Measures to reduce or avoid secondhand smoke in 2009

By studying the documents of the Conference of the Parties to the WHO Framework Convention on Tobacco Control, I realized that second-hand tobacco smoke is a class A carcinogenic pollutant, which can cause many serious diseases to adults and children without safety standards. The only effective way to avoid its harm is to create a 100% smoke-free environment, which is also my only purpose in formulating this method.

The first part is preface

1 Explanation of terms:

1. Secondhand smoke can be defined as "smoke discharged from the burning end of cigarettes or other tobacco products and usually mixed with smoke discharged by smokers", which is referred to as "secondhand smoke" for short in these Measures and English SHS. (It is reported that the World Health Organization believes that "exposure to second-hand smoke exceeds 15 minutes at least once a week", but I have not found this statement in the Chinese literature of the World Health Organization, and it does not conform to the spirit of the Framework Convention on Tobacco Control and its implementation guidelines, and it should be misinformed-note B108j)

2. Smoke-free environment: "Smoke-free air" is 100% smoke-free air. This definition includes, but is not limited to, air without visible, smelled, felt or measured tobacco smoke. Such an environment is a smoke-free environment. Smoke-free places should include indoor workplaces, (2) indoor public places, (3) public transportation, and (4) other public places, including families in these Measures. Indoor refers to any space surrounded by a roof or one or more walls or sides, no matter what materials are used for the roof, walls or sides, and no matter whether the structure is permanent or temporary.

3. The only effective means: 100% Any policy other than smoke-free environment, including ventilation, air filtration and designated smoking areas (whether there is a special ventilation system or not), cannot guarantee to avoid contact with tobacco smoke. There is scientific and other conclusive evidence that technical methods cannot prevent exposure to tobacco smoke. Implementing "100% smoke-free environment" (completely smoke-free environment) is the only means to effectively protect people from the harm of second-hand smoke.

Article 2 Tobacco control standards adopted in these Measures:

1, smoke-free standard: no exposure to second-hand smoke anytime and anywhere, that is, you can't see, smell or feel second-hand smoke;

2. Tobacco control standard: Secondhand smoke should not exceed 15 minutes per week, which is the maximum limit of secondhand smoke in non-smoking areas before 20 1 1 New Year's Day. According to this limit, secondhand smoke 13 hours is allowed every year, and it will still be used until June 9, 20 1 year.

3. Under special circumstances, the duration of secondhand smoke shall not exceed 90 hours, provided that secondhand smoke is strictly avoided on holidays, that is, at least 120 days of no-smoking days (including World No-Tobacco Day, World Environment Day and other environmental-related theme activities, as well as my birthday, etc.). It should be realized within one year to keep my respiratory system unobstructed and comfortable and reach the highest standard of health.

The second part is the specific measures to reduce or avoid secondhand smoke.

Third, let more people deeply understand the harm of smoking and create a smoke-free environment is the fundamental measure to reduce or avoid exposure to second-hand smoke. Therefore, we should actively carry out tobacco control propaganda according to mpower series policies:

The content of the blog is mainly reproduced and quoted, and the blog is positioned as a tobacco control archives. The main sections are: mpower (to be subdivided according to the meaning of Chinese characters represented by a single letter), information of the world smoke-free alliance, smoke-free voice, smoke-free diary, smoke-free link and so on. In the near future, we should pay attention to using other functions of the blog page, so that the possibility of my blog being searched on the network will increase continuously.

2. Before the end of the year, convert the tobacco control pdf stored in my computer into free files or pictures and upload them to everyone as soon as possible; Among them, important laws, regulations or health information should be printed out so as to be carried around or posted and distributed; At the same time, you should send your web page link information to your blog as soon as possible, among which the links of the more important tobacco control and environmental protection organizations should be listed separately, and opened as a separate section in the form of friendship links (or other);

3. Distribute my blog and its links everywhere to attract more attention, including but not limited to contributing to local newspapers or recommending other people's original articles, especially the smokeless voice blog, but the author's consent should be obtained before recommendation;

4. While doing the above work well, we should pay due attention to my other blogs and online question-and-answer games such as Baidu Know, Soso Ask, and pay attention to collecting new materials, especially the documents of the Conference of the Parties to the Convention, domestic and foreign tobacco control regulations, picture warnings, better answers in question-and-answer games, and save the source links of the searched materials for future use;

5. Keep the materials mailed by the Voice of Tobacco Control Forum, and don't lose them. If necessary, you can make a backup on my computer and post it to my blog. For sensitive content, set reading permission;

6. Second-hand smoke is strictly prohibited during the above-mentioned work, or severe punishment will be given according to the third paragraph of Article 7.

Article 4 The key to reducing secondhand smoke is to reduce secondhand smoke during working hours. To this end, we should:

1. In order to make everyone aware of the dangers of smoking and second-hand smoke and form a good atmosphere of indoor non-smoking, we should set up smoke-free signs and the latest publicity materials in the office, and take other measures to help achieve a smoke-free environment, including but not limited to setting the computer desktop as a smoke-free picture, setting up a smoke-free screen saver, gently protesting against second-hand smoke around us and hiding ashtrays.

2. Maintain good habits: including but not limited to not buying cigarettes, handing cigarettes or even lighting cigarettes for others, and avoid continuing to work or study while others smoke.

In order to reduce the residual of secondhand smoke in the office, we should strengthen the hygiene and cleanliness of the office;

(1) The room must be thoroughly cleaned at the beginning of each week or on weekends, with the focus on removing cigarette butts and soot;

(2) In addition to daily cleaning, others should immediately clean cigarette butts and ash on the ground after smoking, and record relevant information;

(3) Clean the walls and ceiling at least once a month 1 time to ensure that the indoor third-hand smoke can be removed as soon as possible.

4. If secondhand smoke cannot be avoided, ensure that the indoor ventilation efficiency is not lower than that of outdoor, or wear a mask or gas mask with a label that refuses secondhand smoke.

5. Complete some work and study tasks at home, edit and sort out tobacco control materials, and reduce second-hand smoke during working hours.

Article 5 Insisting on creating smoke-free families can not only reduce second-hand smoke, but also protect family health:

1.In June 2009, the United States became the first country in the world to put the prevention of family smoking into law. According to this practice, the home should be designated as a non-smoking area.

2. Set up obvious smoke-free signs in my room and doorway, including but not limited to tobacco warning pictures, no cigarettes and smoking utensils, and guests are not allowed to smoke in the room from 20 1 1 year.

We should continue to implement the smoke-free family plan in our hometown:

(1) Update the information on tobacco control from time to time, post a no-smoking sign, and persuade father, relatives and friends to quit smoking;

(2) Resolutely avoid inhaling the second-hand smoke made by my father, and ensure that every day without visitors at home is a no-smoking day;

(3) Try to encourage relatives and friends not to smoke indoors. In addition to the above methods, the following measures can be taken:

A politely refused the family's request to buy tobacco products;

Don't entertain relatives and friends with tobacco products in person. You can entertain strangers with cigarettes before May 3 1 20 10, but you can't open the distribution. After May 3rd1,guests will no longer be entertained with cigarettes, but the ventilation efficiency of the room will be maintained until May 9th, 20 1 1.

4. Someone at home must clean up as soon as possible after smoking, including but not limited to cleaning up the sanitary corner, scrubbing furniture, changing washable things in the door curtain, washing hair and taking a bath, etc. , but it is strictly forbidden to inhale second-hand smoke during cleaning.

Article 6 Although I am exposed to secondhand smoke on other occasions at present, my goal is smoke-free!

1. Do not enter any non-smoke-free indoor places unless necessary, especially before and after meal time 1 hour. If necessary, you can ask the owner of the place or law enforcement personnel for help, and ask for the replacement of 100% smoke-free seats or the realization of smoke-free.

2. It is strictly forbidden to enter the Internet cafes that do not implement the 100% smoke-free policy in public places for the purpose of tobacco control.

2. By vehicle:

(1) Try to take a non-smoking car and sit by an openable window;

(2) Take the train to avoid stopping at the junction of carriages. If you smell or see secondhand smoke coming towards you, leave your seat and go somewhere else.

(3) For short-distance trips within10 km, try to walk or ride a bike, and pay attention to avoid contact with travel smoke on the way;

(4) When taking a vehicle, you should generally carry tobacco control materials and read and circulate them in the car.

The third part is the auxiliary measures to reduce the harm of second-hand smoke

Article 7 Exercise in fresh air can reduce the harm of second-hand smoke.

1, the number of secondhand smoke should be linked to the amount of exercise:

(1) When smoking secondhand smoke does not exceed 15 minutes per week, each cigarette should be equivalent to walking 0. 1 km;

(2) When smoking secondhand smoke for more than 1.5 minutes per week, each cigarette should be 1km/h, but the cumulative daily exercise should not exceed 20km;

(3) In the absence or impossibility of taking measures to avoid the harm of second-hand smoke, the calculated amount of exercise should be twice that of the first paragraph, but the cumulative amount of exercise should not exceed 50 kilometers per day.

(4) During World No Tobacco Day and World Environment Day, and when passive smoking is unavoidable during illness, the calculated exercise amount should be 50 kilometers per cigarette, and there is no maximum cumulative exercise amount limit. The sanctioned exercise amount should be completed within one week.

(5) The actual daily exercise should be kept as stable as possible, and should not be too large or too small. At the same time, we should pay attention to upper limb exercise, and remember not to exercise in places with poor environmental quality, including but not limited to busy streets and downwind of waste gas from expressway and factories, floating dust or sandstorms, so as to avoid inhaling more harmful substances and damaging health.

Eighth drink more water, eat more fresh fruits and vegetables, cook more by yourself, and eat less in restaurants that do not implement the smoke-free system; Work hard, study hard and enjoy a healthy life.
