In 1993, the Decision on Several Issues Concerning the Establishment of a Socialist Market Economy was adopted, outlining the basic framework of a "socialist market economy" system.
In 1995, the Fifth Plenary Session of the 14th Central Committee adopted the "Proposals of the Central Committee on Formulating the Ninth Five-Year Plan for National Economic and Social Development and the Vision and Goals for the Year 2010", which stated that one of the keys to realizing the goals was the transformation of the economic system from the traditional planned economic system to the socialist market economy system.
