First, promote the clean and low-carbon energy structure, vigorously develop the low-carbon natural gas industry, speed up the layout of new and renewable energy sources such as hydrogen energy, wind energy, solar energy, geothermal energy and biomass energy, and realize the integrated development from traditional oil and gas energy to clean and comprehensive energy.

Second, vigorously improve energy efficiency, strengthen energy-saving management in the whole process, eliminate backward production capacity, greatly reduce the intensity of resource and energy consumption, comprehensively improve comprehensive utilization efficiency, and effectively control the total consumption of fossil energy.

The third is to improve the supply level of high-end petrochemical products, actively develop high-quality, durable and recyclable green petrochemical products, carry out ecological product design, increase the proportion of low-carbon raw materials, reduce the carbon footprint of products throughout their life cycle, and drive carbon emission reduction in upstream and downstream industrial chains.
