Regulations of Yancheng Municipality on the Protection of Huai Opera

Chapter I General Provisions Article 1 In order to strengthen the protection of Huai Opera, an intangible cultural heritage, inherit and develop excellent traditional culture, and create Yancheng cultural identity, these Regulations are formulated in accordance with People's Republic of China (PRC) Intangible Cultural Heritage Law, Jiangsu Intangible Cultural Heritage Protection Regulations and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the protection, inheritance, development and dissemination of Huai Opera within the administrative area of this Municipality. Article 3 Within the administrative area of this Municipality, the following objects are protected by these Regulations:

(a) the representative repertoire, singing music, traditional performing arts and script music of Huai Opera;

(2) Historical archives, documents, objects, places and facilities related to Huai Opera;

(3) Skills in making and using musical instruments, costumes, props, stages and masks related to Huai Opera;

(4) Traditional customs related to Huai Opera;

(five) other items related to Huai Opera that need to be protected. Article 4 The protection of Huai Opera should be guided by the socialist core values, adhere to the position of Chinese culture, inherit Chinese cultural genes, implement the principles of scientific protection, rational utilization, overall innovation and inheritance and development, adhere to the principles of government responsibility, departmental coordination and social participation, serve the contemporary and benefit the people, and enhance the people's sense of participation, acquisition and identity. Article 5 The people's governments of cities and counties (cities, districts) shall strengthen their leadership over the protection of Huai Opera, establish and improve the coordination mechanism for the protection of Huai Opera, study and solve major problems in the protection of Huai Opera, incorporate the protection of Huai Opera into the national economic and social development plan, and incorporate the protection funds of Huai Opera into the fiscal budget at the corresponding level.

The Town People's Government and sub-district offices are responsible for assisting in the protection of Huai Opera within their respective jurisdictions. Article 6 The competent department of culture of the people's governments of cities and counties (cities, districts) shall be responsible for the organization, coordination, supervision and management of the protection of Huai Opera within their respective administrative areas.

Development and reform, industry and information technology, finance, human resources and social security, education, natural resources and planning, housing and urban and rural construction, market supervision and management departments shall, within the scope of their respective duties, do a good job in the protection of Huai Opera. Article 7 The Municipal People's Government shall, in accordance with the major national strategic requirements such as the construction of the Belt and Road, the development of the Yangtze River Economic Belt, the regional integration development of the Yangtze River Delta and the development of the Huaihe River Ecological Economic Belt, and in combination with the construction of the Grand Canal Cultural Belt, promote the establishment of a regional coordination mechanism for the protection of Huai Opera and carry out cross-regional and multi-level exchanges and cooperation. Article 8 Citizens, legal persons and other organizations are encouraged to participate in the protection of Huai Opera. Ninth city and county (city, district) people's governments shall, in accordance with the relevant provisions of the state and province, commend and reward the units and individuals that have made remarkable contributions to the protection of Huai Opera. Chapter II Protection and Management Article 10 The competent cultural department of the Municipal People's Government shall prepare a special plan for the protection of Huai Opera, which shall be implemented after being approved by the Municipal People's Government.

The competent department of culture of the people's government of the county (city, district) may, according to the special plan for the protection of Huai Opera at the next higher level, formulate a special plan for the protection of Huai Opera in combination with local conditions, and report it to the people's government at the same level for approval before implementation. Eleventh city and county (city, district) people's government departments in charge of culture shall organize the investigation of Huai Opera resources and the collection, collation and research of relevant historical materials and objects, and establish Huai Opera data files and databases. Article 12 The people's governments of cities and counties (cities, districts) shall include eligible Huai Opera projects in the list of representative projects of intangible cultural heritage at the corresponding level and announce them to the public. Article 13 The cultural departments of the people's governments of cities and counties (cities, districts) may identify protection units and representative inheritors for the relevant Huai Opera projects listed in the list of representative projects of intangible cultural heritage at the corresponding level.

Citizens, legal persons and other organizations shall not resort to deceit in the process of reporting relevant Huai Opera projects and their protection units or representative inheritors. Fourteenth Huai Opera project protection units shall enjoy the following rights:

(a) to carry out knowledge and skills teaching, production, display, lectures, academic research and other activities;

(2) Providing products and services to others according to law;

(three) to participate in non-public welfare activities and get corresponding remuneration;

(four) to carry out the protection work with economic difficulties, you can apply to the municipal or county (city, district) people's government and its cultural authorities for funding;

(5) Other rights related to the protection of Huai Opera. Fifteenth Huai Opera project protection units shall perform the following obligations:

(a) to formulate and implement the project protection and inheritance plan;

(two) a comprehensive collection of project information, physical objects, and registration, sorting and archiving;

(3) Recommend representative inheritors of the project and provide necessary conditions for them to carry out inheritance activities;

(four) to protect the relevant materials, articles, buildings (structures) and places of the project;

(five) to carry out publicity and promotion activities of the project;

(six) regularly report to the cultural authorities on the protection of the project and the use of special funds, and accept supervision;

(seven) to cooperate with the cultural authorities and other relevant departments to investigate the resources of Huai Opera;

(8) Other obligations related to the protection of Huai Opera.

If the protection unit of Huai Opera Project fails to perform the obligations specified in the preceding paragraph without justifiable reasons, or cannot continue to perform the protection obligations due to objective reasons, the competent cultural department may cancel its qualification as a protection unit and re-identify the protection unit of the project.
