The basic strategy is to adhere to the rule of law, establish the socialist concept of the rule of law, realize the rule of law in all work of the State, and safeguard the lawful rights and interests of citizens; and adhere to the characteristics and advantages of the socialist political system, promote the institutionalization, standardization and proceduralization of socialist democratic politics, and provide the Party and the country with political and legal institutional guarantees for long-term stability.

To push forward the reform of the political system, it is necessary to start from China's national conditions, with a positive attitude as well as a steady pace. The reform of the political system is complex, the task is arduous, each reform involves a wide range of people and things are very extensive and profound, touching the interests of many people, will encounter many obstacles, need to be engaged in a prudent manner. The approach to reform must be firm, but the methodology must be meticulous and the pace must be steady. We must attach great importance to and seriously do a good job in maintaining social stability, always maintain a stable and united socio-political situation, and push forward the reform of the political system in a harmonious and stable environment in an orderly manner.

In order to promote the reform of the political system, we must unswervingly follow the path of socialist political development with Chinese characteristics, and never copy the Western political model. Each country has its own historical traditions and actual situation of economic and social development, and democracy should be suited to its own national conditions. We do not copy the Western political model, but this does not mean that we cannot and do not need to critically absorb and learn from the positive achievements of Western political civilization. The world is rich and colorful, and there is not and cannot be a one-size-fits-all model of political system. It cannot be denied that there exists some connection between socialist democracy and capitalist democracy. Capitalist democracy, which arose in the process of opposing feudal autocracy, is a kind of historical progress that contains the same civilizational achievements of human society***. Therefore, some of its concepts, forms and methods have something that we can absorb and learn from. But the absorption and borrowing should be analyzed and criticized, and can not be simply imitated and copied wholesale.
