Article 3 All units and individuals engaged in highway passenger transport must abide by the relevant laws and regulations of the state and the relevant provisions of the transportation departments. Article 4 Highway transport management departments at all levels shall exercise the government's management functions on highway passenger transport and be responsible for the implementation of these Measures. Chapter II Administration of Opening and Closing Article 5 Units and individuals must first apply to the local transportation administrative department at or above the county level (including the county level, the same below) and obtain the approval of the municipal transportation administrative department with districts before purchasing. Article 6 Units and individuals applying for engaging in commercial highway passenger transport shall meet the following conditions:

1. The vehicles and drivers have passed the examination by the public security vehicle management department, and the licenses are complete and valid, and the vehicle condition conforms to the provisions of the Passenger Transport Management Regulations;

2. The application route should have a relatively stable passenger flow;

3. Having funds commensurate with the scale of operation;

4. Passenger service enterprises shall have parking and departure sites, ticketing and waiting facilities, luggage consignment facilities and station operators that are suitable for their business scale. Article 7 An application for engaging in commercial highway passenger transport shall be handled in accordance with the following procedures:

1, fill in the application form for business opening approval with the certificate of the competent department or township (street) government and the car purchase procedures approved by the transportation management department, report it to the transportation management department at or above the county level for approval, and issue a business license.

2. Apply to the administrative department for industry and commerce for registration with the business license; After examination and approval, a business license shall be issued before operation.

3, with the business license to the tax department for tax registration, to the insurance department for insurance registration.

4, with the above procedures, to the transportation department for road transport business license. Article 8 Passenger cars of non-road transport enterprises and institutions shall not engage in commercial road passenger transport. When it is really necessary, it must be reported to the transportation management department for approval, and it is only allowed to operate in the local and municipal districts. Party and government organs, social organizations and military buses are not allowed to engage in commercial highway passenger transport; It is forbidden to use tractors and two-wheeled motorcycles to operate highway passenger transport. Article 9 Where a highway passenger transport business unit needs to suspend business, it shall submit an application report to the originally approved transportation administrative department and the industrial and commercial administrative department 30 days ago, and cancel its registration after examination and approval. Chapter III Operation and Management Article 10 When examining and approving routes, highway transportation management departments should pay attention to a reasonable division of labor. Article 11 Highway passenger transport shall be managed at different levels. According to the business scope, it is divided into: within the county, it is approved by the county transportation management department; Within the territory of a city divided into districts, it shall be examined and approved by the administrative department of transportation of the city divided into districts; Across the districts of the city, by the relevant districts of the city transportation management department for consultation and approval; Inter-provincial (autonomous regions and municipalities directly under the Central Government, the same below) shall be negotiated and approved by the province and the relevant provincial transportation administrative departments.

Operators shall not arbitrarily change the operating routes, sites and shifts approved by the transportation management department. If changes are needed, an application must be made to the local transportation management department 30 days in advance, and changes can only be made after approval. The specific extraction ratio of each bus station shall be approved by the commercial price department of the municipal transportation department with districts. Thirteenth highway passenger transport should be based on passenger flow and adhere to the principle of convenience for passengers, and actively open up long-distance buses and direct buses between provinces and cities and districts and cities.

Passenger buses passing through our province from other provinces shall be registered with the provincial administrative department of transportation at the place of registration, and the provincial administrative department of transportation shall arrange routes and stops. Fares for tricycles and people-animal-drawn vehicles engaged in short-distance passenger transport in cities and towns shall be formulated by the transportation departments of all districts and cities jointly with the price departments, and reported to the Provincial Communications Department and the Price Bureau for the record. Seventeenth road transport management departments at all levels should strengthen the management of bills, improve the ticket account card and management system, so that timely receipt and delivery procedures are correct and checked. Chapter V Supervision, Inspection and Punishment Article 18 Highway transport administrative departments, industrial and commercial administrative departments and price departments at all levels shall strengthen the management of highway passenger transport, and supervise and inspect the implementation of business licenses, business routes, passenger transport discipline, passenger transport order, service quality, ticket use, fees and transport prices, policies, regulations and decrees.
