How to apply for Intangible Cultural Heritage for traditional plasters? Thank you!

It can be sold and will not be restricted. The purpose of being recognized as intangible cultural heritage is to protect endangered cultures, not to impose restrictions on their dissemination, as long as they are in line with the provisions of relevant national laws and regulations, they can be sold.  According to the Law of the People's Republic of China on Intangible Cultural Heritage: Intangible cultural heritage refers to the various traditional cultural expressions that have been handed down from generation to generation by the people of all ethnic groups and are regarded as an integral part of their cultural heritage, as well as the physical objects and places associated with the traditional cultural expressions. This includes: (i) traditional oral literature and the language that serves as its carrier; (ii) traditional fine arts, calligraphy, music, dance, drama, performing arts and acrobatics; (iii) traditional skills, medicine and calendars; (iv) traditional rituals, festivals and other folklore; (v) traditional sports and amusement; and (vi) other intangible cultural heritage. Where objects and places that are part of the intangible cultural heritage are cultural relics, the relevant provisions of the Law of the People's Republic of China on the Protection of Cultural Relics shall apply. Citizens, enterprises, institutions, units, organizations and other declarations of representative items of intangible cultural heritage at the national level should be in accordance with the State Council of the State Council, "Interim Measures for the Declaration and Evaluation of Representative Items of Intangible Cultural Heritage at the National Level".

I. Evaluation Criteria The items declared as masterpieces of the intangible cultural heritage at the national level shall be folk traditional cultural expressions or cultural spaces of outstanding value; or of typical significance in the intangible cultural heritage; or of significant value in history, art, ethnography, folklore, sociology, anthropology, linguistics and literature. The specific evaluation criteria are as follows:

(1) Outstanding value in demonstrating the cultural creativity of the Chinese nation;

(2) Rooted in the cultural traditions of the community concerned, passed down from generation to generation, with distinctive local characteristics;

(3) Functioning to promote the cultural identity of the Chinese nation, enhance social cohesion, and improve national unity and social stability, and being an important cultural exchange

(iv) excelling in the use of traditional crafts and skills, reflecting a high level of excellence;

(v) having the unique value of bearing witness to the living cultural traditions of the Chinese nation;

(vi) being of great significance in sustaining the cultural inheritance of the Chinese nation, and at the same time being in danger of disappearing as a result of social change or lack of protective measures.
