Chapter I General Provisions Article 1 In order to protect the universal postal service, strengthen the supervision and management of the postal market, safeguard the legitimate rights and interests of users, promote the healthy development of the postal industry, and adapt to the economic and social development and the needs of people's lives, in accordance with the "People's Republic of China *** and the State Postal Law" and other relevant laws, administrative regulations, and in conjunction with the actual situation of this province, to formulate the present regulations. Article 2 The planning, construction, service, market, safety and supervision and management of the postal industry within the administrative area of the province, the application of these regulations. Article III of the provincial postal administration is responsible for the province's universal postal service and postal market supervision and management.

Settlement of municipal postal administration is responsible for the administrative area of the universal postal service and postal market supervision and management.

The relevant departments of the people's governments at or above the county level shall, in accordance with their respective responsibilities, do a good job in the postal related work. Article IV The people's governments above the county level shall incorporate the development of the postal industry into the national economy and social development planning, accelerate the construction of postal facilities, improve the level of universal postal service, and encourage the development of express delivery enterprises to meet the needs of society. Article V postal enterprises, express delivery enterprises shall establish and improve the mail, express mail collection and delivery safety and security system, improve the quality of service, to provide users with rapid, accurate, safe and convenient service. Chapter II Planning and Construction Article 6 The people's governments at all levels shall postal industry development planning, postal infrastructure construction planning into urban and rural planning and land use planning, and the relevant departments to prepare the relevant special planning.

Preparation of detailed control planning, should include the postal industry development planning and postal infrastructure construction planning content, a clear independent occupation of postal business premises, mail, express mail processing and storage and transportation of the location and size of the premises to ensure that the construction of postal facilities to adapt to the needs of the development of the postal industry.

The construction of postal transportation network shall be incorporated into the planning of local comprehensive transportation system.

The construction of postal facilities in rural areas shall be incorporated into township and village planning. Article VII of the new urban development, transformation of old cities and villages and towns should be built in accordance with the standards of universal postal service, while planning, design and matching postal facilities and synchronized construction, acceptance. Urban built-up areas have postal facilities can not meet the requirements of universal postal service, should be included in the urban renewal program, expansion or reconstruction. Rural residents of concentrated areas should be set up post offices and other universal postal service facilities.

Train stations, airports, ports, coach stations, colleges and universities, urban communities, tourist attractions, large shopping malls and other public services, should be built to support postal facilities. Article VIII in accordance with the planning requirements for the construction of postal universal service facilities, built by the government, the postal enterprises in accordance with the provisions of the free use; funded by other parties to build, postal enterprises to buy or rent at the cost of construction and installation priority. Postal enterprises shall not change the nature of its use without authorization. Article 10 postal enterprises shall, in accordance with the postal universal service standards and the principle of convenience to the public in the city streets, business districts, communities and other locations to set up postal facilities such as mailboxes (boxes), postal kiosks, postal kiosks, postal service stations, etc., approved by the people's governments at or above the county level, exempted from the urban road occupation and excavation fees and other related fees.

Postal enterprises shall set up postal facilities for unified management and maintenance. Article 11 The people's governments at or above the county level shall give support to the construction of postal universal service business establishments, set up postal universal service business establishments in the seat of township people's governments, and set up village postal stations or other places for receiving mails in administrative villages, so as to ensure that villages and villages are provided with postal services.

Postal enterprises shall sign agreements with village committees on the proper receipt and delivery of mail, and support and guide the construction of village postal stations. Article XII postal enterprises to set up, withdraw postal business premises, shall be filed in advance to the postal administration; withdrawal of the provision of universal postal service business premises, or will be self-universal postal service premises to the agency, shall be approved by the postal administration and shall be announced.

Postal universal service business address changes, postal enterprises shall be filed with the postal administration and shall be announced. Article XIII of the new towns, alterations, expansion of residential neighborhoods, residential construction projects, the construction of newspaper boxes should be included in the unified planning, design, construction and acceptance of construction projects, and construction projects put into use at the same time. The specifications and style of newspaper boxes should be in line with national standards.

Construction plan review organizations do not have newspaper boxes or do not meet the design specifications of the newspaper boxes of residential projects, shall not issue construction plan review certificate. Newspaper boxes should be included in the construction of residential engineering quality sub-acceptance, the construction unit is not set up in accordance with the provisions of the newspaper boxes, will not pass the acceptance, the administrative department in charge of construction will not handle the completion of the acceptance record.

Before the implementation of these regulations, urban residential buildings are not set up newspaper boxes, by the property rights of the owner or manager according to the situation of postal use of their own responsibility to make up for the construction, but also can be entrusted to postal enterprises to make up for the construction of the costs borne by the commissioner.

The property rights of newspaper boxes belong to the investor. Property owners or managers are responsible for the management, maintenance and replacement of newspaper boxes, can also be entrusted to postal enterprises to repair, replacement, the required costs borne by the principal.
