China Producers' Party formally put forward the organizational principle of inner-party democratic centralism at the Fifth Party Congress.

The Fifth National Congress of the Communist Party of China (CPC) was held when Chen Duxiu's right opportunism was dominant. Although the Fifth Congress of the Communist Party of China (CPC) criticized Chen Duxiu's mistakes, it did not give practical answers to the urgent and important questions such as how the proletariat fought for leadership, how to lead the peasants to carry out the agrarian revolution, how to treat the Wuhan National Government and the Kuomintang, and especially how to establish the revolutionary armed forces of the Party.

Therefore, at the critical moment of life and death, it is difficult to shoulder the heavy responsibility of saving the Great Revolution. Three months later, the August 7th meeting really put an end to the right opportunist mistakes made by the Central Committee and formulated the correct policies for the agrarian revolution and armed uprising.

Party constitution stipulated that democratic centralism has six basic principles:

(1) party member personally obeys the Party's organization, the minority obeys the majority, the subordinate organizations obey the superior organizations, and all Party organizations and all party member obey the Party's National Congress and the Central Committee.

(2) The leading organs of the Party at all levels, except their representative organs and leading bodies in non-party organizations, are all elected.

(3) The highest leading organs of the Party are the National Congress and the Central Committee of the Party. The local leading organs of the Party at all levels are the local Party congresses and their committees. Party committees at all levels are responsible to the congresses at the same level and report their work.

(4) The Party's higher-level organizations should always listen to the opinions of lower-level organizations and the masses in party member, and solve their problems in time. The party's lower organizations should not only ask for instructions and report their work to the higher organizations, but also independently and responsibly solve problems within their own responsibilities. The superior and subordinate organizations should exchange information, support and supervise each other. Party organizations at all levels should let party member know more about and participate in party affairs.

(5) Party committees at all levels implement the system of combining collective leadership with individual responsibility. All major issues should be decided by the Party committee through collective discussion in accordance with the principles of collective leadership, democratic centralism, individual deliberation and meeting decision. Members should conscientiously perform their duties according to the collective decision and division of labor.

(6) The Party prohibits any form of personal worship. We must ensure that the activities of party leaders are supervised by the party and the people, and at the same time safeguard the prestige of all leaders representing the interests of the party and the people.
