Is there a difference between accepting bribes and so-called human relations?

The distinction between normal human relations and bribery should be determined according to the empirical rules such as whether the interpersonal relationship between the two sides is related to their duties, whether it is reasonable, whether the communication between the two sides is equal, and the behavior and cognition of ordinary people. Specifically, there are several differences:

Whether the communication between the two parties is related to the position. Normal reciprocity is the emotional communication between relatives and friends, and it has nothing to do with job behavior. The crime of accepting bribes is an act of state functionaries taking advantage of their positions to accept other people's property and seek benefits for others. It's a power transaction, which is related to their position.

Whether the communication between the two sides is equal. Normal reciprocity is mostly mutual communication between the two sides, and the receiver and the giver give and receive each other. If you only accept each other's gifts unilaterally and never give them back or give them back, it can't be regarded as normal human relations. If the amount is relatively large, it shall be deemed as accepting bribes.

Article 13, paragraph 2, of the Interpretation of Several Issues Concerning the Application of Laws in Handling Criminal Cases of Corruption and Bribery by the two universities stipulates: "If a state functionary asks for or accepts money or property worth more than 30,000 yuan from a subordinate with a superior-subordinate relationship or an administrator with an administrative relationship, which may affect his exercise of his functions and powers, it shall be deemed as a promise to seek benefits for others."
