Article 12 The State improves the system of collective property rights in rural areas, enhances the vitality of the development of the rural collectively owned economy, promotes the preservation of and appreciation of the value of collective assets, and ensures that farmers are benefited.

The people's governments at all levels shall adhere to the principle of taking farmers as the main body and relying on the advantageous characteristic resources of the countryside, support and promote the integrated development of one, two or three industries in the countryside, promote the establishment of a modern agricultural industrial system, production system and business system, promote the construction of digital countryside, cultivate new industries, new forms and new modes and new agricultural business main bodies, and promote the organic convergence of the development of small farmers and modern agriculture.

Article 13 The State shall take measures to optimize the layout of agricultural productivity, promote agricultural structural adjustment, develop industries with advantageous characteristics, ensure the effective supply and quality and safety of grain and important agricultural products, promote the cultivation of superior varieties, quality enhancement, branding and standardized production, promote the opening up of agriculture to the outside world, and improve the quality, efficiency and competitiveness of agriculture.

Article 16 The state takes measures to strengthen agricultural science and technology innovation, cultivate the main body of innovation, build an enterprise-oriented, industry-university-research synergistic innovation mechanism, strengthen the innovation capacity of institutions of higher learning, scientific research institutes, agricultural enterprises, the establishment of innovation platforms, strengthen the research and development of new varieties, new technologies, new equipment, new products, and strengthen the protection of intellectual property rights in agriculture, and to promote the bio-planting industry, intelligent agriculture, facility-based agriculture, agricultural processing, green agricultural inputs and other areas of innovation, building a modern agricultural industrial technology system, and promoting innovation-driven development in agriculture and rural areas.

The state improves the system of evaluation of agricultural research projects, evaluation of talents, and protection of property rights of achievements, guarantees investment in basic and public welfare research in agricultural science and technology, and stimulates the enthusiasm of agricultural scientists and technicians for innovation.
