Constitution of Chinese Wushu Association

Article 1 Chinese Wushu Association, referred to as Chinese Wushu Association for short. Chinese Wushu Association, abbreviated as CWA.

Article 3 The aims of this Association are: to abide by the Constitution, laws, regulations and policies of People's Republic of China (PRC), to observe social morality and to advocate martial arts; According to the Sports Law of the People's Republic of China, unite the national Wushu workers and fans, mobilize all positive factors, and inherit and carry forward the excellent cultural heritage of Chinese Wushu; Advocate and popularize the development of mass Wushu, and strive to improve the theoretical and technical level of Wushu; Develop Wushu and actively and steadily push China Wushu to the world; In order to implement the national fitness program, enhance people's physique, carry forward and cultivate national spirit, and promote the construction of socialist material civilization and spiritual civilization.

Article 4 The State Sports General Administration is the competent business unit of the Chinese Wushu Association, and the Ministry of Civil Affairs is the registered unit of the Chinese Wushu Association, and it also accepts the business guidance, supervision and management of the All-China Sports Federation and the Chinese Olympic Committee.

Article 5 The office address of Chinese Wushu Association is No.3, anding road, Chaoyang District, Beijing, and the postal code is 100 10 1. Article 6 The business scope of Chinese Wushu Association:

(a) to implement the national guidelines and policies on the development of Wushu, and put forward long-term planning and guiding opinions and suggestions for the development of Wushu at home and abroad;

(two) the implementation of the national fitness plan, promote the development of mass martial arts activities, strengthen the management and guidance of martial arts schools and martial arts towns; At the same time, promote the international development of Wushu in a planned way, so that Wushu can enter the world fitness field more widely;

(3) To study and formulate the martial arts competition system, and put forward suggestions on revising and improving the martial arts competition system, rules, regulations and judgment laws, which shall be implemented after being approved by the State Sports General Administration;

(four) in accordance with the relevant provisions of the State Sports General Administration and international sports organizations, organize and undertake national and international Wushu competitions;

(five) to assist the competent authorities to establish a national Wushu training network, put forward suggestions to improve the Wushu training system, and promote the improvement of Wushu technical level;

(six) entrusted by the State Sports General Administration to select and recommend athletes and coaches of the national team (training team) and organize the training of the national team (training team);

(seven) to formulate the grading system for athletes, coaches and referees in Wushu events, as well as the measures for the examination of athletes' qualifications and the measures for the management of athletes, coaches and referees;

(eight) to formulate and implement the martial arts grading system in China;

(9) With a scientific attitude of keeping pace with the times, inherit, sort out, study and promote Chinese Wushu, organize special investigations and studies on Wushu theory, sports technology, scientific research and teaching, carry out academic exchanges on Wushu, and promote the scientificization of Wushu;

(ten) to organize and guide the training of social Wushu instructors, coaches, referees and researchers;

(eleven) to guide and cooperate with the relevant departments to organize the publication of martial arts books, magazines, audio-visual and so on;

(twelve) according to the provisions of the state, actively tap the resources of Wushu, carry out diversified management related to Wushu, develop Wushu industry and accumulate funds for Wushu development;

(thirteen) to undertake other matters related to Wushu entrusted by the State Sports General Administration, the All-China Sports Federation and the Chinese Olympic Committee. Article 7 This Association implements the membership system. Member types: unit members and individual members. (1) unit members include regional unit members and professional unit members.

1. Wushu associations of all provinces, autonomous regions and municipalities directly under the Central Government can apply to become members of the first-class regional units of this association; The local Wushu Association may apply to become a member of the second-level regional unit of the Association; The county Wushu Association can apply for the membership of the third-level regional unit of the Association.

2. Wushu Association of various industry sports associations and Wushu Association of colleges and universities with Wushu Department (national traditional sports department) can apply to become a member of the first-class professional unit of this association; Other martial arts organizations with legal status can apply to become members of the second or third professional units of the association; Wushu organizations and schools with legal personality can apply to become members of the first, second and third professional units of the association according to their development.

(2) Individual members include honorary members, senior members, ordinary members and junior members. All martial arts workers, apprentices and enthusiasts can apply to become individual members of the association.

Article 8 A member applying to join this Association must meet the following requirements:

(a) Acknowledge and support the Articles of Association;

(two) have the will to join the association and participate in the activities of the association;

Article 9 Membership procedures:

(a) the unit members apply to the Chinese Wushu Association for membership, which was discussed and approved by the chairman's office meeting;

(2) Individual members can submit their application for membership through members of all units of the Chinese Wushu Association or relevant units authorized by the Chinese Wushu Association, or directly submit their application for membership to the Chinese Wushu Association, which will be examined and approved by the member management office of the Chinese Wushu Association.

Article 10 Members shall enjoy the following rights:

(A) the rights and obligations of the members of the unit

2. Obligations of unit members

(1) Abide by the Articles of Association and implement the resolutions of the Association;

(two) to safeguard the legitimate rights and interests of this association;

(3) Complete the work assigned by the Association;

(four) to pay membership fees in accordance with the provisions;

(5) Report the situation to this Council on time and submit the annual work plan and work report;

(6) Actively publicize and carry out martial arts activities.

(2) Rights and obligations of individual members:

1. Rights of individual members

(1) Get the priority of our technical guidance and consulting services;

(two) to participate in the exchange activities of Wushu job evaluation and employment organized by the Chinese Wushu Association and its members; Performances, competitions, scientific research, training and other activities, and enjoy preferential treatment;

(three) to criticize and suggest the work of the Chinese Wushu Association and its members;

(4) Senior members and ordinary members have the right to vote and stand for election;

(5) Freedom to join and quit voluntarily.

2. Obligations of individual members

(1) Abide by the Constitution of Chinese Wushu Association and related regulations;

(2) Actively implement the resolutions of the Chinese Wushu Association and its member organizations, and conscientiously complete the tasks and tasks assigned by them;

(3) Caring for and supporting the development of Wushu and actively participating in Wushu activities;

(4) Respect morality and discipline, actively safeguard the unity of Chinese Wushu Association and Wushu organizations at all levels, and safeguard the reputation of Chinese Wushu;

(5) Pay membership dues on time.

Article 11 Members shall avoid the meeting.

Members who quit the club should notify the club in writing and return their membership cards. If you don't pay the fee for one year and don't participate in club activities, it will be regarded as automatic withdrawal.

Twelfth cancel the membership.

A member in any of the following circumstances shall vote to cancel his membership at the chairman's office meeting:

(1) Failing to pay the membership fee to the Chinese Wushu Association on time;

(two) in violation of the constitution of the Chinese Wushu Association and the relevant provisions;

(3) Causing serious adverse effects or heavy economic losses to the Chinese Wushu Association. Create and delete organizations and principals.

Article 13 The highest authority of this Association is the members' congress. Members' congresses are mainly elected by members of first-class regional units and members of first-class professional units with certain influence in the field of martial arts through democratic consultation.

The functions and powers of the members' congress:

(a) to formulate and amend the articles of association;

(two) to elect and recall the members of the Standing Committee;

(three) to consider the work report and financial report of the Standing Committee;

(4) Deciding to terminate.

(five) to discuss and pass relevant bills and resolutions;

(six) to elect the chairman, vice chairman, standing Committee member, financial controller and secretary general of the Chinese Wushu Association through consultation;

(seven) to decide on other major issues.

Fourteenth members' congress can only be held when more than two-thirds of the members' representatives are present. The resolution shall take effect only if it is approved by more than half of the member representatives present at the meeting.

Article 15: The term of office of the general meeting of members shall be four years (the longest term shall not exceed five years). Due to special circumstances, it is necessary to advance or postpone the general election, which shall be voted by the Standing Committee, reported to the competent business unit for review, and approved by the association registration authority. However, the term of office shall not be extended for more than one year.

Article 16 The Standing Committee is the executive body of the members' congress.

Lead the daily work of the association during the intersessional period and be responsible to the members' congress. The Chinese Wushu Association has one chairman and several vice-chairmen. A number of members of the Standing Committee; A treasurer and a secretary-general; Several deputy secretaries-general. The term of office is four years and can be renewed.

Seventeenth functions and powers of the Standing Committee:

(a) to implement the resolutions of the members' congress;

(two) to propose the election and recall of the chairman, vice chairman and secretary general;

(three) to prepare for the convening of the members' congress;

(four) to report the work and financial situation to the members' congress;

(five) decided to set up offices and their branches, representative offices and entities;

(six) to decide the appointment and removal of the Deputy Secretary General and the principal responsible persons of various institutions;

(seven) to lead the work of the institutions of this Association;

(eight) to formulate internal management system;

(9) To examine and approve major activities of the Association;

(ten) to examine and approve the annual work plan, work summary and financial budget and final accounts;

(eleven) to discuss and decide on other major issues related to this Association;

(twelve) to decide on other major issues.

Article 18 A meeting of the Standing Committee shall be convened only when more than two thirds of the members of the Standing Committee are present, and its resolution shall take effect only when more than two thirds of the members of the Standing Committee are present. The Standing Committee consists of the Chairman, Vice Chairman, Standing Committee, Treasurer and Deputy Secretary-General of the Chinese Wushu Association.

Article 19 The Standing Committee shall meet at least once a year and be presided over by the chairman. Under special circumstances, it can also be held in the form of communication.

Article 20 The chairman, vice-chairman and secretary-general of the Chinese Wushu Association must meet the following conditions:

(a) adhere to the party's line, principles and policies, good political quality;

(2) It has great influence in the field of martial arts;

(3) The maximum age of the chairman, vice-chairman and secretary-general shall not exceed 70, and the secretary-general shall be full-time;

(4) Being in good health and able to stick to normal work;

(5) Having not been subjected to criminal punishment of deprivation of political rights;

(6) Having full capacity for civil conduct.

Article 21 If the chairman, vice-chairman and secretary-general of the Chinese Wushu Association are over the maximum working age, they must be approved by the Standing Committee, reported to the competent business unit for examination, and approved by the registration authority of the association before taking up their posts.

Article 22 The term of office of the chairman, vice-chairman and secretary-general of the Chinese Wushu Association is four years. (no more than two sessions). If it is necessary to extend the term of office due to special circumstances, it must be voted by more than two-thirds of the members' representatives at the members' congress, reported to the competent business unit for review, and approved by the registration authority of the association before taking office.

Article 23 The chairman of the Chinese Wushu Association is the legal representative of the Association.

Article 24 The chairman of the Chinese Wushu Association shall exercise the following functions and powers:

(1) Convening and presiding over meetings of the Standing Committee;

(two) to convene and preside over office meetings and deal with important matters in daily work;

(three) to check the implementation of the resolutions of the members' congress and the Standing Committee;

(4) Sign relevant important documents on behalf of Chinese Wushu Association.

Article 25 The Secretary General of the Chinese Wushu Association shall exercise the following functions and powers:

(a) to preside over the daily work of the office and organize the implementation of the annual work plan;

(2) Coordinating the work of branches, representatives and entities;

(3) Nominating the Deputy Secretary-General and the principals of offices, branches, representatives and units, and submitting them to the Standing Committee for decision;

(four) to decide on the employment of full-time staff of offices, representative offices and entities;

(5) Handle other daily affairs.

Article 26 The Chinese Wushu Association shall have a secretariat (office). Under the leadership of the chairman and vice-chairman, the Secretary-General is responsible for handling the daily work of the Association.

Article 27 The Chinese Wushu Association consists of coaches' committee, referees' committee, scientific research committee, news committee, industrial development committee, traditional Wushu committee, national Wushu school work steering committee and other professional committees. Each committee has 1 director, 2 to 5 deputy directors and several members. The candidates for the chairman, vice-chairmen and members of each committee shall be proposed by the Secretary-General in consultation with relevant parties and submitted to the Standing Committee for discussion and determination. All professional committees shall formulate their duties according to the articles of association of the Chinese Wushu Association, and report them to the chairman's office for approval before implementation.

Article 28 The Chinese Wushu Association shall have an honorary chairman, honorary advisers, consultants and honorary members.

Honorary chairman, honorary consultant and consultant are recommended and hired by the Standing Committee;

Those who have been engaged in martial arts for a long time, have great influence in the field of martial arts, and have made outstanding contributions to the cause of martial arts. Those who are over 65 years old can be awarded the title of honorary member. Twenty-ninth sources of funds of the Association:

(1) membership fees;

(2) donation;

(3) government funding;

(4) Income from activities or services provided within the business scope of this Association;

(5) interest;

(6) Other lawful income.

Thirtieth groups in accordance with the relevant provisions of the state to collect membership fees.

Article 31 the funds of this association must be used for the business scope and career development as stipulated in the articles of association, and shall not be distributed among members.

Article 32 An association shall establish a strict financial management system to ensure the legality, truthfulness, accuracy and completeness of accounting information.

Article 33 An association shall be equipped with accountants with professional qualifications. Accounting personnel shall not concurrently serve as cashiers. Accountants must conduct accounting and exercise accounting supervision. When an accountant transfers his job or leaves his post, he must go through the handover procedures with the recipient.

Article 34 The asset management of this Association must implement the financial management system stipulated by the state and accept the supervision of the members' congress and the financial department. If the source of assets belongs to the state appropriation or social donation or subsidy, it must accept the supervision of audit institutions and publish relevant information to the society in an appropriate way.

Article 35 Before a group changes or changes its legal representative, it must accept the financial audit organized by the registration authority of the association and the competent business unit.

Article 36 No unit or individual may occupy, privately divide or misappropriate the assets of this Association.

Article 37 The wages, insurance and welfare benefits of the full-time staff of this Association shall be implemented with reference to the provisions of relevant state institutions.

Article 38 The flag and emblem of the Chinese Wushu Association shall be examined and approved by the members' congress and announced. Thirty-ninth amendments to the articles of association of this association must be approved by the Standing Committee and reported to the members' congress for deliberation.

Article 40 The revised articles of association of the Association shall come into effect within 15 days after being approved by the members' congress, examined and approved by the competent business unit and reported to the registration administration organ of the Association. Article 41 When an association terminates or disbands itself or needs to be cancelled due to division or merger, the Standing Committee shall propose a termination motion.

Article 42 The motion to terminate this Association shall be approved by the members' congress and submitted to the competent business unit for examination and approval.

Forty-third before the termination of this association, a liquidation organization shall be established under the guidance of the competent business unit and relevant authorities to clean up the creditor's rights and debts and deal with the aftermath. During the liquidation period, no activities other than liquidation shall be carried out.

Article 44 this association shall be terminated after the cancellation of registration by the association registration authority.

Article 45 The remaining property after the termination of this Association shall be used for the development of undertakings related to the purpose of this Association under the supervision of the competent business units and the registration and administration organs of associations in accordance with the relevant provisions of the state. Article 46 Without permission, no unit, organization, association or individual may copy or use the name of the association and the special signs related to the name of the association (such as the emblem and flag).

Article 47 Membership cards and segment cards of the Association shall be uniformly produced and distributed by the office authorized by the chairman's office meeting, and no unit, organization, association or individual may copy them.

Article 49 The power to interpret the Articles of Association belongs to the Standing Committee.
