General situation of Shaanxi Huaguang Power Generation Co., Ltd.

Shanxi Huaguang Power Generation Co., Ltd. (hereinafter referred to as Huaguang Power Generation Company) is located in the east bank of the Yellow River, in the middle of Hedong coalfield, and in Liulin County, Luliang City, Shanxi Province, with convenient transportation and rich coal and water resources.

Huaguang Power Generation Company was established on September 27th, 2005. It is funded by Mengge International Energy Co., Ltd., China Huaneng Group Corporation and Shanxi Xishan Coal and Electricity Co., Ltd., with the contribution ratios of 50%, 40% and 10% respectively. Since its establishment, in accordance with the requirements of modern enterprise system, the company has established and improved the corporate governance structure, innovated the management system and mechanism, actively practiced the concept of enterprise capital operation management, learned from the international advanced project management methods and the "A, B" perspective system of technical management, made full use of socialized resources with large division of labor, and gave full play to the professional advantages of management, adopted the "intensive management terminal" management mode, and implemented the "general manager responsibility system" and "chief system of core positions".

The planned installed capacity of Huaguang Power Generation Company is 2×600MW+2×600MW. The project started construction on August 6th, 2005. The construction scale of this project is 2×600MW, and two domestic 600MW subcritical coal-fired air-cooled generating units are installed. Flue gas treatment adopts high-efficiency electrostatic precipitator and special desulfurization device, with a total investment of about 4.6 billion yuan, which was completed and put into operation in February 2008. The project construction actively explores and practices the advanced international project management methods, and adopts EPC general contracting mode for the first time in the 600,000-kilowatt large-capacity power generation project in China, which has achieved good integration with international practices. The successful implementation of the general contracting model for large-capacity power generation projects has played a positive role in deepening the reform of China's capital construction management system and accelerating the implementation of internationally mature construction management models.
