Can a Chinese medicine teacher practice medicine with a certificate?

I can practice medicine, but I don't have the right to prescribe at present. I have the right to prescribe after I get the doctor's qualification certificate. The doctor qualification certificate is divided into two grades: practicing doctor and practicing assistant doctor. At the beginning, the apprenticeship certificate was treated as a secondary school graduate, but it was better than the secondary school diploma. I could be promoted all the way to senior (chief physician of Chinese medicine) without any certificate. After obtaining the apprenticeship certificate for one year, you are allowed to apply for practicing assistant doctors, and you are allowed to apply for practicing assistant doctors for five years and two years. Practitioners have the right to prescribe drugs nationwide; Medical assistant doctors have the right to prescribe in rural areas. If they go to the county to see a doctor, the prescription must be signed by the doctor before it can take effect. Apprenticeship certificate is evaluated as vice chief physician of traditional Chinese medicine for 25 years and chief physician of traditional Chinese medicine for 30 years.
