Guaranteed acquisition hours of wind power in Jilin Province in 2022
"As the core measure to implement the Management Measures for Full Guaranteed Acquisition of Renewable Energy Power Generation issued on March 24 this year, the Notice provides concrete measures and means for implementing the full guaranteed acquisition stipulated in the Renewable Energy Law." Qin Haiyan, Secretary-General of Wind Energy Professional Committee of China Renewable Energy Society, analyzed the business report of 2 1 century, which also provided a legal basis for the rights protection of "abandoning wind and light" enterprises.
However, although the state has always encouraged the development of new energy sources in policy, in practice, the phenomenon of "abandoning wind and light" is very serious.
Take wind power as an example. Statistics show that in the first quarter of this year, the situation of abandoning the wind in China has become more and more serious. Electricity consumption for abandoned wind 192 billion kwh, up 8.5 billion kwh year-on-year, more than half of the total abandoned wind last year. The average abandonment rate was 26%, up 7 percentage points year-on-year. The average wind abandonment rate in the "Three North" area is close to 40%.
Shi, a researcher at Energy Institute of National Development and Reform Commission, analyzed the 2 1 century business report. If the notice can be implemented, it will play a great role in alleviating "abandoning the wind and abandoning the light", but it remains to be seen whether it can be well implemented at the local level.
