Article 15 Cargoes requiring limited speed operation (excluding limited speed operation only through bridges, tunnels and access lines) shall be charged at the tariff rate plus 150%.

Chapter IV Miscellaneous Charges

Section I Freight Operation Miscellaneous Charges

The loading and unloading charges for the through transportation of whole cargos between quasi and metre tracks shall be calculated according to the loading and unloading charges of the Kunming Railway Bureau as stipulated by the Ministry of Railways, and shall be collected from the shipper at the station of departure for those transported from metre tracks, and from the consignee at the station of arrival for those transported from quasi tracks.

Article 40 The freight premium shall be calculated according to the amount of freight premium and the prescribed rate.

Section II: Fees for Delayed Use of Transportation Equipment, Default and Commissioned Services

Article 41: Fees for Delayed Use of Railway Transportation Equipment or Default and Commissioned Services shall be calculated according to the items actually incurred and Table 4 "Delayed Use of Transportation Equipment. If the freight charges of the goods are less than the handling charge for the change of shipment, the handling charge for the change of shipment shall be exempted but the freight charges shall not be refunded.

When the actual weight of an LTL shipment is found to exceed the billable weight determined by the originating station, the excess shall be charged at the applicable tariff rate of the shipment in addition to the difference in the full proper freight rate.

Containerized cargo exceeding the total weight of the container marking, for the exceeding portion: 10 kg for each l-ton box; 50 kg for each 5 or 6-ton box; and 5% of the tariff rate of the box type for each 100 kg for 10-ton, 20-foot and 40-foot boxes.

Article 49: Late payment of freight and miscellaneous charges shall be charged at the rate of three thousandths of the total amount of late payment of freight and miscellaneous charges (including advances) for each day of delay from the day following the day on which the freight and miscellaneous charges are due to the day on which payment is to be made.

Chapter V Transportation Charges for Domestic Sections of Goods Transported by Intermodal Railway

Article 62 Miscellaneous Charges:

1. International intermodal waybills (five each) and supplementary running statements for reimbursement of freight charges by the shipper shall be charged at the rates specified in Table 3.

2. The handling fee for customs inspection of imported and exported goods at the state border station shall be 33 yuan per lot for full truckloads and containers, and 16 yuan per lot for less-than-truckloads.

3. Sending the road with special trucks loaded with small cars, changeover fee is calculated at 24 yuan per ton.

When the changeover needs to be reinforced, the cost of reinforcing materials will be charged and calculated according to the cost price of the materials used plus 30%.

4. Import and export of goods declared price fee, according to the waybill recorded in the declaration of the price of 3%.

5. Import and export of goods due to the shipper or consignee, caused by the shifting of the whole car at the border station finishing costs, handling costs, miscellaneous operations, such as labor costs in accordance with the "Railway Cargo Handling Operations Billing Methods" and the Ministry of Railways, the rate charged.

6. imported goods at the border station or intermediate station for transportation changes, according to the rates set forth in Article 47 of these rules to send the original number of vehicles used in the road to change the handling charges. When the consignee is changed due to the change of consignee code, the change handling fee shall also be charged. When importing coal from DPRK in full truckloads and changing the station of arrival at the border station, the handling charge shall be reduced by half according to the above rate.

7. Import and export goods due to the shipper, the consignee, caused by the trucks at the border station, should be detained according to the number of days the trucks (excluding the normal railroad procedures), from the trucks arrive the next day, less than one day by one day, the trucks are detained charges, 120 yuan per day per car. More than 5 days, from the 6th onwards, 240 yuan per day per car detention charges. More than 10 days, from the 11th onwards, each vehicle will be charged 480 yuan per day. Dangerous goods truck detention charges on the basis of the above standards per day per vehicle plus 10%.

Import and export of goods landing, cargo handling and storage fees in accordance with the provisions of Chapter IV of these rules "miscellaneous charges" billing.

8. Coal, gypsum, coke, ore, powder, bauxite, loess, bowl of soil and bulk goods exported to North Korea and bulk goods exported to Vietnam are checked by railroad weighing at the border station to collect the weighing fee. All imported goods that are weighed and rechecked at the State Border Station shall be recorded and charged for the weighing fee.

Chapter VI Supplementary Provisions

Article 63 In these rules, "above" and "below" are included in this number.

Article 64 The right to interpret these rules belongs to the Ministry of Railways. Article 65 These Rules shall be effective from July 1, 2000 onwards.
