1. From the institutional level, although most of the current property management models in China have accepted the management concepts of socialization, marketization and specialization, from the economic point of view, this kind of property management system reform is more the product of mandatory institutional change, that is to say, it is the system reform advocated by the government to issue administrative orders or formulate policies and regulations, rather than the system reform spontaneously formed by the market mechanism.

Due to uneven strength and poor information channels, the weak party is easily influenced by the strong party and easily leads to various disputes.
3. The rapid development of property management in China in just 20 years has benefited from the institutional reform measures taken by government departments. However, in the process of community system reform, the characteristics of "path dependence" inevitably appear, and the development of different types of property management institutions is unbalanced, especially some property companies that follow traditional practices, and their business philosophy and operation mode are far from modern "property management", which leads to various problems in the process of property management.
4. From the operational level (1), the legal system is backward and the laws and regulations are imperfect. Although China has promulgated the "Measures for the Implementation of Property Management" and local laws and regulations, which have made certain provisions on the property management system, there is still a big blind spot in the legal construction of property management.

The imperfection of the legal system will inevitably lead to the confusion of property management.
6. There is no effective communication mechanism between the property management department and the owners. Property management actually involves the issue of quasi-public goods. Some owners are not used to the concept of paid service in property management, and they have a "free ride" mentality, which leads to the problem of late and unpaid property fees; However, the differences between property management companies' cognition of owners' expectations and service standards and service delivery have also led to various disputes and problems. The reason lies in the lack of effective communication mechanism and the failure to find a balance of interests.
