In order to inherit the representative works of intangible cultural heritage, from 20 15, the Ministry of Culture launched the "non-genetic inheritor training program", entrusting universities and other units to organize training with traditional craft projects as the starting point. It is understood that this plan is divided into three levels: training, learning and universal training. The training is aimed at representative inheritors in all provinces and cities in China, and the learning is aimed at young inheritors who encounter problems in the process of work creation and product development. Universal training is aimed at ordinary practitioners of non-legacy projects. The Ministry of Culture said today that in the next five years, it will gradually expand the scope of project participation and continuously improve the quality of non-genetic inheritors.
In addition, carrying out rescue records is an important means to continue non-legacy projects. In the past five years, the Ministry of Culture has arranged special funds from the central government to rescue 3 18 national non-genetic inheritors, and recorded their knowledge and skills in the form of oral films and teaching films. On the selection criteria of inheritors, the Ministry of Culture said that there are two main considerations: First, the protection unit is directly under the Provincial Department of Culture; Two, the national representative inheritors are over 65 years old, but the age of traditional dance project inheritors can be appropriately relaxed.
This year, the Ministry of Culture will continue to make rescue records for about 300 inheritors. Citizens who meet the following conditions may apply for or be recommended as the representative inheritors of national intangible cultural heritage projects:
(a) to master and inherit the national intangible cultural heritage;
(2) Being recognized as representative and influential in a certain region or field;
(3) Actively carry out inheritance activities and train successors.
Personnel engaged in the collection, collation and research of intangible cultural heritage materials shall not be recognized as the representative inheritors of national intangible cultural heritage projects.
The representative inheritors of national intangible cultural heritage projects shall undertake the following obligations:
(a) under the premise of not violating the relevant laws and regulations of the state, according to the requirements of the administrative department of culture, provide complete project operation procedures, technical specifications, raw material requirements, technical essentials, etc. ;
(two) to develop the project inheritance plan and specific objectives and tasks, and report to the administrative department of culture for the record;
(three) to carry out the inheritance work in the form of accepting students to run schools, to teach skills without reservation, and to train successors;
(four) actively participate in exhibitions, exhibitions, seminars, exchanges and other activities;
(five) regularly submit the project inheritance report to the local cultural administrative department.

Article 6
Protection funds are divided into central-level project funds and central-local subsidies, and are divided into organization management fees and protection subsidies according to the scope of expenditure. The project funds at the central level include the management fees of the Ministry of Culture and Tourism at the same level and the state-level intangible cultural heritage protection subsidies of the central departments, and the central subsidies to the localities are the state-level intangible cultural heritage protection subsidies of the provinces.
