Interim Provisions of Shenzhen Municipality on Continuing Education for Primary and Secondary School Teachers

Chapter I General Provisions Article 1 In order to improve the quality of primary and secondary school teachers and meet the needs of the reform and development of basic education in Shenzhen, these Interim Provisions are formulated in accordance with the Education Law of the People's Republic of China, the Teachers Law of People's Republic of China (PRC) and Several Provisions of Shenzhen Special Economic Zone on Implementing the Teachers Law of People's Republic of China (PRC). Article 2 The continuing education of primary and secondary school teachers mainly refers to the continuing education to improve the ideological and political quality, professional ethics and cultural and professional quality of in-service primary and secondary school teachers who have obtained teacher qualifications. Article 3 Primary and secondary school teachers have the right to participate in continuing education. Education administrative departments at all levels and all kinds of primary and secondary schools and kindergartens should create a cultural guarantee. It is the obligation of primary and secondary school teachers to take part in advanced studies, and teachers should consciously take part in advanced studies and perform their duties. Article 4 Primary and secondary school teachers should teach according to needs, combine learning with application, adjust measures to local conditions, give priority to amateur, self-study and short-term study, take various forms simultaneously, and pay attention to quality and effectiveness. Fifth primary and secondary school teachers' continuing education shall be subject to the management system of five-year cycle and assessment by academic year. The time and requirements for primary and secondary school teachers to participate in all kinds of training in a cycle should be appropriate.

Seventh primary and secondary school teachers' continuing education is mainly divided into the following categories:

(A) new teacher training

As a new teacher, all kinds of college graduates must participate in the training focusing on cultivating the practical ability of education and teaching during the probation period. Among them, the training time for normal graduates is not less than 60 hours, and the training time for non-normal graduates is not less than 120 hours.

Teachers' vocational training

All in-service primary and secondary school teachers with teacher positions should participate in corresponding teacher post training according to different post requirements.

The cumulative time for teachers to participate in on-the-job training is not less than 300 hours every five years and not less than 60 hours per academic year, of which 12 hours is the business study organized by our school and 48 hours is the concentrated study organized by training institutions.

Teachers' completion of on-the-job training is a necessary condition for promotion.

(3) Training of key teachers

Through seminars, tutorial courses, project research and other forms, young and middle-aged teachers with good ideological and political and professional quality are selected to participate in the training, with the aim of cultivating key teachers.

The training time of backbone teacher trainers is not less than 350 hours every five years and not less than 70 hours per academic year, including 20 hours of business study organized by our school and 50 hours of courses offered by training institutions.

Teachers' continuing education

Young and middle-aged teachers with qualified academic qualifications can also participate in higher education or secondary education.

On-the-job primary and secondary school teachers with teacher positions may be exempted from participating in other types of further training in the same period if they participate in any of the above-mentioned training items (2), (3) and (4). Article 8 Teachers' on-the-job training should combine compulsory courses, limited courses and elective courses, and combine special research, special lectures and practice summary to ensure teaching quality.

The contents and lecturers of teachers' refresher courses should be carefully evaluated and audited; City and district education administrative departments should pay attention to listen to opinions, conduct evaluation and inspection, and constantly improve the quality of training. Chapter III Organization and Management Article 9 The continuing training of primary and secondary school teachers shall be planned and managed by the municipal and district education bureaus. Training involving teachers organized by other departments must be arranged by the education department to ensure the normal teaching order of the school. Under the guidance of the higher education administrative department, the municipal and district education bureaus are specifically responsible for the following matters: (1) formulating relevant policies and regulations for the continuing education of primary and secondary school teachers; (two) the construction and improvement of teacher training base and training network; (three) to supervise and guide teachers' continuing education; (four) to raise and implement funds for teachers' continuing education; (five) to organize the implementation of the teacher training plan, hold regular meetings on teachers' work, and deploy, inspect and summarize the training of primary and secondary school teachers. Article 10 Shenzhen Institute of Education and teachers' continuing education schools (training centers) in various districts are the main bases for continuing education of primary and secondary school teachers in Shenzhen, and are responsible for making training plans, implementing courses and lecturers, and organizing teaching and assessment. Relevant institutions of higher learning in the city can undertake the further training tasks of some primary and secondary school teachers under the overall arrangement of the Municipal Education Bureau. Shenzhen Institute of Education mainly trains middle school teachers, and teachers' further education schools (training centers) in all districts mainly train primary school and kindergarten teachers in their own districts. All primary and secondary schools and kindergartens should assist city and district training institutions to implement teachers' continuing education plans and promote teachers' continuing education.

Combine full-time and part-time jobs to strengthen the construction of teachers' further education. City and district training institutions should jointly run schools with domestic and foreign universities (including key normal universities) to improve the quality of training. Eleventh primary and secondary schools and kindergartens should arrange teachers to participate in the business study organized by the school in a planned way, and actively carry out various forms of teacher training activities in the school.
