In August of the first year of Jian 'an in the Eastern Han Dynasty (196), Cao Cao joined Xian Di in Luoyang, Kyoto, and moved his capital to Xu Xian (now Xu Changdong, Henan), the last capital of the Han Dynasty.

During the Three Kingdoms period, Wei was called Yingchuan County, which belonged to Yuzhou. Jian 'an District, Yingshang County, Yanling County and Changshe County all belonged to Yingchuan County. Xuchang is one of the five capitals of Wei. In the second year of Wei Emperor (22 1), Cao Pi, Emperor Wen of Wei, changed Xu County to "Xuchang County" with the phrase "Han died in Xu, Wei Jichang died in Xu". The Western Jin Dynasty followed the Wei system. During the Eastern Jin Dynasty, sixteen northern countries were in melee, and the promised land was successively occupied by Hou Zhao, Yan Qian, Qian Qin, Hou Yan and Hou Qin.
