People's Republic of China (PRC) Rural Revitalization Promotion Law (hereinafter referred to as "Rural Revitalization Promotion Law") was deliberated and passed at the 28th meeting of the 13th the National People's Congress Standing Committee (NPCSC) on April 29th, 20021and will come into force on June 29th, 20021.

The Law on the Promotion of Rural Revitalization emphasizes that to promote rural revitalization, we should make overall plans to promote rural economic construction, political construction, cultural construction, social construction, ecological civilization construction and party building in accordance with the general requirements of industrial prosperity, ecological livability, rural civilization, effective governance and affluent life, and give full play to the unique functions of rural areas in ensuring the supply of agricultural products and food security, protecting the ecological environment and inheriting and developing the excellent traditional culture of the Chinese nation.

At the same time, the local people's governments at or above the county level should strengthen the protection of historical and cultural towns and villages, traditional villages and villages with rural characteristics and ethnic minority characteristics, monitor and evaluate the protection status, and take measures to prevent and mitigate disasters such as fires, floods and earthquakes. Encourage rural residential design to reflect regional, ethnic and local characteristics, encourage rural residential construction to adopt new building technologies and green building materials, and guide farmers to build livable residential buildings with modern functions, safe structure, economic cost, environmental protection and coordination with rural environment.

The Law on the Promotion of Rural Revitalization clearly states that the state will increase its support for the implementation of the rural revitalization strategy in the old revolutionary base areas, ethnic minority areas and border areas. People's governments at all levels should take measures to enhance the endogenous development capacity of poverty-stricken areas, establish a long-term mechanism to help rural low-income people and underdeveloped areas, and continuously promote the development of poverty-stricken areas; Establish and improve the dynamic monitoring, early warning and assistance mechanism for people who are easy to return to poverty, and realize the effective connection between consolidating and expanding the results of poverty alleviation and rural revitalization.

The vitality of law lies in its implementation. The Law on the Promotion of Rural Revitalization stipulates that if people's governments at all levels and their relevant departments fail to perform or improperly perform their duties in promoting rural revitalization, they shall be held accountable in accordance with laws, regulations and relevant state regulations, and the directly responsible person in charge and other directly responsible personnel shall be punished according to law.
