Regulations on the Protection of Suzhou National Historical and Cultural City

Chapter I General Provisions Article 1 In order to strengthen the protection of Suzhou, a national historical and cultural city, and to inherit and carry forward excellent traditional culture, According to People's Republic of China (PRC) Urban and Rural Planning Law, People's Republic of China (PRC) Cultural Relics Protection Law, People's Republic of China (PRC) Cultural Relics Protection Law, People's Republic of China (PRC) Cultural Relics Protection Law, People's Republic of China (PRC) Cultural Relics Protection Law, People's Republic of China (PRC) Cultural Relics Protection Law, People's Republic of China (PRC) Cultural Relics Protection Law, People's Republic of China (PRC) Cultural Relics Protection Law, Cultural Relics Protection Law of the People's Republic of China, These regulations are formulated in accordance with the Law of People's Republic of China (PRC) on the Protection of Cultural Relics, the Law of People's Republic of China (PRC) on the Protection of Cultural Relics, the Law of People's Republic of China (PRC) on the Protection of Cultural Relics, the Law of People's Republic of China (PRC) on the Protection of Cultural Relics, the Law of People's Republic of China (PRC) on the Protection of Cultural Relics, the Law of People's Republic of China (PRC) on the Protection of Cultural Relics, the Law of People's Republic of China (PRC) on the Protection of Cultural Relics and the Law of the People's Republic of China. Article 2 These Regulations shall apply to the planning, protection, management and utilization of Suzhou as a national historical and cultural city.

The key point of Suzhou's national historical and cultural city protection is the historical city. The specific scope of the historical city is the first city (the ancient city in the moat), the second line (the Shantang line and the Shangtang line) and three pieces (the Tiger Hill piece, the Xiyuan Liuyuan piece and the Hanshan Temple piece) determined by the protection plan of Suzhou's historical and cultural city.

The protection objects of Suzhou National Historical and Cultural City include the overall pattern and features of historical cities, historical and cultural blocks, historical lots, water systems, cultural relics protection units, underground cultural relics burial areas, Suzhou gardens, ancient buildings, ancient city walls, traditional houses, ancient and famous trees, Wu culture place names, industrial heritage, traditional industries, intangible cultural heritage and other protection objects stipulated by laws and regulations.

Where laws and regulations have other provisions on the protection of cultural relics, Suzhou gardens, ancient buildings, ancient city walls, ancient and famous trees, Wu culture place names and intangible cultural heritage within the protection scope of Suzhou national historical and cultural city, those provisions shall prevail. Article 3 The protection of Suzhou's national historical and cultural city should follow the principles of giving priority to protection, scientific planning, rational utilization and coordinated development, correctly handle the relationship between economic and social development and historical and cultural protection, maintain and continue the traditional pattern and historical features of the historical and cultural city, protect the interdependent natural and cultural landscapes, and safeguard the authenticity and integrity of historical and cultural heritage. And build a historical and cultural city that can not only continue traditional culture, but also meet the functional needs of modern cities and meet the needs of modern life. Article 4 The Municipal People's Government shall be responsible for the protection of Suzhou, a famous national historical and cultural city, and incorporate it into the national economic and social development plan.

The protection of historic cities is organized and implemented by the gusu district Municipal People's Government.

The protection of other areas outside the historical city shall be organized and implemented by the local district people's government. Article 5 The Municipal People's Government shall set up a deliberation and coordination body for the protection of Suzhou National Historical and Cultural City, which shall be responsible for the overall planning, guidance, coordination and supervision of the protection work and perform the following specific duties:

(1) To study major policies and measures for protection, management and utilization;

(two) review the relevant protection planning;

(three) to supervise the implementation and use of special funds for protection;

(four) review the protection list and adjustment plan;

(five) to study and demonstrate major construction projects, and to examine and solve major problems in the protection work;

(six) to guide and coordinate the handling of major emergencies in protection work;

(seven) to guide, coordinate and urge the member units to carry out protection work;

(eight) other duties entrusted by the Municipal People's government.

Suzhou national historical and cultural city protection deliberation and coordination mechanism is composed of the responsible persons of the Municipal People's Government and its relevant departments and gusu district and other relevant district people's governments, and its mode of production, term of office and rules of procedure are determined by the Municipal People's Government. Article 6 The office of Suzhou National Historical and Cultural City Protection Review Coordination Agency is located in gusu district Municipal People's Government, and is specifically responsible for the following work:

(a) to organize the formulation of the protection list and the adjustment plan;

(two) to publicize and implement the laws and regulations on the protection of historical and cultural cities;

(three) organize or assist the relevant departments to carry out investigation and study on the protection of historical and cultural cities, and collect and sort out information;

(4) Organizing education, training, academic research and foreign exchanges for the protection of historical and cultural cities;

(five) other duties entrusted by the Suzhou national historical and cultural city protection deliberation and coordination mechanism. Article 7 The municipal competent department of urban and rural planning shall be responsible for the preparation of relevant protection plans and the supervision and management of their implementation.

The municipal cultural (cultural relics) department is responsible for the supervision and management of the protection of cultural relics, ancient buildings, ancient city walls and intangible cultural heritage.

Landscaping, water conservancy (water), civil affairs, housing and urban and rural construction, city appearance and municipal (urban management), public security, transportation and other departments shall, according to their respective responsibilities, do a good job in the protection of Suzhou's national historical and cultural city. Article 8 The Municipal People's Government shall, in accordance with the principle of giving priority to blocks and combining blocks, formulate specific measures, reasonably define the relevant protection responsibilities of the Municipal and gusu district Municipal People's governments and their departments, and promote the downward shift of management focus and management power.

Gusu district Municipal People's Government shall implement the responsibility of protection to its subordinate departments and sub-district offices, and do a good job in comprehensive administrative law enforcement according to law. Article 9 The Municipal People's Government shall set up an Expert Advisory Committee on the Protection of Suzhou National Historical and Cultural City. The Expert Advisory Committee participates in the consultation and performance evaluation of major issues such as protection planning, protection list and construction management, and provides protection management countermeasures and suggestions.

The Municipal People's Government and the gusu district Municipal People's Government shall establish and improve the hearing system for major issues concerning the protection of Suzhou's national historical and cultural city. Hearing on major issues such as protection planning, determination of historical sites and protection list of traditional houses shall invite experts and the public to participate. The results of the hearing should serve as an important reference for decision-making on major issues.
