The original Jielong Tower was actually destroyed in Hengyang Anti-Japanese Defence War. This tower is a paper burning tower in front of the former Jielong Temple. The tower is five stories high, with two doors at the bottom, and the tower body is made of stone. Built in the Kangxi period of the Qing Dynasty, Cheng Zhouxie of Hengyang County advocated the restoration of Jielong Tower, Temple House and Word Burning Furnace. JieLong Ta and Ciyu were all destroyed in Hengyang Anti-Japanese Defence War. Only the paper burning tower is left, which people mistakenly call "Jielong Tower".

Jielong Tower is the oldest and largest pagoda in Hengyang. It has a history of more than 300 years, and it is also known as the three famous pagodas of Hengyang with Zhuhui Pagoda and Laiyan Pagoda.

Jielong Tower sits facing south, with five floors and eight sides, and gradually closes from bottom to top. It is placed on the base of Mount Sumi, with a height of about 1 m and a total height of15m. The plane of the support is also octagonal, and the relief of Yang Lian pattern is applied on it. The abutment and the first to third floors are made of red sandstone, and the fourth and fifth floors are made of blue bricks. There are stone eaves on each floor, and the pyramid-shaped roof is equipped with gourd vases. The tower is hollow, with arches in the north and south directions. The south gate was blocked by two slate doors. There is a lattice window in the middle of the slate door and a threshold is embedded. From right to left, the door is engraved with the word "Jielong Tower" in regular script, with high relief on both sides of the door. Jielong Tower's handwriting has weathered. There are many cracks in the tower, which is very dangerous.
