Regulations on Urban Heating in Changji Hui Autonomous Prefecture (revised in 2022)

Chapter I General Provisions Article 1 In order to ensure winter heating in cities and towns, standardize heating management, safeguard the legitimate rights and interests of heat users and heating units, develop heating undertakings, protect the environment and save energy, these Regulations are formulated in accordance with the Regulations of Xinjiang Uygur Autonomous Region on Municipal Public Utilities Franchise and relevant laws and regulations, and in combination with the actual situation of Autonomous Prefecture. Article 2 These Regulations shall apply to the planning, construction, operation and management of urban heating and heat use within the administrative area of Autonomous Prefecture. Article 3 The term "urban heating" as mentioned in these Regulations refers to the act of providing hot water and hot steam generated by cogeneration, regional boilers, geothermal, electric heating and other heat sources to heat users for production and life through pipe networks. Article 4 Urban heating management in Autonomous Prefecture shall follow the principles of unified planning, rational layout, territorial management, ensuring safety, fairness and reasonableness, promoting energy conservation and environmental protection, and optimizing resource allocation.

Urban heating in Autonomous Prefecture is mainly based on cogeneration and central heating, supplemented by other heating; We will implement a system with state-owned holding as the main body and diversified investment. Article 5 The people's governments of autonomous prefectures, counties (cities) and towns shall strengthen their leadership in the management of urban heating within their respective administrative areas.

The administrative department of heating industry determined by the competent department of housing and urban-rural construction of Autonomous Prefecture and the county (city) people's government shall be responsible for the supervision and management of urban heating within their respective administrative areas.

Natural resources, development and reform, industry and information technology, finance, ecological environment, market supervision, public security, civil affairs, human resources and social security departments. In accordance with their respective responsibilities, the competent department of housing and urban-rural construction is responsible for the management of urban heating. Article 6 The people's governments of autonomous prefectures and counties (cities) encourage heating units to adopt clean energy and renewable energy with little pollution, low energy consumption, safe operation and advanced technology as heating sources. Strictly control new heating projects with high energy consumption and high pollution. Popularize new technologies and processes of energy conservation and environmental protection, improve the technical level and service level of heating management, and ensure balanced, stable and on-demand heating. Seventh autonomous prefectures and counties (cities) people's governments and heating units shall establish and improve the security system of heating energy supply, heating emergency rescue, accident emergency treatment and standby heat source construction. Article 8 The people's governments of autonomous prefectures and counties (cities) shall commend and reward the units and individuals that have made remarkable achievements in urban heating work. Chapter II Planning and Construction Article 9 The competent department of housing and urban-rural construction of counties (cities) shall, jointly with the natural resources departments at the same level, organize the preparation of special heating plans according to the local socio-economic development and the overall planning of land and space, and organize their implementation after being reported to the people's government at the same level for approval. Tenth new construction, renovation and expansion of urban heating facilities, the construction unit shall prepare environmental impact assessment documents in accordance with the law, after the approval of the competent department of ecological environment with the power of examination and approval, the construction can be started. Eleventh autonomous prefectures and counties (cities) housing and urban construction departments shall, according to the special heating planning, divide the heating range according to the heating capacity of each heat source. Within the scope of laying urban public heating pipe network, it is no longer approved to build or expand regional boiler heating. Twelfth construction units in the heating construction project before the project, should be put forward to the local housing and urban construction departments in charge of heat demand. The competent department of housing and urban and rural construction shall determine the heating unit and heating scheme according to the special heating planning and heating load.

The construction unit shall organize the design and construction of heating construction projects in accordance with the heating scheme. Thirteenth autonomous prefectures and counties (cities) natural resources departments in the examination and approval of land for construction projects, should be in accordance with the special heating planning to reserve urban heating infrastructure construction land. Fourteenth new heating buildings should be supporting the construction of heating facilities. The primary pipe network, the heat exchange station and the supporting pipe network at the interface between the outlet of the heat exchange station and the building red line are invested and constructed by the heating unit; Auxiliary heating facilities such as secondary pipe network within the building red line are invested and built by the construction unit.

The construction of heating facilities such as secondary pipe network within the building red line should be established as an independent unit project and implemented in accordance with the basic construction procedures of the project.

New heating buildings should be equipped with heating metering system; Existing heating buildings without heating metering system or energy saving is not up to standard, should be transformed in accordance with the norms. Fifteenth heating pipe network needs to pass through units or residential buildings, the relevant units and individuals shall cooperate.

If buildings or other facilities are damaged during the construction of heating facilities, the construction unit of heating facilities shall repair them; If it cannot be repaired, it shall be compensated. Sixteenth new and existing building renovation heating metering system, should meet the requirements of metering, meter reading, sharing, charging and network automation monitoring and management.

The selection of heating metering methods shall conform to national standards, industry standards and local standards, and match the heating metering system of heating units.

As an energy-saving sub-project, heating metering project should pass the acceptance of energy-saving sub-project. Heating units shall participate in the acceptance of energy-saving divisions, and the competent departments of housing and urban and rural construction shall supervise the acceptance of energy-saving divisions. Without acceptance or unqualified acceptance, it shall not be put into use. After the completion and acceptance of the heating metering project, the heating unit is responsible for the management and maintenance. Article 17 New and original heat sources, main networks and heat exchange stations shall meet the system energy-saving requirements of water-saving, electricity-saving and coal-saving, and meet the functions of heating metering, climate compensation, on-demand heating, balance control and other network monitoring and management conditions.
