Interpretation of the Detailed Rules for the Implementation of Appraisal and Evaluation in Zhejiang Province

1. The Detailed Rules for the Implementation of the Qualification Examination and Registration Management of TCM Experts in Zhejiang Province (hereinafter referred to as the Detailed Rules) was issued under the background of implementing the Law of People's Republic of China (PRC) on Traditional Chinese Medicine. According to the Law of People's Republic of China (PRC) on Medical Practitioners, the Measures for the Administration of the Registration of Medical Practitioners and the Interim Measures for the Administration of the Examination Registration of Doctors Specializing in Traditional Chinese Medicine (OrderNo. 15 of the National Health and Family Planning Commission) (hereinafter referred to as the Interim Measures), our province needs to issue detailed implementation rules to provide reference for further standardizing the examination management of doctors specializing in traditional Chinese medicine. At the same time, the "Implementation Rules" also announced to the public the qualification examination conditions and registration basis of professional and technical doctors of traditional Chinese medicine in our province, which is convenient for individuals to apply for the examination, and at the same time provides information for relevant medical institutions and doctors who have obtained qualification certificates to go through the practice registration procedures.

Two. Overview of the basic spirit of the implementation rules

The implementation rules stipulate the registration conditions and procedures. Those who meet the requirements of the detailed rules for implementation can register according to the process and participate in the qualification examination of Chinese medicine (specialist) doctors after passing the examination. The assessment content shall be implemented in accordance with the relevant provisions of the Interim Measures, and the practice registration of qualified doctors shall be implemented with reference to the relevant provisions of the Measures for the Administration of Physician Practice Registration. Chinese medicine (specialist) doctors will conduct regular assessment according to their professional level, work performance and professional ethics. The contents and methods of assessment will be implemented with reference to the current Detailed Rules for the Implementation of Regular Assessment of Physicians in Zhejiang Province, and no assessment management measures will be formulated separately.

Three. Significance of the promulgation of detailed rules for implementation

In the Interim Measures, the connection between the registration conditions, assessment procedures, practice registration and regular assessment basis, the former Ministry of Health Order No.52 and the Interim Measures has not been refined, and the provincial department in charge of traditional Chinese medicine has formulated the detailed rules for the implementation of the registration management of the qualification assessment of traditional Chinese medicine experts in this province according to the Measures. Therefore, the promulgation of "Detailed Rules for Implementation" can provide clear registration conditions and procedural information for people with expertise in Chinese medicine, and provide relevant policy basis for cities and counties (cities, districts) to carry out the registration management and regular assessment of Chinese medicine practitioners, which is a further deepening of administration according to law.

Fourth, how to link the old and new policies?

Decree No.52 of the former Ministry of Health continued to be implemented, and the original channels for teachers and professionals to obtain medical qualifications through the national unified examination remained unchanged. Before the implementation of the "Interim Measures", apprentices who have obtained the "Traditional Medicine Apprenticeship Certificate" issued by our province according to the provisions of Decree No.52 of the former Ministry of Health need to sign a contract and notarize it, and continue to study with the teacher for two years, and can provide the materials required by the "Detailed Rules for Implementation" to take the qualification examination for Chinese medicine professionals; Obtained the professional and technical certificate of traditional Chinese medicine issued by our province, and can provide the materials required by the implementation rules to apply for the qualification examination of professional and technical doctors of traditional Chinese medicine. Those who have obtained the apprenticeship certificate of traditional medical teachers in our province or the traditional medical skill appraisal certificate may also take the national doctor qualification examination in accordance with Decree No.52 of the former Ministry of Health.
