I. Applicant

According to the Measures for Talents to Live and Work in Peace and contentment in Wujiang District (Trial) (Wu Ban Fa [2065 438+08] 16), the A-F talents are recognized.

Second, the application conditions

1. Talents and their families (including minor children) do not own houses in Suzhou.

2. After the implementation of these measures, talents will transfer their own houses to their original spouses or minor children, resulting in no own houses, and they can apply for the qualification of purchasing houses for entitled groups after handling the registration of real estate transfer for two years.

Third, the qualification application

1. Talents who are interested in purchasing log on to the excellent housing service platform of Wujiang Excellent Talent Network, fill in the application form for excellent housing in Wujiang District, and submit the letter of commitment for excellent housing credit.

2. The District Talent Office shall, jointly with the District Human Resources and Social Security Bureau, identify the qualifications of talents, and the District Natural Resources and Planning Bureau shall simultaneously check the real estate owned by talents and their families (including the registration and transfer of housing and real estate within two years), and complete the verification within 10 working days after the talents submit their applications.

Fourth, provide housing.

Real estate development enterprises shall, before the pre-sale permit, randomly select not less than 30% of the pre-sale (sales) permitted houses as the houses for talents to purchase houses in the current project period.

1. 2. The listing information of outstanding talents, the centralized subscription period of talents, and the date of public offering should be publicized simultaneously at the real estate sales site and Wujiang Outstanding Talents Network for no less than 1 day.

3. The commitment letter of talent excellent room credit will be publicized on the credit Wujiang website.

6. Centralized subscription

1. During the centralized subscription period, talents log on to the excellent housing service platform of Wujiang Excellent Talent Network, purchase excellent housing on a first-come-first-served basis, and sign a subscription agreement with real estate development enterprises on the spot within 2 days after confirming the purchase.

2. Real estate development enterprises should publicize the housing information subscribed by existing talents at the sales site before public sales, and submit the results of talent subscription to the District Housing and Construction Bureau and the District Talent Office for the record.

3. After the centralized subscription period, real estate development enterprises will no longer accept applications from outstanding talents to purchase houses.

4. After the centralized subscription period, real estate development enterprises can publicly sell all the remaining houses. Qualified talents who fail to choose the best housing can participate in the purchase of the remaining housing together with other interested buyers.

5. The house cancelled by talents is no longer regarded as an excellent house.

Seven. qualification test

1. After signing the subscription agreement with the talents, the real estate development enterprise shall submit an application for checking the qualification of purchasing houses in Suzhou commercial housing sales online system in time, and the District Housing and Construction Bureau will review the existing housing of the talents and their families (including minor children) in Suzhou.

2. Talents and their families (including minor children) who have changed their own housing units within the scope of Suzhou will not be approved and their excellent housing qualifications will be cancelled.

Eight. Relevant regulations

1. The applicant shall be responsible for the authenticity of the materials provided by him. If you cheat the excellent purchase qualification through concealment or false report, once you find out, you will cancel your excellent purchase qualification, no longer accept your application for excellent purchase qualification, and push it to the district public credit information platform as a personal bad credit record.

2. After verification, the excellent house purchase qualification is cancelled, and the commodity housing project purchase qualification is cancelled without online signing. If the online signing has been notified, the real estate development enterprise will cancel the online signing and will not go through the real estate registration procedures.

3. Talents and their families (including minor children) can only enjoy preferential policies for purchasing houses according to the principle of "one set at a time". Personnel who unsubscribe from the preferential purchase for any reason after subscribing are deemed to have enjoyed the preferential purchase policy and are not eligible to apply for preferential purchase again.

4. Talents purchasing excellent houses should meet the registration requirements of real-name registration system and must be purchased by the talents themselves. After the subscription, it is not allowed to change the name of the purchaser or transfer the source of the purchased house for three years from the date of obtaining the certificate of immovable property rights.

5. Real estate development enterprises that violate the relevant provisions of these Measures shall be ordered to make rectification within a time limit, suspend online signing, and severely deal with the relevant responsible persons.

6. Those who neglect their duties, abuse their powers or engage in malpractices for selfish ends in the sales management of excellent houses shall be given administrative sanctions according to law, and those who constitute a crime shall be investigated for criminal responsibility according to law.

7. These Measures shall come into force on May, 2020 1 day, and shall be interpreted by the District Talent Office in conjunction with relevant departments.
