From September 30, 2020, the electronic driver's license and driving license of Shanghai, Jiangsu, Zhejiang and Anhui provinces will be officially recognized. "Knowledge of Cooperation * * *" points out that three provinces and one city will support application scenarios in various fields to call and verify electronic certificates in different places to realize "material exemption", and at the same time focus on promoting mutual recognition of high-frequency electronic certificates such as ID cards, driver's licenses, driving licenses, business licenses, birth medical certificates and road transport practitioners' qualification certificates in cross-regional, cross-departmental and cross-level business scenarios.

The role of mutual recognition of electronic certificates

"Knowledge of Cooperation * * *" stipulates nine contents from the aspects of business, management and technology of mutual recognition application of electronic certificates, which speeds up the mutual recognition application of high-frequency electronic certificates in regional comprehensive government services, specific supervision and law enforcement, and social life, and further facilitates business people to do things in different places.

From the business level, the three provinces and one city will jointly determine the list of pilot types of mutual trust and mutual recognition of electronic certificates, publish the list of application scenarios of electronic certificates, and formulate supporting rules for mutual recognition of electronic certificates;

From the management level, the three provinces and one city will deepen the management of electronic license data, build a cross-regional objection handling mechanism for electronic licenses, strengthen the construction of electronic license security system and authorization management, and promote the electronic filing of electronic licenses;

From the technical aspect, three provinces and one city will establish a relatively uniform technical standard for e-certificates, build a relatively uniform application model for e-certificates, support application scenarios in various fields to call and verify e-certificates in different places, realize that online service systems can retrieve e-certificates in different places in the Yangtze River Delta region, and offline service windows can support electronic lighting and verification functions, scan codes to obtain e-certificates in the Yangtze River Delta region under user names, thus realizing "material exemption" in handling affairs.
