● Key technologies of intellectualization of comprehensive zoning of national land space and comprehensive evaluation of planning and implementation.

This project belongs to the national "Twelfth Five-Year" science and technology support plan project (research and demonstration of key technologies for optimal allocation of land space), which was initiated on 20 12 and implemented in the second half of the year. The project aims to meet the needs of comprehensive zoning of provincial-level land planning in China, break through key technologies such as multi-theme integration, knowledge-based land spatial zoning intelligence and space-oriented land planning implementation comprehensive evaluation index identification, formulate technical guidelines for comprehensive zoning of land space and comprehensive evaluation of land planning implementation, formulate technical regulations for provincial-level land planning preparation, and develop land spatial comprehensive zoning and land planning implementation evaluation information system.

The project has carried out research on multi-theme land spatial zoning integration technology, land spatial comprehensive zoning intelligent technology and land spatial planning implementation comprehensive evaluation index identification technology, formulated the project management method, constructed the provincial land spatial function identification index system, completed the implementation plan preparation and expert demonstration, and formed the "Land spatial comprehensive function zoning research report (draft)".

● Research on the introduction and cooperation of core technologies of the national dynamic monitoring system of cultivated land resources.

This project is a special project of national international scientific and technological cooperation of the Ministry of Science and Technology, and the establishment time is 20 12. The purpose of this paper is to break through the key technology of dynamic rapid monitoring of cultivated land resources by introducing the core technology of satellite data preprocessing of MDA Company of Canada, remote sensing classification technology based on objects and knowledge, radar detection technology of new construction land and advanced solutions, and make adaptive improvement and system integration according to the characteristics of domestic satellite data, so as to solve the problems of low accuracy and automation level of geometric rapid registration of domestic satellite data, low efficiency of land use change detection, and difficulty in automatically detecting new construction land based on radar data, and form an optimized dynamic monitoring system of land resources.

At present, the project has completed the cooperative research between MDA Company in Canada and Trimble Company in the United States, organized the docking of cooperative research needs, refined the cooperation framework, basically established the cooperation mode, defined the cooperation direction, and established a cooperative research working group, which laid the foundation for the follow-up work.

Through the implementation of this project, the automation of remote sensing monitoring data processing, the intelligence of information interpretation and the detection accuracy of new SAR construction land are realized, which lays the foundation for the large-scale processing of domestic resource satellites and the industrial application technology of data products. The expected results can be quickly grasped, and can be quickly popularized and applied to land and resources management departments at all levels in the country after commercialization, effectively promoting the scientific and technological progress of land management industry.

● Research on differentiated land policy of two-way regulation of supply and demand

This project is a national soft science research project, which aims to further optimize and innovate differentiated land policy suggestions in different regions, industries and land types, and provide decision-making basis for formulating differentiated land control policies and implementing differentiated management.

The project selects Yiwu City, Zhejiang Province, which is a newly determined comprehensive reform experimental zone, and Yunnan Province, which is promoting the national strategy of border provinces, to carry out research on regional differentiated land use policies; Select producer service industry to carry out industrial differentiated land use policy research; Jinhua City, Zhejiang Province and non-cultivated land (low hills and gentle slopes) in Yunnan Province are selected to carry out the research on land type differentiation policy, and suggestions are put forward for different regions, industries and land types respectively. Go deep into Bijie City, Hangzhou City and other typical pilot areas with the willingness to reform and innovate and the practical basis of differentiated policies, conduct research, carry out follow-up research, and explore ways to realize differentiated management.

● Promote the research on the demonstration system of high score application of land and resources.

This project is a major special research project of the national high-resolution Earth observation system. It aims to meet the application requirements of remote sensing survey and monitoring of land and resources, complete the overall scheme design, key technology research, characteristic product research and development, basic framework research and development, and basic software and hardware configuration of the high-scoring application demonstration system of land and resources, and lay the foundation for the construction of the high-scoring application demonstration system of land and resources.

Aiming at GF- 1 and G-F2 satellites, the project completed the overall scheme design of special product system, comprehensive index system and demonstration prototype system for high-scoring land and resources, established a set of application demonstration prototype system including remote sensing image mapping, dynamic monitoring, change investigation and quality evaluation subsystem, and initially opened up the production process of high-scoring land and resources products. Some key technologies in the application of GF- 1 and GF-2 satellite data have been initially solved, and efficient and stable key technologies and algorithm modules have been formed, and good accuracy results have been achieved.

This project uses high-resolution satellite data of the same kind at home and abroad, such as 02C satellite, Ziyuan-3, QB/WV-1WV-2, to demonstrate the application of land use dynamic remote sensing monitoring and land use change investigation in Heshan District, Yiyang City, Hunan Province, Dunhuang City, Gansu Province and Shuangcheng City, Heilongjiang Province, which can meet the accuracy requirements of land use remote sensing image production, land use dynamic monitoring and land use change investigation, and can be used for demonstration.

● Research on the implementation plan of land and sea observation operational satellite development planning

This project is a special planning project of the State Council during the Twelfth Five-Year Plan period. According to the Notice of the National Development and Reform Commission on Printing and Distributing the General Plan of the Special Plan for the Twelfth Five-Year Plan Period and Submitting it to the State Council for Approval (Development and Reform Planning [2010] No.2084), the land and sea observation satellite business development plan will be worked out in conjunction with relevant departments and units. In the future, 10 ~ years,

Focusing on the construction and development of land and resources modernization survey and supervision system, the project has formulated a planning work plan, and carried out major special studies such as related industry planning research, concise main business requirements, operational satellite system design, ground infrastructure capacity analysis, and satellite business capacity construction and deployment. From the present situation and situation, demand and necessity, overall thinking and goal, key tasks, safeguard measures and suggestions, benefit analysis and development prospect, the development plan of land and sea observation satellite business (201-2020) (draft for approval), demand analysis, satellite system and other annexes have been compiled.

The implementation of the project has defined the development direction, objectives and tasks of land and sea observation satellites in the next 10~20 years, laying an important working foundation for promoting the orderly development of land and sea observation satellites and national space infrastructure.

● Research and demonstration on intensive utilization and regulation technology of industrial land in urbanized areas

This project is a special scientific research project of public welfare industry of the Ministry of Land and Resources. Based on the database construction and data analysis of the second and third types of industrial land in urbanized areas, this paper analyzes the means of intensive utilization, planning and regulation of regional industrial land, and constructs a decision support system for optimal allocation and regulation management of industrial land.

Through the research on the key technologies of comprehensive data collection, integration and database construction of industrial land, the key technologies of evaluation and early warning of industrial land intensive use, and the key technologies of collaborative coupling of industrial land planning and related planning, the project developed a decision support system for industrial land optimal allocation and regulation management, and demonstrated the technologies of industrial land intensive use, optimal allocation and regulation. Five standards have been formed: Code for Data Collection, Integration and Database Construction of Industrial Land, Standard for Comprehensive Database of Industrial Land, Standard for Intensive Use of Industrial Land, Technical Specification for Evaluation and Early Warning of Intensive Use of Industrial Land and Technical Specification for Industrial Land Planning. Four softwares, namely decision support system for optimal allocation and regulation management of industrial land, evaluation and early warning system for intensive use of industrial land, data collection and comprehensive analysis system for industrial land and comprehensive database management system for industrial land, were developed, and the software copyrights were obtained. Three demonstration zones in Hefei, Nansha and Tianhe District of Guangzhou have been built, 9 doctoral students and 28 master students have been trained, 29 scientific papers have been published and 4 monographs are planned to be published.

The project has completed relevant research, passed the mid-term inspection of the Department of Science, Technology and International Cooperation of the Ministry of Land and Resources, and completed the acceptance of sub-projects. The rich achievements of the project will provide solid data support and scientific decision-making suggestions for the central and local governments to carry out land consolidation, adjust industrial layout and optimize industrial structure, and promote the coordinated development of the national economy.

Quantitative-qualitative-ecological monitoring and sustainable utilization demonstration of land resources in typical areas

This project is a special scientific research project of public welfare industry of Ministry of Land and Resources, which was established and implemented on 20 12. The purpose of this project is to meet the needs of land management from quantity to quantity-quality-ecology. By studying the laws, mechanisms and effects of quantity-quality-ecology changes of land resources in typical experimental areas, six field scientific research bases for quantity-quality-ecology monitoring and sustainable utilization of land resources were established in the rapid economic development areas in the east, the main grain producing areas in the middle, the eco-environment sensitive areas in the west and the urban and rural experimental areas in the southwest. Carry out key technology research and integrated application; We will build a national-regional-grass-roots land resources quantity-quality-ecological monitoring and management service platform, promote the combination of Industry-University-Research and land use in the field of land resources, and train grass-roots land science and technology teams to provide important technical support for realizing equal emphasis on quantity-quality-ecological management of land resources.

At present, the project has built six field research bases as planned, established the index system and technical method of quantity-quality-ecology monitoring of land resources, and initially established the comprehensive monitoring database of land resources.

Revise the urban classification of land and grading rules and urban land valuation rules.

This project is a special scientific research project of public welfare industry of the Ministry of Land and Resources. The purpose of this paper is to complete the revision of the national standards "Regulations on Urban Land Classification and Valuation" and "Regulations on Urban Land Valuation" in combination with the current technical level and demand of land market development and land management, improve the effectiveness of standardizing and guiding land classification and valuation, and provide technical support for land market management, state-owned land assets evaluation and other related work and land policy participation in national macro-control.

In this project, the problems existing in guiding land grading, updating benchmark land price and parcel evaluation of the two regulations are deeply analyzed, and the Rules for Urban Land Grading and Grading and the Rules for Urban Land Valuation are revised in view of the new demand of social and economic development for land grading and grading technology. After several rounds of discussion and revision, more than 800 opinions were handled. The revised two regulations have been submitted to the National Technical Committee for Standardization of Land and Resources for comments from relevant departments and industries.

The revision of the two national standards will play a positive guiding role in the future urban land grading, benchmark land price updating and parcel evaluation, and will produce huge economic and social benefits in the audit of corporate financing restructuring involving real estate business.

● Revise the Regulations on Urban Cadastral Survey

This project is a special scientific research project of public welfare industry of the Ministry of Land and Resources. Guided by Scientific Outlook on Development, in accordance with the spirit and requirements of the relevant documents of the CPC Central Committee and the State Council, adhering to the principles of coordination and matching, highlighting key points, technological progress and international integration, guided by the demand for land and resources, drawing on and introducing international advanced standards, the purpose is to revise the Regulations on Urban Cadastral Survey.

The project has carried out relevant special research, selected Hefei City, Anhui Province, Xuzhou City, Jiangsu Province, Enshi City, Hubei Province, and Shouguang City, Shandong Province to carry out relevant technical content pilot projects, summed up the experience and problems of pilot research in Hebei, Henan, Liaoning and other provinces 10, and constantly revised and improved them, and invited dozens of experts and scholars to discuss and demonstrate the revised regulations for comments. Finally, the Cadastral Survey Regulation (TD/T1001-20 12) was formed, and it was officially promulgated and implemented in September 2012.

Through the implementation of this project, the original urban cadastral survey rules applicable to cities and towns have been revised and improved, so that the urban cadastral survey rules applicable to urban and rural areas can meet the needs of practical work to the maximum extent, provide important support for standardizing and promoting cadastral management and even land management, effectively safeguard the social public ownership of land, further scientifically promote the protection of the legitimate rights and interests of land owners, strengthen land management, establish and improve cadastral management systems, and transform the functions of cadastral survey government.

● Revise the Technical Specification for Investigation and Evaluation of Cultivated Land Reserve Resources

This project is a special scientific research project of public welfare industry of the Ministry of Land and Resources. Based on the construction of land and resources standard system, it draws on and introduces international and foreign advanced standards, aiming at formulating and revising the Technical Specification for Investigation and Evaluation of Cultivated Land Reserve Resources.

This project mainly carried out research on general principles, methods and indicators of investigation and evaluation, analyzed the field cartographic evaluation, the compilation of internal achievements, and the compilation of investigation and evaluation maps of county-level cultivated land reserve resources, and formed the Suitability Analysis Report of Cultivated Land Reserve Resources, Provisions on Summary and Inspection and Acceptance of Investigation and Evaluation Achievements, and Supplementary Provisions on Technical Investigation and Evaluation of Tidal Flat Resources. At present, the revised draft of Technical Specification for Investigation and Evaluation of Cultivated Land Reserve Resources has been formed and submitted to the Department of Science, Technology and International Cooperation of the Ministry of Land and Resources.

The project advocates the concept of ecological protection and restoration, and adopts advanced technical means to revise the problems existing in the implementation of technical regulations, increase the evaluation of social economy and ecological environment, and improve the scientific and practical nature of regulations.
