of historical relics in the compound of the district government to systematically display a number of important places, events and people in the history of Dinghai Party in the form of pictures and texts. Actively cooperate with the glorious course of the party? Zhejiang province celebrated the 90th anniversary of the founding of China * * * production party exhibition, do a good job of file collection and reporting. Organize and participate in the commemoration of the 0/00th anniversary of the Revolution of 1911 and the 70th anniversary of Yang Jingjuan's sacrifice.

? Archives are the main brands of marine culture. Starting from the decision-making of leaders, the needs of the masses and the hot and difficult issues in society, and taking the inheritance of history as the destination, we will deeply develop archival information resources. Edited and published 8 volumes of Dinghai Historical and Cultural Series, and won the first prize of excellent compilation and research achievements of the Provincial Archives Bureau, which is also the highest prize for the compilation and research of the city's archives system at present. Dinghai Geographic Information and Culture Series, which mainly introduces marine geography and culture, has been published, among which Dinghai Island Reef Place Name Story and Recalling the Past and Talking about Dinghai have been selected as "Top 100 Archives Compilation and Research Projects" in Zhejiang Province.

? Archival cultural project to build Dinghai memory. Focusing on the urban memory project and taking "Dinghai Memory" as the core element, we will strengthen the construction of a series of archival cultural projects such as celebrities, famous towns and intangible cultural heritage. Complete the collection of photo archives of four political celebrities in Dinghai, archives of Xiaosha town, archives of Ma 'ao town, archives of Bai Quan town, archives of Zhoushan gongs and drums and flea dance, receive photo archives, and compile the research results into the library for preservation. Organize the old photos of Dinghai, and form special topics such as "Old Dinghai Style". The buildings that have disappeared, such as Dinghai Ancient City Wall and Kuixing Pavilion, also leave records. Start "beautiful perspective? Record dinghai? Twelfth Five-Year Plan? (3) Serving people's livelihood, managing archives according to law, and raising the basic work of archives to a new level.

Give full play to the administrative functions and professional advantages of the archives department, take the needs of people's livelihood as the guide, take the management of archives according to law as the guarantee, strengthen the construction of basic archives business, and improve the level of archives work in the whole region.

? Do a good job of archives work in new countryside. Adhere to the guiding ideology of "facing the grass roots, facing the society and serving the new rural construction", establish a three-level file network system of districts, towns (streets) and communities (villages), and extend the file information service to communities and villages through the "rural file information resources * * *" project to consolidate the foundation of file work serving the new rural construction. Xiao Sha Town and Yancang Street were identified as the pilot units of the project, and the pilot work was carried out in an orderly manner.

Taking the creation activities of provincial demonstration archives and municipal standardized archives as the starting point, we will set a model and vigorously promote the archives work of new countryside in the whole region. Up to now, 16 communities and administrative villages have been successfully established, including 2 provincial demonstration archives of 20xx, 2 Tandong Community of Chengdong Street and Lingang Community of Shuangqiao Town, and 1 municipal standardization archives of Maoling Village of Jiefang Street. Chengdong and Yancang streets were also rated as provincial demonstration towns (streets), and Yancang street was identified as the provincial grassroots contact point of archives work in new rural construction, and our district was awarded the title of provincial demonstration county of archives work in new socialist countryside.

? Start the construction of digital archives. Digital archives is an integral part of "digital navigation", and its implementation directly affects the realization of archives information sharing. Last year, the construction of digital archives was included in the practical project of the district government, and the start-up funds were implemented to complete the procurement of core software and hardware equipment. Two training courses on digital archives software operation were held to train archivists 100, so as to reserve talents for project operation. The digitization process of library archives was accelerated, and the full-text scanning of more than 500 pages of student status archives scheduled by Shanghai Teachers' Training School was completed, and the digitization of two files with 865,438+08 volumes and 654,380,000 pages was completed.

? Optimize the archive resources in the collection. The construction of archival resources starts from the source. By means of questionnaire and telephone survey, this paper makes a preliminary statistics on the file transfer of 68 units that entered the library during the Twelfth Five-Year Plan period, and according to the statistical results, calculates the space needed for the file to enter the library at that time, and arranges the timetable for the file transfer of each unit to ensure the timely and smooth transfer of expired files.

Completed the file receiving work of four units including the district government, and received a total of 667 files. Receive scattered files of three units, including Chengdong Street, before 2000, and supplement complete relevant cases. Completed the eighth batch of 197 1- 1980 archives appraisal, and identified 6759 volumes of 145 archives through the examination of each volume, which effectively improved the quality of archives.

? Provide quality service for file utilization. High-quality archives utilization service can awaken sleeping archives and create huge economic and social benefits. Last year, the district archives * * * received 2,358 person-times to consult files, with a total of 3,420 files consulted, 2,572 relevant certificates issued and 5,480 pages of relevant materials copied. Remarkable achievements have been made in the utilization of archives.

Especially after the Organization Department of the Provincial Party Committee, the Provincial Department of Human Resources and Social Security, the Provincial Department of Finance and the Provincial Department of Civil Affairs issued a series of new policies to streamline retired employees and retirees of uninsured collective enterprises, the district archives opened a green channel in the face of a new round of file-seeking peak, giving priority to file-seeking for uninsured and streamlined retirees who meet the policy, and providing them with more convenient services as far as possible. More than 7,000 frequently used items such as recruitment and streamlining have been added to improve the efficiency of file search. A total of 592 people applied for hardship allowance and paid social security to provide file inquiry service.

? Strengthen supervision and business guidance according to law. With the help of the platform of archives work cooperation group, the annual inspection is the main means to guide all filing units to do a good job in archives work. * * * 77 units have completed the annual filing work and passed the annual inspection, with the annual inspection pass rate reaching 93%. Complete 15 township (street) assessment, complete the "new regulations" of five units, such as the directly under the authority Municipal Working Committee, carry out the "Ping Ding An Hai" file safety supervision and assessment, guide the construction of township (street) safety files and comprehensive ledgers, and improve the file standardization level in the whole region.

(four) improve the quality, advance guidance, speed up the construction of new archives team.

Insist on improving the ideological quality and professional level of archivists in an important position. We will continue to strengthen education and training in basic business, organize and participate in training courses on file management in provinces and cities, and hold training courses on file operation in the whole region. Implement the examination system of archives primary and intermediate professional and technical qualifications, and realize the socialization, scientificity and standardization of archives talent evaluation. Since the implementation of the system, 16 people have obtained intermediate titles and 6 people have obtained primary titles. Set up archives, carry out archives business discussion, and strive to build a team of high-quality archives cadres with broad vision, open thinking, strong creativity and strong working ability.

In Dinghai Archives Network and Archives Weibo, a column of "Archivists' Style" was set up to report in depth the advanced deeds of five grassroots archivists, establish advanced archives, give play to their leading and exemplary roles, and form a good atmosphere of learning and advocating advanced in the whole industry.

Looking back on the past year, the archives cause in our region has made remarkable achievements, which benefited from the strong leadership of the district party Committee and government, the care and guidance of the provincial and municipal archives bureaus, the great assistance of relevant departments, and the hard work of the majority of archivists in the region. At the same time, we should also see that there are still many difficulties and problems in the development of archives in our region: there is no independent archives, the infrastructure of rented comprehensive archives is weak, and the bureaus and libraries are separated; Insufficient investment in archives digitalization construction; The legal awareness of archives in the whole society and the administration of archives departments according to law need to be improved; There is still a big gap between the number, structure and professional level of archival talents and the requirements of new district construction. These problems restrict the development of archives in our region and need to be solved in the future work.

Second, the main tasks in 20xx

The year of 20xx is the first year when the construction of Zhoushan Islands New District in Zhejiang Province was fully launched. The archival work in the whole region should adapt to the requirements of the new situation, adhere to the guidance of Deng Xiaoping Theory and Theory of Three Represents, thoroughly implement the Scientific Outlook on Development, closely focus on the goal of striving to be the vanguard in the construction of Zhoushan Islands New District in Zhejiang Province, thoroughly implement the development strategy of "two advances", do a good job in the construction of archival cadres, innovate service fields, strengthen basic management, strive to build a development system of archival undertaking with Dinghai characteristics, and promote the archival undertaking in the whole region in the construction of new district.

(a) to deepen, expand, consolidate and improve the work of file registration and backup.

1. Work hard to deepen and improve. Efforts should be made to promote the institutionalization, standardization and standardization of electronic file registration and backup. This year, the Measures for the Administration of Electronic Archives Registration and Backup in Dinghai District of Zhoushan City will be promulgated to strengthen the legal support for registration and backup. Formulate the Measures for the Safety Management of Archives Electronic Document Registration in Dinghai District of Zhoushan City to further promote the implementation of work functions and the improvement of working mechanism. Second, we should improve technical specifications and deepen them. The deeper the registration backup work, the more technical support and normative guidance are needed. According to the standards and specifications of the Provincial Archives Bureau on the management of registration and backup, technical standards and specifications such as "Work Specification for Registration and Backup of Electronic Archives in Dinghai District of Zhoushan City" were formulated, which further standardized the conditions, business processes and data quality of registration and backup from the technical level. Third, we should improve and deepen the disaster preparedness plan. Ensuring file security is the purpose of registered backup, and disaster backup is the last line of defense for file security. It is necessary to improve the emergency mechanism of archives electronic documents, improve the ability to respond to information, and organize key departments and units within their jurisdiction to carry out emergency drills. According to the classification standard of archives electronic documents, improve the emergency plan and disaster recovery plan of archives electronic documents, strengthen the remote heterogeneous backup of archives electronic documents, ensure the long-term readability of archives information, and gradually build a archives security network.

2. Strive to expand. On the basis of consolidation, appropriately expand the work field of registration and backup, and adhere to the principle of "doing something and not doing something". First of all, we must be clear about the key points. In the scope of registration and backup, focus on promoting the registration and backup of party and government organs, key construction projects, education, land, health and other key people-related units; In terms of methods, we will focus on promoting regular backup and offline backup as a supplement, so as to improve the level of informationization and work efficiency. This year, our district will focus on promoting the transfer of registration and backup work in the whole district from quantitative growth to qualitative improvement, and increase the registration and backup of electronic business data on the basis of ensuring the registration and backup of documents and files; Do a good job in the registration and backup of business data and information systems of key personnel-related units, and newly complete the regular registration and backup of electronic business data in two personnel-related fields; Taking the file registration and backup of key construction projects as the precondition and important link of the special acceptance of files, it is planned to jointly carry out law enforcement investigation on the file work of key projects in the whole region with the office of the District People's Congress, improve the project acceptance system and workflow, and strengthen the dynamic registration management of projects under construction and newly started. It is necessary to take the registration backup center, digital archives and the construction of digital archives as an important task, make overall arrangements and pay close attention to implementation. Taking the construction of "digital ocean" as an opportunity, this year, on the basis of continuing to promote the construction of digital archives, we will carry out the activities of creating digital archives in the filing units of the whole region, and promote the filing management and digitization of electronic documents in organs, enterprises and institutions. The district archives should start the second phase of digital scanning of archives and strive to complete the digital processing of archives before 1973.

3. Strive to consolidate and improve. To adhere to the demonstration and guidance, and effectively improve the quality and level of registration and backup work. First of all, we must demonstrate and guide improvement. Identify the quality of registration and backup work, and plan to establish a standardized unit for registration and backup work in the whole region this year to expand the scope and promote the continuous improvement of the quality of registration and backup work in the whole region. Hold training courses and experience exchange meetings at all levels to continuously improve the ideological and theoretical quality and professional learning level of archivists. Second, we must strengthen supervision and promote improvement. Strengthen the organization, implementation, supervision, inspection and guidance and training of the registration and backup work, and continue to carry out the "Safe and Dinghai" file security inspection with the implementation of the file registration and backup, the supporting situation of the file facilities, the file warehouse and the physical security as the main contents. On-the-spot guidance should be given according to the investigation, so that the family background should be clear, the guidance should be diligent and profound, and the predictability, pertinence and effectiveness should be enhanced.

(2) comprehensively promote the construction of archival culture and help the development of archives.

Give full play to the advantages of cultural resources of archives departments, take the initiative to undertake the task of promoting the construction of a famous marine historical and cultural city, integrate resources, make archives cultural brands bigger and stronger, provide diversified cultural products for the society, and effectively improve the status, popularity and influence of archives work in promoting the construction of archives culture.

1, with the project as the starting point, find the starting point of archival culture construction. Overall planning of archives culture construction projects, adhere to the "people without me, people with me high, people with me high". Continue to promote the series of "Dinghai Memory" projects, collect old files such as photos and genealogy through multi-angle, multi-direction and multi-channel collection, and speed up the flow of folk files to archives. In the form of inter-library cooperation, all urban areas carry out Zhoushan dialect archiving project, dig deep into the content of Dinghai dialect, compile Zhoushan Dialect Dictionary, establish a scientific and complete Zhoushan dialect archive database, collect folk dialect data, receive and store them in the warehouse for permanent preservation through scanning, copying and other technical means, and assist in recording Dinghai dialect, whose use scope is shrinking. United Photographers Association, continue to carry out "beautiful perspective? Record dinghai? Twelfth Five-Year Plan? " Change "photography archiving activities, record the new look of Dinghai under the background of new district construction, and form a series of photography topics. 2. Promote the construction of archives culture. Archival cultural products adhere to the blue ocean line, focus on the work of the party Committee and government center, take public demand as the guide, and highlight the key points of serving people's livelihood. It is necessary to conduct in-depth research, comprehensive processing and in-depth development of archival information, and strive to produce another batch of archival editing and research products. First, we should upgrade traditional brands. Excavate the existing archival resources, organize editing and research teams, carry out the compilation of the second volume of Dinghai Geography and Culture Series, and promptly complete the drafting of Dinghai Township Street Geography (tentative name) and Dinghai Famous Products Summary (tentative name). Second, we should launch emerging brands. Carry out the "New District and Old Town"? The video and written materials collection activity of "Archives Walk with You" takes Dinghai People's Day as the theme clue, and records the lives of Dinghai people with photos and words, thus reflecting the changes of Dinghai in the historical background of new district construction and encouraging the publicity of new district construction. Activities through online solicitation, newspaper notice, door-to-door visits, seminars and other forms, to mobilize all sectors of society to print time with photos, tell stories in words, and make life calm. The activity adopts appraisal method, and the selected excellent works will be compiled into a book.

3. Innovating the construction of archives culture positions. The construction of archives culture position is an important measure to construct archives culture service system. In addition to continuing to strengthen the construction of online patriotic education base, this year we should take the opportunity of the relocation of the city hall to materialize the online patriotic education base and promote it online and offline, so as to successfully pass the selection of patriotic education base in Dinghai District.

It is necessary to expand the position of archival culture to rural areas and build a demonstration base of "Hemei Township Pavilion" with the theme of rural memory in rural areas. Taking administrative villages as the unit, archives collection as the main form, and village culture, ancient and modern celebrities, civilized rural customs, folk customs and characteristic industries as the exhibition center, "Hemei Rural Customs Museum" will become the inheritance place of village culture, the promotion place of rural customs civilization and the cultivation place of new farmers, and vigorously promote the construction of rural archives culture and spiritual civilization.

(3) Strengthen basic work and promote the construction of archives as a whole.

Strengthen archives management, improve the level of archives management according to law, and solidly promote the basic business of archives. The new situation puts forward new requirements for archival work, and the construction of archival basic business must keep pace with the times and constantly take new steps.

1, speed up the construction of new archives. Seize the important opportunity of Zhoushan Archipelago New District construction, put the archives construction in a more prominent position, strive for the attention of the leaders of the district committee and government, and step up the construction of new archives in accordance with the requirements of scientific planning and moderate advancement, with the goal of building a "five-in-one" public archives of archives safety storage base, patriotic education base, archives utilization center, government information reference center and electronic document center, serving scientific development and promoting social harmony.

2. Strengthen the construction of archives resources. Archives resources are the foundation of archives work, and there is no overwhelming advantage in quantity, type and value of archives resources in our region. Therefore, it is necessary to increase the construction of archives resources system, so as to achieve a large number, excellent quality and specialized types. Increase the reception of overdue files in accordance with the law, implement Order No.9 of the State Archives Bureau, revise and improve the detailed rules on the scope of file collection, and extend the storage period of received files from permanent to permanent and more than 30 years (including 30 years). According to the requirements of archives law for ten years, a new round of archives reception is planned. Expand the field of file receiving, people-oriented, and pay attention to receiving people's livelihood files into the library, such as professional title files and veterans files. Guide and urge the archival resources of archival filing units to expand into professional and characteristic fields, pay attention to the collection of archival materials with local characteristics and reflect the local development process, and constantly enrich the archival content.

3, improve the archives administrative law enforcement system. Actively cooperate with relevant departments, regularly carry out archives law enforcement inspection, establish and improve the long-term mechanism of archives administrative law enforcement, and realize the institutionalization and regularization of law enforcement inspection. To improve the overall level of archives administrative law enforcement, law enforcement inspection should be phased and focused, and it should be closely coordinated with supervision and guidance, so that there is guidance and inspection in the inspection, and law enforcement inspection should run through the guidance work from beginning to end. This year, on the basis of annual law enforcement inspection, on-the-spot inspection will be conducted on all filing units, and a feedback supervision system for assessment and law enforcement suggestions will be established.

(four) the implementation of the theme of practical activities, and solidly promote the construction of archives cadres.

Excellent archival cadres are the core strength of the continuous development of archival undertakings in our region and the first source of eternal vitality. Under the background of comprehensive construction of Zhoushan Archipelago New District in Zhejiang Province, and facing the new task of implementing the development strategy of "two advances" in depth, it is even more necessary to establish a team of archival cadres who serve the people wholeheartedly, are mature in political thinking, have excellent professional skills, are innovative in scientific concepts, and are always advanced.

In recent years, the archives system in the whole region has further strengthened the construction of cadres, and the ability, quality, style and mental outlook of archives cadres have been greatly improved. However, in the face of the new task of carrying out the "two-in-one" development strategy, there are still some problems in our team's mental state, work style and ability level, which are mainly manifested as "three inadaptations", that is, they do not meet the requirements of overcoming difficulties and deepening the archival registration and backup work, emancipating the mind and promoting the archival culture construction in an all-round way, and do not meet the requirements of forging ahead and striving for first-class development of the archival cause. Combined with the requirements of "visiting villages and enterprises", the activities of "grid management and group service" are carried out in archives work. Archives cadres form teams, go deep into grassroots investigation and research in different regions, solicit opinions extensively, put themselves in their own shoes, and think mostly of grassroots and clients.
