According to the information of China National People's Congress website, non-traditional security threats refer to security problems caused by non-military traditional security factors except military, political and diplomatic conflicts, which can pose threats to national security, social stability, economic development, people's lives and property and human survival, including economic security, financial security, ecological environment security, information security, resource security, terrorism, weapons proliferation, disease spread, transnational crime, drug smuggling and so on. It has the characteristics of transnational, uncertainty, transformation, dynamics, sovereignty and cooperation. Non-war military action refers to a series of military actions other than war, which are carried out by a country, a nation, a class or a political group for certain political, economic and military purposes, in order to safeguard national interests, maintain social stability, resist natural disasters and ensure people's peaceful labor and safety of life and property.
