Nowadays, the intelligent construction of coal mines is in full swing. From the central government to the local government, relevant policies have been issued frequently, which sounded the horn of intelligent development of coal mines.

A few days ago, in order to promote the integrated development of intelligent technology and coal industry, give play to the leading role of intelligent demonstration coal mines, speed up the intelligent construction of coal mines, and improve the safety production level of coal mines, the National Energy Administration and the State Administration of Coal Mine Safety jointly issued the Notice on Recommending the First Batch of Intelligent Demonstration Coal Mines (hereinafter referred to as the Notice), proposing to build various types and modes of intelligent demonstration coal mines by the end of 20021year.

It is understood that the coal industry, as an important traditional energy industry in China, is an important part of China's national economy, and its intelligent construction is directly related to the process of China's national economy and social intelligence. For the construction of intelligent demonstration coal mines, the Guiding Opinions on Accelerating the Intelligent Development of Coal Mines (hereinafter referred to as the Guiding Opinions) jointly issued by the National Development and Reform Commission and the National Energy Administration in February this year was also inked. According to the occurrence conditions of coal seams in different mining areas in China, the Guiding Opinions put forward the formulation and implementation of scientific, reasonable and advanced intelligent construction scheme for coal mines from the aspects of construction concept, system architecture, intelligent technology and equipment, comprehensive management and economic investment. Focus on promoting the systematic and intelligent construction of large coal mines, give priority to intelligent mining (stripping) and robots replacing dangerous posts in mines with serious disasters such as rock burst, coal and gas outburst, and build a number of intelligent demonstrations.

Focus on the content of this notice. The reporter found out that the "Notice" proposed to carry out the construction of the first batch of intelligent demonstration coal mines in accordance with the principle of "voluntary enterprise, local recommendation and government guidance", and arranged and deployed the specific work of the first batch of intelligent demonstration coal mines from multiple dimensions such as recommendation principles and recommendation targets.

For example, the "Notice" proposes that the recommended targets should be normal production coal mines and new (including reconstruction and expansion) coal mines, and encourage coal mines that have obtained provincial-level intelligent demonstration coal mine construction pilots to declare. At the same time, provincial energy authorities, coal mine safety supervision departments and relevant central enterprises should attach great importance to the recommendation of intelligent demonstration coal mines, highlighting the typicality and representativeness of different types of coal mines. The recommended number should follow the following principles: 6 provinces and regions with a production capacity of over 500 million tons, 3 provinces and regions with a production capacity of 654.38+100-500 million tons, and 2 provinces and regions with a production capacity of 0.5-654.38+100 million tons. There are 6 central enterprises with a production capacity of over 200 million tons and 2 central enterprises with a production capacity of less than 200 million tons.

In addition, the notice also put forward corresponding recommendation conditions for different types of coal mines such as underground production mines, open-pit production mines and new (including reconstruction and expansion) coal mines, and clarified the work requirements and procedures for recommending demonstration coal mines.

Intelligent coal mine is an important means to solve the problem of industry development, which is of great significance to the development of intelligent coal mine. The Guiding Opinions clearly pointed out that coal mine intelligence is the core technical support for the high-quality development of the coal industry, which deeply integrates artificial intelligence, industrial Internet of Things, cloud computing, big data, robots, intelligent equipment and modern coal development and utilization to form an intelligent system with comprehensive perception, real-time interconnection, analysis and decision-making, autonomous learning, dynamic prediction and collaborative control. It is of great significance to realize the intelligent operation of coal mine development, mining (stripping), transportation, ventilation, washing, safety guarantee and management. Improve the safety production level of coal mines and ensure the stable supply of coal.

In this regard, Liu Feng, vice-president of China Coal Industry Association and chairman of China Coal Society, pointed out at the recent forum on coal mine intelligent technology innovation that coal mine intelligence represents the development direction of advanced coal productivity. Safe, green and intelligent mining and clean, efficient and low-carbon utilization of coal are the main direction of building a modern coal economic system and realizing the high-quality development of coal industry, and are the inevitable choices to improve the quality of energy supply and promote the energy revolution.

In addition, in Liu Feng's view, the development of coal industry is facing difficulties such as insufficient advanced production capacity and ecological environment constraints, and coal mine intelligence is an important means to solve the development problems of the industry.

For example, in terms of green development, Liu Feng said that the intelligent green development of coal resources can not only cope with the harsh mining environment brought about by the increase in mining depth and efficiently mine mineral resources, but also promote the organic integration of Jinshan Yinshan and green hills, forming a mining development model with new era characteristics.

At the same time, Liu Feng introduced that China's coal enterprises are in the stage of transformation from labor-intensive to talent-intensive technology, and there are more front-line workers in production, so it is difficult to ensure production safety. Intelligent coal mine aims at unmanned or few people mining, which greatly improves production efficiency, minimizes the number of workers on site, and realizes the goal of "no one is safe, few people are safe".

Many provinces actively promote the construction of intelligent demonstration coal mines. In addition to the Guiding Opinions, in recent years, China has also issued a number of policies, such as the New Generation Artificial Intelligence Development Plan and the Key R&D Catalogue of Coal Mine Robots, to promote the intelligent development of coal mines. In addition, Shanxi, Henan, Inner Mongolia and other major coal-producing provinces (regions) have also issued relevant implementation plans and opinions on the intelligent construction of coal mines according to their actual conditions.

The reporter found that many words such as "demonstration construction" and "demonstration leading" appeared in the relevant documents of coal mine intelligence in various provinces.

For example, in May this year, Shanxi Provincial Energy Bureau, Shanxi Provincial Development and Reform Commission and other departments studied and issued the "Implementation Opinions on Intelligent Construction of Coal Mines in Shanxi Province", proposing to adhere to the combination of typical demonstration and comprehensive promotion. Through the pilot first, the demonstration and leading effect will be produced, and the replicable intelligent mining mode, applicable equipment and management experience will be condensed and fully promoted.

In July, Guizhou Provincial Energy Bureau and Guizhou Provincial Development and Reform Commission jointly issued the Implementation Plan for Intelligent Development of Coal Mines in Guizhou Province (2020~2025), which clearly stated that demonstration construction of intelligent coal mines should be carried out. Strengthen the construction of intelligent fully mechanized mining face, and actively carry out the construction of intelligent fully mechanized mining face and coal mine robot engineering test. By the end of 2020, we will strive to build new intelligent mining demonstration working faces 10, promote the field application of underground robots, and start at least 1 intelligent coal mine construction demonstration projects.

In August, the Development and Reform Commission of Ningxia Hui Autonomous Region, the Emergency Management Department of the Autonomous Region, the Ningxia Coal Mine Safety Supervision Bureau and other departments jointly issued the Implementation Plan for Intelligent Development of Coal Mines in Ningxia Hui Autonomous Region, proposing to build 1 intelligent demonstration coal mines by 202/kloc-0, and to build more than five intelligent fully mechanized mining demonstration faces, so as to realize less or no operation in fully mechanized mining faces, reduce tunneling faces and improve efficiency.

The close follow-up of the provinces has also made intelligent demonstration coal mines stand out. Regarding the construction goal of intelligent demonstration coal mines, the notice is clear, insisting on the supply-side structural reform as the main line, thoroughly implementing the relevant spirit of the central government on accelerating intelligent manufacturing, and organizing the construction of the first batch of intelligent demonstration coal mines. By the end of 20021,various types and modes of intelligent demonstration coal mines will be built. The technical system of information transmission and automatic operation in the main links of coal mine development design, geological guarantee, production and safety has been initially formed, and the unattended and remote monitoring of fixed posts in underground and open-pit coal mines has been basically realized, such as reducing the number of people in tunneling faces, improving efficiency, and fewer or no people in fully mechanized mining faces.
