Principles and methods for promoting international cooperation in addressing non-traditional security issues

Non-traditional security issues are new security threats from broader

fields such as economy, society, environment, ecology, culture and information, which are different from traditional security.

Principles Methods

(a) Dealing with transnational issues requires transnational cooperation. In view of the transnational and transregional nature of non-traditional security issues, only by strengthening mutual coordination and developing international and regional cooperation can countries effectively address the new challenges posed by non-traditional security issues.

(2) Non-traditional security threats cover a wide range of areas and require the comprehensive use of political, economic, diplomatic, legal, scientific and technological means to deal with them, as well as the adoption of various forms of cooperation in accordance with actual needs and gradual progress.

(3) The solution to non-traditional security problems should emphasize prevention, starting with the eradication of poverty and the establishment of a new, just and reasonable international order, so as to prevent non-traditional security problems from festering and spreading.

(d) Non-traditional security issues and traditional security issues are intertwined and mutually transforming. The resolution of the latter will help promote the former.

(v) To carry out non-traditional security cooperation, we should adhere to the principles of respect for sovereignty and non-interference in each other's internal affairs, establish a new security concept centered on mutual trust, mutual benefit, equality and cooperation, and seek security with mutual trust and cooperation with mutual benefit.
